Abstract

Produk pangan organik adalah hasil sektor pertanian yang sudah mengarah pada produk pertanian sehat dan mempertahankan keseimbangan lingkungan. Manajemen Usaha Tani Organik Seloliman (MUTOS) di Trawas Kabupaten Mojokerto merupakan lembaga yang memiliki unit usaha pertanian beras organik. Dalam menghasilkan beras organik bukan hal mudah karena terdapat resiko dalam penanganan alur rantai pasok secara keseluruhan. Beras produksi MUTOS telah memiliki sertifikasi organik Indonesia, namun untuk menunjang sertifikasi berkelanjutan perlu dilakukan manajemen rantai pasok yang lebih baik. Tujuan penelitian ini adalah menganalisis kondisi rantai pasok produk beras organik di MUTOS dan mengetahui hasil identifikasi permasalahan kinerja setiap stakeholder dalam rantai pasok produk beras organik. Responden ahli yang digunakan yaitu petani (supplier) sebanyak 4 orang, MUTOS (prosesor) sebanyak 1 orang, distributor sebanyak 3 orang dan retailer sebanyak 1 orang. Berdasar hasil penelitian, didapatkan identifikasi parameter kinerja level 1 yaitu supplier dengan 12 kendala, prosesor dengan 16 kendala, distributor dengan 12 kendala dan retailer dengan 4 kendala. Kendala paling banyak terdapat pada prosesor dan paling dominan terdapat pada unsur make. Hasil level 1 tersebut dilanjutkan dengan analisis pada level 2. Pada level 2 didapatkan elemen yang berpengaruh yaitu source-stocked-product (S1), make-to-order (M2), deliver-stocked-product (D1) dan return defective product (SR1) serta deliver return excess product (DR3). Dari hasil penelitian dapat diketahui kinerja yang harus diperbaiki yaitu risiko gangguan kerusakan peralatan selama pengolahan, risiko kerusakan komoditas selama proses produksi dan risiko penurunan hasil produksi. Usulan perbaikan untuk MUTOS yaitu melakukan perawatan peralatan produksi serta melakukan pengawasan proses produksi. Usulan yang bisa diberikan untuk penelitian berikutnya yaitu penelitian dapat dikembangkan dengan menggunakan keseluruhan level yang terkait dengan topik penelitian.

English Abstract

Organic food products was the result of the agricultural sector which had pointed at healthy agricultural products and maintain environmental balance. Management Usaha Tani Organik Seloliman (MUTOS) was located in Trawas, Mojokerto was an institution that has a business unit of organic rice farming. In producing organic rice actually was not easy because it got into the consumers, there were still risks in the handling of the whole supply chain flow. Rice which had been produced by MUTOS had Indonesia organic certified, but to support the continuing certification, it needed better supply chain management. The purpose of this study was to analyze the condition of the supply chain of organic rice products in MUTOS and to know the results of the identification of performance problems on each stakeholder in the supply chain of organic rice products. Expert respondents that used were farmers (suppliers) 4 people, MUTOS (processor) by 1 person, distributors 3 people and retailers 1 person.Based on the results of the study, it was found that identification performance parameters at Level 1 is supplier with 12 obstacles, processor with 16 obstacles, distributor with 12 obstacles and retailers with 4 obstacles. The obstacles were most numerous in the processor and the most dominant elements contained in the make element. The results of the level 1 was followed by analysis at level 2. Obtained Level 2 elements that affected the source-stocked-product (S1), make-to-order (M2), delivering on-stocked product (D1) and return defective product (SR1) and deliver return excess product (DR3). The result of this study was the performance parameters that had to be fixed is the risk of damage to equipment interruption during processing, the risk of damage during the process of commodity production and the risk of decline in production output. Advice can be given to MUTOS was improving performed maintenance of production equipment and production process monitoring. Advice can be given for subsequent research studies that can be developed using the overall level of research related to the topic.
