Abstract

Bajulmati reservoir is located in the two regions, Banyuwangi and Situbondo, East Java. Bajulmati extensive irrigation area is 1800 hectares, but only 779 hectares receives a steady water supply. This resulted in the land in the area become unproductive. Besides being used to overcome the problem of irrigation, Bajulmati reservoir also will be used to provide of clean water for 18000 households and power plants. In order to fulfill these functions optimally, it needs an operation pattern for Bajulmati reservoir in Banyuwangi, East Java. The first step in this study is an analysis of hydrology. This study uses FJ. Mock method to obtain discharge availability of river flow. The next step is to analyze the mainstay discharge using the Basic Year with reliability of 26.02% (enough water discharge), 50.68% (normal water discharge), 75.34% (low water discharge) and 97.30% (dry water discharge). Furthermore, simulation based on catchment reservoirs (method I) to obtain optimal operation patterns, and analyze the optimum outflow through a dynamic program. The outflow results that obtained from the dynamic program used for simulation to determine the most optimal operation pattern of reservoir operation based on dynamic program (method II). Furthermore, this study analyzes the most optimal operational pattern of the two methods based on several parameters of success. Based on the parameters consisting of the opportunities reliability of reservoirs, the amount of spillout, the fulfillment of the irrigation and raw water requirements, the electricity production, as well as the comparison of each requirement and removable in each period in each of the reliability of the discharge, this study concludes that the most optimal pattern of reservoir operation rules of Bajulmati reservoir is the operation pattern rules (which can be seen in the form of rule curve) that generated by dynamic program. Based on the result, it shown that the operation pattern can be applied in the operation of Bajulmati reservoir.

English Abstract

Waduk Bajulmati terletak di dua Kabupaten yaitu Kabupaten Banyuwangi dan Kabupaten Situbondo, Jawa Timur. Luas daerah irigasi bajulmati adalah 1800 Ha, namun hanya 779 Ha saja yang mendapat suplai air secara stabil. Hal ini mengakibatkan lahan pada daerah tersebut tidak menjadi tidak produktif. Selain digunakan untuk mengatasi masalah irigasi, waduk Bajulmati juga berfungsi sebagai penyedia air bersih untuk 18.000 Kepala Keluarga dan pembangkit listrik. Untuk dapat memenuhi berbagai fungsi tersebut secara optimal, maka diperlukan suatu rancangan pengoperasian waduk Bajulmati Kabupaten Banyuwangi Jawa Timur. Langkah awal yang dilakukan dalam kajian ini adalah analisa hidrologi. Untuk mendapatkan debit ketersediaan aliran sungai dengan metode FJ. Mock. Langkah selanjutnya adalah melakukan analisa debit andalan menggunakan Basic Year dengan keandalan 26,02 % (debit Air cukup), 50,68 % (debit Air normal), 75,34 % (debit Air rendah), dan 97,30 % (debit Air kering). Kemudian melakukan simulasi berdasarkan tampungan waduk (metode I) untuk mendapatkan pola operasi yang optimal, dan menganalisa lepasan optimal melalui program dinamik. Hasil lepasan yang diperoleh dari program dinamik digunakan untuk simulasi penentuan pola operasi waduk yang paling optimal berdasarkan program dinamik (metode II). Selanjutnya menganalisa pola operasi yang paling optimal dari dua metode tersebut berdasarkan beberapa parameter keberhasilan. Berdasarkan parameter-parameter yang terdiri dari peluang keandalan waduk, jumlah spillout, pemenuhan kebutuhan irigasi dan air baku, produksi listrik yang dihasilkan, serta perbandingan setiap kebutuhan dan lepasan pada setiap periodenya dalam setiap keandalan debit, disimpulkan bahwa aturan pola operasi waduk Bajulmati yang paling optimal adalah aturan pola operasi (yang dapat dilihat dalam bentuk rule curve) yang dihasilkan oleh program dinamik. Sehingga pola operasi tersebut dapat diterapkan dalam pengoperasian waduk Bajulmati.
