Abstract
Salah satu sarana produksi yang sangat penting dalam mewujudkan ketahanan pangan nasional dan peningkatan produktivitas tanaman adalah pupuk. Pemerintah sangat berkepentingan untuk mengeluarkan dan melakukan berbagai kebijakan dibidang pupuk untuk menciptakan iklim yang kondusif bagi penyediaan pupuk di Indonesia. Kebutuhan pupuk harus berdasarkan kebutuhan riil petani yang disusun secara berkelompok dalam bentuk Rencana Defenitif Kebutuhan Kelompok (RDKK) pupuk bersubsidi. RDKK Pupuk Bersubsidi yang seharusnya disusun oleh petani untuk bisa mengetahui kebutuhan riil pupuk bersubsidi yang ada dilapangan, namun kenyataannya Penyuluh Pertanian Lapang (PPL) saja yang berperan aktif dalam penyusunannya, sementara petani cukup menerima dan mengikuti PPL. Akibatnya, hampir seluruh wilayah di Indonesia sering terjadi kelangkaan pupuk pada periode-periode tertentu. Sehingga perlu dilakukan penelitian mengenai Peran PPL dan partisipasi anggota kelompok tani dalam penyusunan RDKK pupuk bersubsidi. Adapun tujuan dari penelitian adalah : 1) Mendeskripsikan peran PPL dalam penyusunan RDKK Pupuk Bersubsidi dan penyalurannya di tingkat kelompok tani, 2) Mendeskripsikan partisipasi anggota kelompok tani dalam penyusunan RDKK pupuk bersubsidi di tingkat kelompok, 3) Menganalisis hubungan antarara PPL dengan partisipasi anggota kelompok tani dalam penyusunan RDKK Pupuk Bersubsidi di tingkat kelompok tani Desa Tamanagung Kabupaten Banyuwangi. Jenis penelitian yang digunakan adalah metode deskriptif kuantitatif, adapun variabel yang digunakan yaitu peran penyuluh pertanian lapang dan partisipasi anggota kelompok tani. Untuk lokasi penelitian dipilih secara sengaja yaitu di Kelompok Tani Power Sprayer Desa Tamanagung, Kecamatan Cluring, Kabupaten Banyuwangi. Lokasi penelitian dipilih karena peneliti sudah mengetahui karakteristik sosial budaya daerah penelitian dan melihat kelompok tani yang aktif di wilayah Kecamatan Cluring. Metode yang digunakan dalam penelitian adalah metode sensus, yaitu dengan metode pencacahan lengkap dengan cara diwawancarai seluruh anggota kelompok tani Powersprayer yang berjumlah 40 orang. Selain itu, juga dilakukan observasi dan pengumpulan data sekunder dari lembaga-lembaga terkait untuk memperoleh data penunjang. Metode analisis data untuk mengetahui peran penyuluh pertanian lapang dan partisipasi anggota kelompok tani dalam penyusunan RDKK pupuk bersubsidi dilakukan dengan analisis deskriptif kuantitatif dengan scoring menggunakan skalia likert dan untuk menganalisis hubungan antara Peran PPL dan Partisipasi anggota kelompok tani menggunakan koefisien korelasi rank spearman. Berdasarkan hasil penelitian yang telah dilakukan, diketahui bawa peran PPL dalam penyusunan RDKK Pupuk Bersubsidi di kelompok tani Power Sprayer Desa Tamanagung termasuk dalam kategori tinggi yaitu dengan skor 26,75 atau 81,06 % dari total skor maksimal. Adapun untuk peran PPL sebagai fasilitator, sebagai teknisi dan sebagai mediator termasuk dalam kategori tinggi . Dibuktikan dengan rata-rata skor 4,8 atau 80,00% dari skor maksimal 6 untuk peran PPL sebagai fasilitator, kemudian skor 5.00 atau 83.00% dari skor maksimal 6 untuk peran PPL sebagai teknisi dan skor maksimal 4.92 atau 82.08% dari total skor maksimal 6 untuk peran PPL sebagai mediator. Sementara untuk peran PPL sebagai Pendidik dan sebagai Organisator termasuk kategori sedang dengan rata-rata skor yaitu skor 5,90 atau 65.56% dari total skor maksimal 9 untuk PPL sebagai pendidik dan skor 4.57 atau 76.25% dari total skor maksimal 6 untuk PPL sebagai Organisator. Pada 5 indikator peran penyuluh pertanian tersebut bisa diketahui bahwa secara garis besar peran Penyuluh Pertanian Lapang dalam penyusunan RDKK Pupuk bersubsidi sudah optimal dan bisa menjalankan perannya masing-masing. Namun masih perlu ditingkatkan pada peran PPL sebagai pendidik dan sebagai organisator. Sedangkan partisipasi anggota kelompok tani Power Sprayer dalam penyusunan RDKK Pupuk Bersubsidi , dapat diketahui bahwa pada tahap perencanaan mencapai skor 10,82 dari skor maksimal 15 atau 72,17% dan termasuk dalam kategori tingkat sedang. Kemudian untuk partisipasi anggota kelompok tani pada tahap pelaksanaan tergolong kategori sedang, yaitu dengan nilai skor 12,55 dari skor maksimal 18 atau sebesar 69,72 %. Dan untuk partisipasi anggota kelompok tani pada tahap monitoring dan evaluasi tergolong kategori sedang, yaitu dengan skor 5,57 dari skor maksimal 9 atau 61,94 %. Secara keseluruhan tingkat partisipasi anggota kelompok tani power sprayer pada penyusunan RDKK Pupuk bersubsidi tergolong kategori sedang dengan total skor 28,95 dari total skor maksimal 42 atau sebesar 68,93 %. Sehingga bisa diketahui bahwa anggota kelompok tani Power Sprayer masih butuh peningkatan dalam partisipasi kegiatan-kegiatan yang terkait dalam penyusunan RDKK Pupuk Bersubsidi mulai dari perencanaan, pelaksanaan dan monitoring evaluasi. Adapun hubungan antara peran PPL dengan partispasi anggota kelompok tani dalam penyusunan RDKK pupuk bersubsidi di Kelompok Tani Power Sprayer diperoleh hasil koefisien korelasi sebesar 0,722 dengan taraf signifikansi 0,01 menunjukkan keeratan hubungan yang kuat antara peran penyuluh pertanian dan partisipasi anggota kelompok tani.
