Abstract

Penjaminan halal pada pengiriman bahan baku bervariasi menyesuaikan model rantai pasok di perusahaan. Penelitian ini bertujuan untuk membandingkan kinerja sistem penjaminan halal dua model rantai pasok pada waralaba berbeda, yaitu sistem rantai pasok tersentralisasi dan terdesentralisasi. Selain membandingkan sistem penjaminan halal, dibandingkan juga efisiensi dari dua sistem rantai pasok tersebut. Penjaminan halal yang diterapkan pada kedua waralaba terbatas pada proses penjaminan pengiriman bahan baku dan produk. Objek penelitian adalah dua waralaba daging ayam goreng skala kecil di Kota Malang yang menggunakan sistem rantai pasok tersentralisasi dan terdesentraliasi. Metode penelitian berupa analisis deskriptif kualitatif dan kuantitatif, dengan metode pengambilan data wawancara, observasi, dan analisis dokumen. Analisis sistem penjaminan halal menggunakan standar penjaminan halal MUI dan kerangka penjaminan halal rantai pasok. Analisis efisiensi kinerja rantai pasok menggunakan model kerangka Edward Frazelle yang disesuaikan, dengan indikator-indikator aspek kualitas, waktu respon, biaya, dan produktivitas pada lima fungsi rantai pasok, meliputi pemillihan produk, penyimpanan, pemasok, penerimaan bahan, dan manajemen inventaris. Hasil penelitian menunjukkan penjaminan halal rantai pasok pada kedua objek penelitian telah memenuhi standar LPPOM MUI, namun belum sepenuhnya memenuhi standar penjaminan halal rantai pasok yang lebih rinci sesuai kerangka Tieman (2012). Dalam hal kinerja pemenuhan bahan baku, terdapat perbedaan tingkat efisiensi pada beberapa aspek antara waralaba sentralisasi (PT X) dan waralaba desentralisasi (PT Y). Waralaba desentralisasi lebih efisien dan lebih baik dibanding waralaba sentralisasi pada indikator lead time pembelian, biaya pemesanan, ketepatan waktu pengiriman ix sesuai standar yaitu 100%, rata - rata waktu pengiriman, dan order entry time. Selain itu, PT Y memiliki standar keamanan penyimpanan yang tidak ditemukan pada PT X. Pada indikator akurasi perkiraan dengan kinerja sebesar 100%, presentase pembelian darurat 2%, biaya total pengiriman, dan biaya keseluruhan gudang, PT X terbukti lebih efisien dibanding PT Y. Kedua sistem rantai pasok waralaba memiliki tingkat kinerja sama pada indikator kesesuaian pesanan, persentase bahan terkirim baik, tingkat akurasi inventaris dengan nilai setiap kinerja 100%, stok terbuang karena rusak, dan nilai stok barang tak terpakai dengan kinerja sebesar 0% sesuai standar. Dari kedua model pemenuhan bahan baku, model sentralisasi lebih baik diterapkan dengan catatan dilakukan perbaikan terkait waktu responnya.

English Abstract

Halal assurance on raw material varies depending on supply chain system applied in a corporation. The research aims to compare halal assurance system performance of two franchises implementing different supply chain system; centralized and decentralized supply chain systems. In addition of halal assurance system performance, the research also compares efficiency level of both franchise’s supply chain system. The halal assurance system implemented on franchises, in the research, was limited on their assurance on their raw material and end-product distribution system. Then, two small-scale fried chicken franchises implementing centralized and decentralized supply chain system in Malang City were taken as research object. Furthermore, research methods applied were quantitative and descriptive qualitative analysis with interview, observation and document analysis as methods of collecting data. The analysis of halal assurance system was conducted by deploying MUI’s halal assurance standard and Tieman’s halal assurance framework as a benchmark. Meantime, for analyzing the performance of both franchises’ halal supply chain, supply chain performance framework proposed by Edward Frazelle (2010), covering quality, time response, cost and productivity indicators, was adjusted then applied in the research. The proposed indicators were applied in five supply chain functions; product selection, warehousing, supplier, inventory management and distribution. The result shows that halal assurance system on both franchises has already complied with the standard issued by LPPOM MUI but have not complied yet with more detail halal assurance system proposed by Tieman (2012). In terms of supply chain issue, the differences in performance level come up on several aspects between PT X and PT Y, representing a franchise with centralized supply chain system, and PT Y which xi represents a franchise with decentralized supply chain system. A decentralized-system franchise is apparently more efficient and performed better than a centralized-system franchise on following indicators ; lead time for purchase, fixed order cost, On-time delivery 100%, Average delivery time, and order entry time. Moreover, PT Y has implemented a guideline or standard defining security measure while PT X has not. On indicator, PT X is proven to be more efficient than PT Y on Forecast accuracy indicator by 100%, % of purchase orders 2%, total transportation cost , and total warehousing cost. Both supply chain models equally performed well on the following indicators; order compliance, % of shipment arriving in good condition, and inventory accuracy rate which equally performed by 100%, then on indicator relating to stock wastage due to expiration or damage and value of unusable stock by 0%. Of both supply models, centralized-supply chain model is better to be implemented with the improvement of its response time indicator.
