Abstract
Seiring dengan perkembangan teknologi informasi dan komunikasi, situs web sebagai layanan publik banyak diterapkan di instansi pemerintahan pusat maupun pemerintahan daerah. Berdasarkan penelitian sebelumnya, diketahui bahwa sebagian besar situs web pemerintah daerah dibangun seadanya tanpa memperhatikan acuan buku panduan, sehingga tingkat usability-nya kurang dan harapan pengguna tidak dapat terpenuhi. Situs web Pemerintah Kota (Pemkot) Kediri merupakan sebuah situs resmi milik Pemkot Kediri yang dikelola oleh Divisi Humas dan Protokol. Berdasarkan hasil observasi, pada situs web Pemkot Kediri masih ditemukan beberapa masalah yang terkait dengan tautan, konten dan fitur. Hal tersebut tentu dapat mempengaruhi tingkat usability dari situs web tersebut. Usability dari sebuah situs sangat penting agar sebuah situs dapat bertahan. Untuk mengetahui tingkat usability sebuah situs web, dapat dilakukan dengan menggunakan kuesioner Website Usability Evaluation Tool (WEBUSE). WEBUSE merupakan instrumen berupa kuesioner untuk mengevaluasi usability yang kemudian diklasifikasikan ke dalam empat kategori usability. Sedangkan untuk mengetahui kesesuaian antara tingkat kinerja (performance) dan tingkat kepentingan (importance) dapat dilakukan dengan pendekatan Importance Performance Analysis (IPA) yang meliputi analisis tingkat kesesuaian dan analisis kuadran. Tujuan dari penelitian ini adalah untuk mengetahui hasil dari evaluasi usability situs web Pemerintah Kota Kediri serta memberikan rekomendasi berdasarkan hasil dari evaluasi usability dengan menggunakan metode IPA. Dalam penelitian ini melibatkan 120 partisipan yang dipilih menggunakan metode purposive sampling dengan kriteria yaitu partisipan pernah membuka situs web Pemkot Kediri. Dari hasil evaluasi dapat diketahui tingkat kesesuaian dari situs web Pemkot Kediri adalah 95,99%. Hal tersebut menunjukkan bahwa tingkat kesesuaian dari situs web tersebut sudah baik, tetapi masih dapat ditingkatkan. Sedangkan hasil dari analisis kuadran diketahui bahwa pada kuadran A terdapat 1 atribut yang dianggap penting dan perlu diprioritaskan perbaikannya, pada kuadran B terdapat 12 atribut yang dianggap penting dan harus dipertahankan, dan pada kuadran C terdapat 10 atribut yang dianggap tidak terlalu penting, serta pada kuadran D terdapat 2 atribut yang dianggap tidak penting oleh pengguna.
English Abstract
Along with the development of information and communication technology, the website as a public service is widely implemented in central governmnet agencies and local government agencies. Based on previous research, it is known that most government web sites poorly constructed without regard to the reference guide books, so the level of usability is less and user expectations can not be met. Website of City Government of Kediri is an official site owned by local government of Kediri managed by the Division of Public Relations and Protocol. Based on the observation, website of City Government of Kediri web sites still found some problems associated with the link, content and features. It certainly can affect the usability of the website. Usability of a website is very important that a site can survive. To determine the level of usability of a website, can be done using questionnaires Website Usability Evaluation Tool (WEBUSE). WEBUSE is an instrument in the form of a questionnaire to evaluate the usability that classified into four categories of usability. While to find compatibility between the level of performance and the level of importance can be done with the approach of Importance Performance Analysis (IPA) which includes the analysis of the level of suitability and quadrant analysis. The purpose of this study was to determine the results of usability evaluation Kediri City Government website and provide recommendations based on the results of usability evaluation using IPA. In this study, involving 120 participants were selected using purposive sampling with criteria that participants had opened Kediri City Government website. From the evaluation results can be known the level of conformity of Kediri City Government website is 95.99%. It shows that the level of conformity of the web site is already good, but it can still be improved. While the results of the analysis quadrant is known that in quadrant A there is one attribute that is considered important and need to be prioritized improvement, in quadrant B there are 12 attributes that are considered important and should be maintained, and the C quadrant there are 10 attributes that are considered less important, as well as in the quadrant D there are two attributes that are considered important by the user.
