Abstract
Tol Sidoarjo-Surabaya sudah dioperasikan sejak tahun 1986. Jalan tol Sidoarjo-Surabaya merupakan prasarana penunjang sebagai pengintegrasi Kota Surabaya dan Sidoarjo sebagaimana yang difungsikan sebagai kota peyangga seperti pada kawasan strategis Jawa Timur, yaitu Gerbang Kertosusila. Penyelenggaraan jalan tol tersebut tak lepas dari tujuan yang salah satunya meningkatkan pemerataan hasil pembangunan. Peningkatan pembangungan tersebut dapat dilihat dari perkembangan lahan terbangun yang ada di sekitar kawasan pintu tol Sidoarjo. Dilatarbelakangi peningkatan lahan terbangun yang sangat tinggi yang menyebabkan beberapa kelurahan di wilayah studi memiliki RTH kurang dari 30%, oleh karena itu penelitian ini dilakukan untuk dapat memberikan rekomendasi penggunaan lahan di sekitar kawasan pintu tol Sidoarjo. Penelitian ini menggunakan analisis klasifikasi unsupervised untuk mengetahui luas lahan terbangun di kelurahan-kelurahan yang berada di dekat titik pintu tol Sidoarjo dari tahun 1994 hingga 2014 dan menggunakan regresi data panel untuk mengetahui pengaruh waktu tempuh menuju pintu tol dan jarak tempuh menuju pintu sebagai variabel bebas secara time-series dari tahun 1994 hingga 2014. Dari hasil klasifikasi unsupervised, diketahui terjadi peningkatan lahan terbangun sebesar 322.04 hektar pada wilayah penelitian dan dari uji regresi diketahui bahwa adanya tol Sidoarjo-Surabaya turut berkontribusi terhadap rasio lahan terbangun di sekitar pintu tol sebesar 40%. Dengan persentase tersebut, diprediksi bahwa pada kelurahan-kelurahan di sekitar pintu tol tidak mampu lagi untuk menampung kebutuhan lahan pada tahun 2019, sehingga diperlukan arahan manajemen penggunaan lahan terbangun dengan berupa konsep Joint public-private real estate development mengingat kontribusi lahan perumahan yang cukup besar pada perkembangan lahan di wilayah penelitian.
English Abstract
Sidoarjo-Surabaya toll road has been operated since 1986. It was infrastructure as an integrator of Surabaya City and Sidoarjo City as hinterland area functioned as the city in the strategic area of East Java, namely Gerbang Kertosusila. Operation of highway is not separated from one of goal to improve the distribution of development outcomes. Increasing development can be seen from the development of existing built-up around the area of Sidoarjo toll gate. The increase of built-up areas was highly and effecting to some villages in the study area have green space area less than 30%, therefore this research was conducted in order to provide recommendations on built-up management around the toll gate area of Sidoarjo. This research used unsupervised classification analysis to find out the built-up area in urban-village close to the toll gate Sidoarjo from 1994 up to 2014 and it also used panel data regression to knowing the effect of travel time to the toll gate and travel distance to toll gate as the independent variables in time-series from 1994 up to 2014. The result showed that it was known there are increased of built-up up to 322.04 hectares in study area and the result of regression test is showed that the presence of Sidoarjo-Surabaya toll road was contributing to built-up ratio around the toll gate of 40%. By these percentages, predicted that in the villages around the toll gate no longer able to accommodate the needs of land in 2019, so that the necessary land-use management in the urban area around the toll gate with a concept Joint public-private real estate development because there are highly contribution of real-estate area in land-use change in around toll gate area’s.
