Abstract

Kota Malang Merupakan Salah Satu Kota Yang Memiliki Pertumbuhan Penduduk Semakin Meningkat Setiap Tahunnya. Terbatasnya Lahan Tak Terbangun Di Kawasan Perkotaan Berdampak Pada Tingginya Harga Lahan Di Perkotaan, Sehingga Masyarakat Berpenghasilan Rendah Lebih Cenderung Bertempat Tinggal Di Daerah Dekat Kawasan Sempadan Sungai, Khususnya Sungai Brantas Kota Malang. Kondisi Tersebut Menyebabkan Perubahan Fungsi Lahan Di Kawasan Sekitar Sungai Brantas Kota Malang. Tujuan Dari Penelitian Adalah Untuk Mengetahui Perkembangan Perubahan Tutupan Lahan Selama Sepuluh Tahun Terakhir Dan Mengidentifikasi Tingkat Risiko Terhadap Bencana Banjir, Serta Memberikan Arahan Mitigasi Terhadap Bencana Banjir Di Kawasan Sekitar Sungai Brantas Kota Malang. Perubahan Tutupan Lahan Diidentifikasi Melalui Analisis Penginderaan Jauh Menggunakan Citra Landsat 7 Etm+ Slc Off, Sedangkan Tingkat Risiko Bencana Menggunakan Analisis Risiko Bencana Dengan Variabel Ancaman/Bahaya, Kerentanan Fisik, Ekonomi, Dan Sosial. Hasil Penelitian Menunjukkan Perubahan Tutupan Lahan Selama Sepuluh Tahun Terakhir, Untuk Permukiman Bertambah Sebesar 3,46 Km2, Sedangkan Vegetasi Menurun Sebesar 2,15 Km2. Untuk Tingkat Risiko Bencana Banjir Kawasan Sekitar Sungai Brantas Kota Malang Memiliki Tingkat Risiko Terhadap Bencana Banjir Rendah Sebesar 6,0 Km2, Risiko Sedang Sebesar 8,82 Km2, Dan Risiko Tinggi Sebesar 18,79 Km2. Mitigasi Bencana Banjir Di Kawasan Sekitar Sungai Brantas Kota Malang Disesuaikan Berdasarkan Tingkat Risiko Terhadap Bencana Banjir Dan Kondisi Kesesuaian Lahan. Tindakan Mitigasi Bencana Banjir Di Kawasan Sekitar Sungai Brantas Kota Malang Terdiri Dari Mitigasi Aktif (Struktural) Berupa Pembangunan Konstruksi Fisik Dan Mitigasi Pasif (Non Struktural) Berupa Penyusunan Kebijakan Atau Pedoman, Pelatihan Dan Penyuluhan Terkait Kebencanaan.

English Abstract

Malang City Has Increased The Population Growth Every Year. The Limited Built-Up Area In Urban Give Impact To The High Pricing Of Land In Urban Areas, So That Low-Income People Are More Likely To Reside In The Border Area Of The River, Especially In Brantas River, Malang. These Conditions Creates A High Density Environment And Changes Of Land Use In Brantas River, Malang. The Aim Of The Study Is To Determine The Changes Of Land Cover Over The Last Ten Years And Identify The Level Of Flood Risk, As Well As Restraining The Settlements Development In Area Of Brantas River. Land Cover Changes Were Identified Through The Analysis Of Remote Sensing Using Landsat 7 Etm + Slc Off, And The Level Of Disaster Risk Identified By Disaster Risk Analysis With Variables: Threats/Hazards, The Physical Vulnerability, Economic, And Social. Results Showed That The Changes Of Land Cover Over The Past Ten Years Are The Settlements Increased By 3,46 Km2 And The Vegetation Decreased By 2,15 Km2. For Disaster Risk Level, Areas Of Brantas River Has A Low Level Of Flood Risk Is 6,0 Km2, Medium Risk Is 8,82 Km2, And The High Risk Is 18,79 Km2. The Referrals For Settlement Controlling To Against Floods In Area Of Brantas River Adjusted Based On The Level Of Flood Risk And Land Comformity. Flood-Disaster Mitigation For Brantas River Are Active Mitigation(Structural) Which Is Develop Physical Construction And Passive Mitigation (Non-Structural) Which Are Policy And Regulation Making, Training And Counseling About Disaster Mitigation.
