Abstract
Dewan Perwakilan Mahasiswa Universitas Brawijaya (DPM UB) merupakan lembaga legislatif yang mempunyai fungsi advokasi termasuk dalam hal menyangkut aspirasi mahasiswa maupun lembaga lainnya. Namun, dalam pelayanannya masih terkendala dalam proses penyampaian dan penyerapannya. Akibatnya, berdampak pada kurang optimalnya kinerja organisasi kemahasiswaan yang berada dalam struktur Lembaga Kedaulatan Mahasiswa Universitas Brawijaya (LKM UB). Untuk mengoptimalkannya, maka diperlukan implementasi good student governance pada DPM UB dengan pemanfaatan teknologi informasi sebagai instrumen yang digunakan untuk meningkatkan layanan advokasi pada lembaga tersebut. Berdasarkan permasalahan tersebut, perlu dikembangkan suatu sistem informasi yang menangani aspirasi secara online berbasis web pada DPM UB untuk mempermudah dan mempercepat pelayanan yang diberikan. Metode yang digunakan dalam pengembangannya adalah reuse-oriented development model yang memiliki beberapa keuntungan dalam proses penerapannya. Untuk memvalidasi persyaratan fungsional sistem maka dilakukan pengujian validasi dengan metode black-box, pengujian kompatibilitas untuk mengetahui compatibility dan accessbility sistem, pengujian penerimaan pengguna untuk mengetahui persentase penerimaan pengguna terhadap usability dan security sistem yang dikembangkan, dan pengujian efisiensi waktu untuk mengetahui efisiensi waktu sebelum dan sesudah adanya sistem. Hasil dari penelitian ini berupa Sistem Informasi Aspirasi Online pada DPM UB beserta hasil uji coba penerapan sistem tersebut. Hasil dari uji validasi yang dilakukan didapatkan sebesar 100% valid, hasil uji kompatibilitas mendapatkan skor rata-rata 89%, hasil uji penerimaan pengguna mendapatkan skor rata-rata keseluruhan sebesar 81%, dan hasil uji efisiensi waktu sebesar 84,4%. Sehingga dapat disimpulkan bahwa pemanfaatan teknologi yang digunakan dapat diterima dan memberikan dampak positif pada pelayanan advokasi di kelembagaan LKM UB.
English Abstract
Student Representative Council University of Brawijaya (DPM UB) is a legislative institution that has an advocate function in terms of collecting student aspirations and other institutions. However, the service has some problems in the process of submission and its operation. As a result, the performance of student organizations in the structure in the structure of the Student Sovereignty Institution University of Brawijaya (LKM UB) is less optimal. In order to optimize the system, it is necessary to implement a good student governance at DPM UB by utilizing information technology as an instrument used to improve advocacy services at these institutions. Based on these problems, it is necessary to develop an information system that handles web-based online aspirations at DPM UB to facilitate and accelerate the services provided. The method used in its development is a reuse-oriented development model which has several advantages in the process of its application. In order to validate the functional system, validation testing with black-box method is used in this case, compatibility testing is used to determine the system compatibility and accessbilty, user acceptance testing is used to determine the percentage of user acceptance of usability and security system that’s being developed, and time efficiency testing is used to find out before and after used the system The results of this study is an online aspiration information system at DPM UB along with the results from the implementation test of the system. The results of the validation test were obtained at 100% valid, the compatibility test got an average score 89%, the results of user acceptance tests got an overall average score of 81%, and the results of time efficiency testing got an score 84,4%. It can be concluded that the usage of the implemented technology can be accepted and have a positive impact on advocacy services in the institutions of LKM UB.
