Abstract
Belum pernah dilakukan evaluasi terhadap website Dinas Pendidikan juga menjadi salah satu permasalahan dalam penelitian ini. Tujuan dilakukan evaluasi adalah untuk mengetahui kualitas usability, information quality, dan service interaction quality pada website Dinas Pendidikan Kab. Pasuruan. Metode yang digunakan adalah metode webqual yang terdiri dari variabel usability, information quality, service interaction quality dan perhitungan importance performance analysis, kedua metode tersebut digunakan untuk mengetahui kualitas website berdasarkan pengguna akhir. Metodelogi yang dilakukan adalah penentuan permasalahan, tinjauan kepustakaan, merancang penelitian, menentukan standar evaluasi, sampling, instrumen, analisis data, interpretasi, dan rekomendasi. Sampel yang digunakan sebesar 100 responden dari populasi pengguna website, dengan teknik sampling simple random sampling. Pengumpulan data diperoleh dari penyebaran kuisioner secara online kemudian dianalisis menggunakan statistik deskriptif dan perhitungan importance performance analysis. Hasil statistik deskriptif bahwa ketiga variabel tersebut masuk dalam kategori tinggi. Hasil nilai gap variabel usability didapatkan -0.35, information quality sebesar -0.32, dan service interaction quality sebesar -0.36. Berdasarkan hal tersebut website belum memenuhi kualitas ideal yang diinginkan pengguna. Indikator yang perlu dilakukan perbaikan adalah desain warna web nyaman dilihat, jenis dan ukuran huruf mudah dibaca, warna background kontras dengan warna huruf, informasi up-to-date, informasi bermanfaat untuk pengguna, kemudahan berkomunikasi dengan organisasi (link ke SKPD), kecepatan merespon dan memberikan tanggapan. Saran bagi pengelola website Dinas Pendidikan Kabupaten Pasuruan sebagai pihak yang mengelola website bahwa pihak pengelola harus tetap menjaga dan meningkatkan kepuasan pengguna sesuai dengan indikator yang terdapat pada kuadran IPA. Kepuasan pengguna terbentuk berdasarkan pemenuhan kebutuhan atau harapan pengguna terhadap kualitas website, oleh karena itu sebaiknya pihak pengelolah perlu melakukan evaluasi website Dinas Kabupaten Pasuruan dan melakukan peningkatan pada variabel dan indikator yang belum memenuhi harapan pengguna. Bagi peneliti selanjutnya adalah dapat melakukan penelitian secara kombinasi antara penelitian kuantitatif dengan kualitatif, seperti menggabungkan metode webqual 4.0 dengan IPA serta heuristic evolution. Kemudian juga dapat melakukan analisis regresi antara variabel webqual dengan variabel lainnya, seperti menentukan hubungan antara variabel yang terdapat pada webqual 4.0 dengan variabel satisfaction. Sehingga kualitas website dapat dijelaskan secara detail dan menyeluruh.
English Abstract
One of the problems in this research is the existence of the evaluation has not been done of Education department website. The purpose of the evaluation is to determine the quality of usability, information quality, and service interaction quality on the website of the Education Office Pasuruan Regency. The method used is Webqual method which consists of usability, information quality, service interaction quality variable. The calculation of Importance Performance Analysis is to measure the relationship between consumer perception and priority of service / product quality improvement then in the measurement of satisfaction level and importance level is described in four quadrants namely quadrant increase performance, quadrant maintain performance, low priority quadrant and over quadrant. The methodology perform problem determination, literature review, designing research, determining evaluation standards, sampling, instruments, data analysis, interpretation, and recommendations. The sample used 100 respondents from the population of website users, with “Simple Random Sampling” sampling technique. Data collection was obtained from the spread of online questionnaires then analyzed using descriptive statistics and calculation of importance performance analysis. Descriptive statistical results that the three variables are included in the high category. The result of usability variable gap value is -0.35, information quality is -0.32, and service interaction quality is -0.36. Based on that, website does not meet the ideal quality of user satisfaction. Indicators that need to be improve is Web design colors are convenient to see, type and size of the letters easy to read, background color contrast with the font color, up-to-date information, useful information for the user, easy to communicate with other organization (link to SKPD), Speed of responds and giving an responds. Advice for the website of Education Office of Pasuruan Regency manager as the party managing the website that the manager must maintain and improve user satisfaction in accordance with the indicators contained in the Importance Performance Analysis (IPA) quadrant. User satisfaction is formed based on the needs or expectations of users for the quality of the website, therefore the manager should need to evaluate the website of Education Office of Pasuruan Regency and make improvements in variables and indicators that have not met the expectations of users. For the next researcher is able to do research in combination between quantitative and qualitative research, such as combining method of Webqual 4.0 with IPA and heuristic evolution. Then also can perform Regression Analysis between Webqual variables with other variables, such as determining relationship between variables contained in Webqual 4.0 with variable satisfaction. So the quality of the website can be explained in detail and thorough.
