Abstract
Pemerintah Kota Surabaya merencanakan pengadaan angkutan umum massal cepat sebagai salah satu instrumen manajemen untuk mengatasi masalah kemacetan di Kota Surabaya. Tujuan penelitian ini adalah memperoleh model pemilihan moda oleh pengguna moda eksisting bus, angkutan kota, mobil, dan sepeda motor, dan pengaruhnya terhadap penurunan angka kemacetan akibat perpindahan moda eksisting ke trem. Metode yang digunakan dalam penelitian ini adalah stated preference, analisis logit binomial, dan analisis with and without. Atribut penelitian terdiri dari tarif perjalanan (X1), waktu menunggu (X2), waktu perjalanan (X3), kenyamanan (X4), dan kecepatan (X5). Berdasarkan model logit binomial, dihasilkan Ztrem = -0,385 – 0,227X4 + 0,343X5 . Peluang terpilihnya moda Trem adalah 69% pada skenario I dengan suhu AC 25˚C dan kecepatan 20 km/jam dan 97% pada skenario II dengan suhu AC 20˚C dan kecepatan 25 km/jam. Dan perubahan tingkat pelayanan jalan mengalami penurunan signifikan pada jam sibuk pagi dan sore yang semula 1,97 (LOS F) menjadi 0,27 (LOS A) pada Jalan Raya Darmo (utara) dan 2,27 (LOS F) menjadi 0,38 (LOS A) pada Jalan Raya Darmo (selatan) dengan skenario I. Sementara pada skenario II menjadi 0,08 (LOS A) pada Jalan Raya Darmo (utara) dan 0,12 (LOS A) pada Jalan Raya Darmo (selatan).
English Abstract
The Surabaya Government plans to have rapid mass transit procurement as an instrument to overcome the congestion problem in Surabaya. The aims of this research is to obtain the mode choice model of existing users (bus, paratransit, car, and motorcycle) to estimate congestion reduction rate caused by existing mode transfer to the Tram. The methods used are stated preference methods, binomial logit analysis, with and without analysis. Attributes that used are travel costs (X1), waiting time (X2), travel time (X3), comfort (X4), and speed (X5). Binomial logit model result is Ztrem = -0.385 - 0,227X4 + 0,343X5. Tram transfer are 69% in scenario I with 25˚C AC temprature and 20 km/h speed and 97% in scenario II with 20˚C AC temprature and 25 km/h speed. And changes in level of service decreasing significantly in the morning and evening peak hour that was originally 1,97 (LOS F) to 0.27 (LOS A) in Raya Darmo (north) and 2,27 (LOS F) to 0,38 (LOS A) in Raya Darmo (south) with scenario I. Meanwhile in scenario II changes into 0,08 (LOS A) in Raya Darmo (north) and 0,12 (LOS A) in Raya Darmo (south).
