Abstract

Salah satu pemanfaatn potensi hasil hutan yang ada di Indonesia adalah pengolahan getah pinus menjadi gondorukem dan terpentin. Gondorukem (Resina colophonium) merupakan hasil pembersihan terhadap residu proses destilasi uap terhadap getah pinus dan hasil destilasinya adalah terpentin. Pabrik Gondorukem dan Terpentin (PGT) Rejowinangun adalah salah satu produsen gondorukem dan terpentin. Permasalahan yang dihadapi PGT Rejowinangun dalam proses produksi gondorukem dan terpentin di antaranya inkonsistensi jumlah dan kualitas pasokan bahan baku, overproduction dan overstock pada bulan-bulan tertentu, losses, kerusakan mesin saat proses serta terjadinya ketidaksesuaian rendemen produksi aktual dengan target bulanan. Masalah tersebut dapat menyebabkan terganggunya proses produksi dan berkurangnya efisiensi. Penelitian ini bertujuan untuk mengetahui tingkat efisiensi proses produksi gondorukem dan terpentin yang ada di PGT Rejowinangun serta menentukan usulan perbaikan untuk proses produksi yang inefisien. Penelitian dilakukan menggunakan pendekatan linier non-parametrik Data Envelopment Analysis (DEA) dengan asumsi Constant Return to Scale (CRS) berorientasi input dan output pada proses produksi PGT Rejowinangun periode Januari 2015-Maret 2016. DMU yang diteliti yaitu gondorukem mutu X, mutu WW, gondorukem tanpa mutu (GTM), terpentin, dan terpentin tanpa mutu (TTM). Variabel Input yang digunakan adalah bahan baku (x1), losses (x2), dan paid hour (x3). Variabel Output yang digunakan adalah hasil produksi (y1), jumlah pelanggan (y2), dan harga jual (y3). DMU yang inefisien diperbaiki dan ditingkatkan nilai efisiensinya menggunakan proyeksi DEA-CCR. xiv Hasil penelitian menunjukkan dari 75 proses produksi ada 42 proses produksi yang inefisien. Berdasarkan orientasi input, potensi perbaikan mutu X terbesar pada x2 (losses) sebesar 26,53%, GTM pada losses (x2) 18,83%, mutu WW, terpentin dan TTM pada paid hour (x3) berturut-turut sebesar 1,98%; 13,33% dan 26,62%. Potensi perbaikan dengan orientasi output seluruh DMU terbesar pada jumlah pelanggan (y2), yaitu pada kisaran 19%-337,55%. Perbaikan dapat dilakukan dengan menepati nilai target dan potensi perbaikan. Penelitian mengenai perhitungan efisiensi proses menggunakan model DEA BCC non-oriented dapat dijadikan topik peneliti selanjutnya.

English Abstract

One potensial utilization of forest products in Indonesia is pine resin processing into gum rosin and turpentine oil. Gum rosin (Resina colophonium) is the result of the distillation process on pine resin and the results of distillate is turpentine oil. Pabrik Gondorukem dan Terpentin (PGT) Rejowinangun, Trenggalek is one of gum rosin and turpentine oil manufacturer. PGT Rejowinangun faced with several problems in the production process, including inconsistency of the number and quality of raw material supply, overproduction and overstock in certain months, losses, the engine failure during the process, and the mismatches actual yield production to the monthly targets. Those problems will interfered and reduced the efficiency of production process.This research was conducted in order to determine the efficiency level of gum rosin and turpentine oil production processes at PGT Rejowinangun as well as determining the proposed improvements to the inefficient production process. The study was conducted using a non-parametric linear approach Data Envelopment Analysis (DEA) with the Constant Return to Scale (CRS) assumption and input-output-oriented on the production process during January 2015 to March 2016. The 5 DMUs studied was X grade gum rosin, WW grade, B grade, turpentine oil, and non-grade turpentine oil (NGT).The input variables used were the raw material (x1), losses (x2), and paid hour (x3). The output variables used were the yield of production (y1), the number of customer (y2), and the selling price (y3). The efficiency level of inefficient DMUs wereimproved and enhanced using DEA-CCR projection. The results showed that from 75 production process there were 42 inefficiency. Based on input-oriented model, the biggest potential improvements of X and B grade were 26.53% and xvi 18.83% on x2 (losses). The WW grade, turpentine, and NGT were 1.98 %, 13.33% and 26.62% respectively on a paid hour (x3).The biggest potential improvements with the output-oriented of all DMU was on the number of customer (y2) in the range of 19%-337.55%. Improvements can be done by keeping the target value and potential improvements to the way it should be. Research on the efficiency analysis of the process using DEA BCC non-oriented measures can be used as a topic of further research.
