Abstract

Keluhan masyarakat terjadi akibat permasalahan yang muncul di bidang fasilitas umum dan pelayanan umum. Sebagian besar keluhan tersebut tidak tersampaikan kepada pemerintah daerah akibat kondisi manajemen pengaduan keluhan masyarakat yang belum optimal dan dianggap belum efektif. Oleh karena itu, dalam penelitian ini dibangun sebuah sistem pelaporan keluhan masyarakat berbasis Andorid yang akan mempermudah masyarakat dalam menyampaikan dan menampung keluhannya. Aplikasi akan memanfaatkan geotagging untuk mempermudah pengguna mendapatkan lokasi ketika menggunakan sistem untuk melaporkan keluhan dalam bentuk foto. Lokasi yang didapatkan berupa koordinat latitude dan longitude yang akan dikelompokkan berdasarkan wilayah kecamatan dalam kota Malang dengan bantuan metode point in polygon. Metode ini akan menentukan suatu koordinat berada di dalam atau di luar suatu wilayah kecamatan. Selain itu, sistem akan dilengkapi dengan peta yang dapat menampilkan persebaran keluhan dengan marker. Aplikasi mobile akan dirancang menggunakan OOAD (Object Oriented Analysis and Design). Analisis kebutuhan digunakan untuk mendefinisikan kebutuhan yang harus dipenuhi sistem agar sesuai dengan yang diharapkan. Rancangan sistem menghasilkan rancangan arsitektur, rancangan basis data, dan rancangan antarmuka. Implementasi dilakukan dengan pendekatan hybrid menggunakan bahasa pemrograman Java dengan Android SDK (Software Development Kit). Sedangkan web untuk administrator akan dibangun dengan bahasa pemrograman PHP. Hasil pengujian fungsional menggunakan pendekatan kotak hitam (black-box) berupa uji validasi menunjukkan bahwa sistem sudah berjalan sesuai dengan kebutuhan fungsional utama sistem. Hasil pengujian akurasi terhadap metode point in polygon menunjukkan hasil akurasi sebesar 100% sehingga metode tersebut layak diterapkan guna menunjang kinerja sistem.

English Abstract

Community complaints occur due to the emergence of problems in public facilities and services, some of which are not received by the government since the management of community complaint report system is still seen ineffective. Therefore, this research is aimed at answering the problem by creating an Android-based community complaint report system which will provide the easiness to the users to make the complaints. The application employs geotagging to facilitate the users to get the location when using the system to report a problem in a form of picture. The location is latitude and longitude coordinates which will be grouped based on the subdistrict of Malang City by implementing point in polygon method. This method will determine a coordinate in a certain location of a subdistrict. Besides, the system will be equipped with a map showing the spread of the problem with a marker. The mobile application is designed using OOAD (Object Oriented Analysis and Design). Need analysis is used to define the need which has to be fulfilled by the system to meet the requirement. The engineering produce the design of architecture, database, and interface. The implementation is conducted implementing hybrid approach and using Java language programming of Android SDK (Software Development Kit). On the other hand, web for administrator is created using PHP language programming. The result of functional testing implementing black-box approach in the form of validation testing shows that the system has been running based on the principal functional need of the system. The result of accuracy testing upon point in polygon method also indicates that the result of accuracy reaches 100% in which the method is worth implementing to help the optimal work of the system.