English Abstract
One of the most important production means in establishing national food security and improved productivity of crops is fertilizer. The government is responsible for any issue regarding the use of fertilizers and they need to carry out various policies to create a conducive situation for the supply of fertilizers in Indonesia. Fertilizer needs to be based on the needs of farmers which are determined by the farmer groups in the form of Definitive Plan Formulation of Group Supplies (RDKK) subsidized fertilizer. RDKK Subsidized Fertilizer should be determined by farmers to know the real needs of the existing subsidized fertilizer in the field, but in reality, only the Agricultural Extension Field (PPL) is actively involved in the preparation, while farmers simply accept and follow the PPL. As a result, almost all regions in Indonesia experience frequent shortage of fertilizers at certain periods. So it is necessary to study the role of the PPL and the participation of members of farmers in preparation of RDKK subsidized fertilizer. The objectives of the study are: 1) describing the role of WMO in the preparation of RDKK Subsidized Fertilizer and its distribution at the level of farmers groups, 2) describing the participation of farmer groups’ members in preparation of RDKK subsidized fertilizer at group level, 3) analyzing the relationship between PPL with the participation of members of farmer groups in the preparation of RDKK Subsidized Fertilizer at farmer group level in Tamanagung village, Banyuwangi. This research employs descriptive quantitative method, while the variables employed are the role of agricultural extension field and the participation of members of farmer groups. Power Sprayer farmer group of Tamanagung Village, District Cluring, Banyuwangi was intentionally chosen to be the location of the research. The location was selected because the researcher is familiar with the socio-cultural characteristics of the research area and this group is one of the ost active farmer groups in Cluring district. The method used in this research was census method, a method of complete enumeration by means of interviewing all members Powersprayer farmer group totaling 40 people. Moreover, observation and collection of secondary data from relevant agencies to obtain supporting data were also conducted. The data analysis method employed to determine the role of agricultural extension field and the participation of members of farmer group in preparation of RDKK subsidized fertilizers was carried out by quantitative descriptive analysis with the use of skalia Likert scoring. Meanwhile, to analyze the relationship between PPL Role and Participation members of farmers the Spearman rank correlation coefficient was used. Based on the research finding, it is perceived that the role of PPL in determining the arrangement of RDKK Subsidized Fertilizer in Power Sprayer farmer group of Tamanagung village was categorized as high, with a score of 26.75, or 81.06% of the total maximum score. As for the PPLs role as a facilitator, as a technician and as a mediator was also categorized into high category. It has been proven by the average score of 4.8 or 80.00% from the maximum score of 6 for PPLs role as a facilitator, then a score of 5.00 or 83.00% from the maximum score of 6 for PPLs role as a technician and a maximum score of 4.92 or 82.08% of the total maximum score of 6 to PPLs role as mediator. For the PPL role as educators and as Organizer was categorized into medium category with an average score of 5.90, or 65.56% of the total maximum score of 9 for PPL as an educator and a score of 4:57 or 76.25% of the total maximum score of 6 for PPL as the Organizer. From the 5 indicators of the role of agricultural extension, it can be perceived that the outlines the role of Agricultural Extension Field in the preparation of RDKK subsidized fertilizer is optimal and can execute their respective roles. However, it still needs to be improved on PPLs role as an educator and as an organizer. While the participation of Power Sprayer farmer group member in preparation of RDKK Subsidized Fertilizer is known to obtain a score of 10.82 out of a maximum score of 15 or 72.17% in the planning stage, and was categorized into medium category. Then for the participation of members of farmer group at the implementation stage was classified into medium category, with a score of 12.55 out of a maximum score of 18 or by 69.72%. And for the participation of members of farmers at the stage of monitoring and evaluation was classified into medium category, with a score of 5.57 out of a maximum score of 9 or 61.94%. The overall level of participation of members of Power Sprayer farmer group in preparation of RDKK subsidized fertilizer was classified into medium category with a total score of 28.95 out of a maximum total score of 42 or by 68.93%. So they can know that the members of Power Sprayer farmer group is still in need of improvement especially in participating in activities related to the preparation of RDKK Subsidized Fertilizer from the planning, implementation and monitoring and evaluation. The relation between the role of PPL with the participation of members of Power Sprayer farmer group in the preparation of RDKK subsidized was obtained by the correlation coefficient of 0.722 with a significance level of 0.001 which indicates that there is no relation between the role of agricultural extension and participation of members of farmer groups.
