Abstract
Pemerintah Kabupaten Probolinggo berencana melakukan pengembangan wilayah berdasarkan Rencana Tata Ruang Wilayah (RTRW) tahun 2010-2030, untuk pemukiman diarahkan merata di seluruh wilayah kabupaten. Hal ini akan menimbulkan permasalahan kebutuhan lahan yang berujung terlampauinya daya dukung lingkungan di Kabupaten Probolinggo. Tujuan dari penelitian ini ialah untuk mengevaluasi kesesuaian penggunaan lahan existing dan RTRW tahun 2010-2030 Kabupaten Probolinggo berdasarkan daya dukung lingkungan berbasis kemampuan lahan. Metode yang digunakan yaitu analisa spasial menggunakan software ArcView 3.3. Pada setiap unit analisis tersebut dilakukan analisis data tabular. Hasil analisis data tabular selanjutnya dikaitkan dengan data spasialnya untuk menghasilkan data spasial pengklasifikasian kemampuan lahan yang digunakan untuk mengevaluasi kesesuaian penggunaan lahan. Hasil penelitian ini menunjukkan bahwa luas klasifikasi kelas lahan di Kabupaten Probolinggo berdasarkan kemampuan lahan dan arahan penggunaannya yaitu Kelas I seluas 1520,32 Ha untuk berbagai penggunaan lahan, Kelas II seluas 2819,44 Ha untuk pertanian, Kelas III seluas 54023,78 Ha untuk permukiman, Kelas IV seluas 9861,99 Ha untuk perkebunan, Kelas V seluas 28962,57 Ha untuk tegalan, Kelas VI seluas 11080,67 Ha untuk semak belukar, Kelas VII seluas 10976,09 Ha untuk hutan produksi, dan Kelas VIII seluas 50371,79 Ha untuk hutan lindung. Penggunaan lahan existing di Kabupaten Probolinggo memiliki tingkat kesesuaian sangat sesuai (S1) seluas 64845,90 Ha atau 38,23% dari luas Kabupaten Probolinggo, tingkat sesuai (S2) seluas 82703,71 Ha atau 48,76% dari luas Kabupaten Probolinggo, dan tingkat tidak sesuai (N) seluas 22067,04 Ha atau 13,01% dari luas viii Kabupaten Probolinggo. Penggunaan lahan RTRW 2010 - 2030 Kabupaten Probolinggo memiliki tingkat kesesuaian sangat sesuai (S1) seluas 99830,47 Ha atau 58,86% dari luas Kabupaten Probolinggo, tingkat sesuai (S2) seluas 2860,41 Ha atau 16,83% dari luas Kabupaten Probolinggo, dan tingkat tidak sesuai (N) seluas 41145,77 Ha atau 24,26% dari luas Kabupaten Probolinggo. Terdapat peningkatan penggunaan lahan yang tidak sesuai pada RTRW dibandingkan dengan penggunaan lahan existing yaitu sebesar 19078,73 Ha atau 11,25% dari luas pengunaan lahan.
English Abstract
Probolinggo District government plans to develop the area based Spatial and Territorial Plan (RTRW) 2010-2030, for the settlement directed evenly throughout the district. This will cause problems that led to the land needs exceeding the carrying capacity of the environment in Probolinggo. The aim of this study was to evaluate the suitability of existing land use and Spatial and Territorial Plan (RTRW) in 2010-2030 Probolinggo based environmental capacity based on land capability. The method used is spatial analysis using ArcView 3.3 software. At each unit of analysis is conducted tabular data analysis. The results of further analysis of tabular data associated with spatial data to produce land capability classification of spatial data used to evaluate the suitability of land use. These results indicate that broad classes of land in Probolinggo based on land capability and landing use ie Class I area of 1520.32 hectares for various land use, Class II, covering an area of 2819.44 hectares for agriculture, Class III area of 54023.78 hectares for settlements , Class IV covering an area of 9861.99 hectares of plantations, Class V area of 28962.57 hectares to moor, Class VI area of 11080.67 hectares of scrub, Class VII covering an area of 10976.09 hectares of production forest, and Class VIII covering 50371.79 Ha for protected forests. Existing land use in Probolinggo have a very appropriate level of conformity (S1) area of 64845.90 hectares or 38.23% of the area of Probolinggo, appropriate level (S2) covering an area of 82703.71 hectares or 48.76% of the area of Probolinggo, and level does not match (N) area of 22067.04 hectares or 13.01% of the area of Probolinggo. Land use Spatial and Territorial Plan (RTRW) 2010 - 2030 Probolinggo have a very appropriate conformance level (S1) area of 99830.47 hectares or 58.86% of the area of Probolinggo, the appropriate level (S2) covering an area of 2860.41 hectares or 16.83% of the area of Probolinggo, x and the level does not match (N) covering an area of 41145.77 hectares or 24.26% of the area of Probolinggo. There is an increase in the use of land that does not correspond to the Spatial and Territorial Plan (RTRW) compared with existing land uses in the amount of 19078.73 hectares or 11.25% of the area of land use.
