Abstract
Di dalam suatu supply chain terdapat aktivitas bisnis yang dikelompokkan menurut Supply Chain Operation Reference (SCOR) menjadi plan, source, make, delivery dan return. Tentunya dalam 5 aktivitas tersebut akan selalu muncul risiko, tidak terkecuali industri filter rokok sebagai bahan baku penunjang untuk produk rokok yang menggunakan filter. Karena itu penanganan risiko dalam supply chain sangat diperlukan agar dapat meminimalisasi biaya, waktu, dan kinerja yang dikeluarkan dalam aktivitas supply chain tersebut. Penelitian ini menganalisa risiko yang terdapat dalam supply chain sebuah perusahaan dengan menggunakan metode House of Risk (HOR). Dilakukan identifikasi untuk mencari risiko dan penyebab risiko menggunakan elemen SCOR. Risiko dinilai oleh pihak perusahaan menggunakan kategori severity. Penyebab risiko dinilai menggunakan kategori occurence. Hubungan antara risiko dan penyebab risiko dinilai menggunakan kategori correlation. Kemudian dilakukan perhitungan nilai Aggregate Risk Potential (ARP) dari tiap-tiap penyebab risiko untuk menentukan penyebab risiko mana yang dipilih untuk dimitigasi. Strategi mitigasi yang telah diberikan kemudian dinilai oleh pihak perusahaan menggunakan kategori correlation untuk mengetahui hubungan antara strategi mitigasi dengan penyebab risiko terpilih. Kemudian dinilai keefektifan dari pengaplikasian strategi menggunakan rumus total effectiveness. Kemudian dinilai menggunakan kategori degree of difficulty untuk menilai seberapa sulit strategi tersebut untuk diaplikasikan. Hasil penelitian menunjukkan bahwa terdapat 15 risiko dengan 37 penyebab risiko yang teridentifikasi. Dipilih 5 penyebab risiko yang memiliki nilai ARP tertinggi dan dilakukan dimitigasi yaitu permintaan mendadak dari customer, kekeliruan dalam pencatatan bahan baku dan produk akhir, bahan baku yang dipesan belum tersedia, bahan baku yang akan diolah belum datang dan tidak tersedianya SDM operator saat dibutuhkan (ijin, sakit, keluar). Strategi mitigasi yang diberikan antara lain pengalokasian produk, mempererat kerjasama, kolaborasi dan berbagi informasi dengan supplier, membuat sistem informasi yang terintegrasi, penambahan multi skill pada operator produksi, penerapan siklus penghitungan (cycle count), penggunaan bar code untuk bahan baku dan menata ulang gudang sesuai dengan alur pergerakan bahan baku dan produk jadi.
English Abstract
In supply chain there is business activities in which there Supply Chain Operation Reference (SCOR) be grouped according to plan, source, make, delivery and returns. Indeed, this 5 activities will always vulnerable of risk and cigarette filter industry is no exception as a supporting raw material for cigarette which use filter. Therefore the risk’s handling in supply chain management is indispensable in order to minimize the cost, time, and performance incurred in the supply chain activities. . This study analyzes the risks inherent in a companys supply chain by using the House of Risk (HOR). The risks and causes of risk are identified using SCOR elements. The risk were assessed by the company using severity’s category. The cause of the risk were assessed using occurence’s category. The relationship between risk and cause risk were assessed using correlation’s category. The Aggregate Risk Potential’s (ARP) value of each risk then calculated to determine which causes of risk were selected to be mitigated. Mitigation strategies that have been given then judged by the company using correlation’s category to determine the relationship between the cause of a selected risk mitigation strategy. The effectiveness of the application of the strategy were assessed using the formula of total effectiveness. Then the strategy assessed using degree of difficulty’s category to assess how difficult the strategies to be applied. The results showed that there were 15 risks with 37 causes the risk identified. 5 causes of risk with the highest score of the ARP’s values then mitigated wich were cause sudden demand from customers, errors in the recording of raw materials and final products, raw materials ordered is not available, the raw material to be processed is yet to come and the unavailability of human operator when needed (permits, ill, exit). Mitigation strategies are given, among others, product allocation, strengthen cooperation, collaboration and information sharing with suppliers, create an integrated information system, the addition of multi-skill production operator, the application of cycle count, the use of bar codes for raw materials and rearranging the warehouse accordance with the flow of the movement of raw materials and finished products.
