Abstract
Kabupaten Berau merupakan kabupaten yang terletak di Provinsi Kalimantan Timur. Kabupaten ini merupakan salah satu kabupaten yang memiliki banyak potensi termasuk di bidang potensi penerimaan dalam sektor Pajak hotel, restoran dan PBB-P2nya. Perkembangan jumlah objek pajaknya dari tahun 2014, 2015, dan 2016 mengalami peningkatan yakni objek pajak hotel di tahun 2014 sejumlah 250, kemudian naik menjadi 267 pada tahun 2015, dan 277 objek di tahun 2016. Objek pajak restoran 624 di tahun 2014, 1.043 tahun 2015, dan 1.066 pada tahun 2016. Untuk PBB-P2 terjadi kenaikan dari 48.470 tahun 2014, kemudian 49.170 tahun 2015 dan terakhir 50.175 tahun 2016. Perkembangan jumlah objek pajak ini tentu memiliki pengaruh bagi PAD jika dilakukan pengelolaanya dengan baik dan benar. Penelitian ini berfokus pada “Pengelolaan Pajak Daerah di Kabupaten Berau, Kalimantan Timur Tahun 2014-2016 (Studi Tentang Pajak Hotel, Restoran, PBBP2)”. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Kerangka teori yang digunakan dalam penelitian ini adalah teori desentralisasi dari Rodinelli yang terdiri atas 5 indikator. Pertama, karakteristik komoditas berikut penggunaanya. Kedua, alternatif Pembiayaan dan Keorganisasian dalam Penyedia Layanan. Ketiga, Susunan Institusi yang Layak Bagi Penyedia Layanan. Keempat, Susunan Institusi yang Layak Bagi Penyedia Layanan. Kelima, Intervensi Kebijakan dan Instrumen yang Memberi Arah Bagi Formulasi Kebijakan. Adapun hasil dari penelitian ini ditemui bahwa pengelolaan pajak hotel, restoran dan PBBP2 di Kabupaten Berau telah dikatakan cukup baik namun belum berjalan secara optimal. Hal ini dipengaruhi oleh faktor pendukung dan penghambat dalam pelaksanaan pengelolaannya.
English Abstract
Berau regency is one of regencies in East Kalimantan province. This regency is one of the Districts that has a lot of potential including in the field of potential reception in the Tax sector of hotel, restaurant and PBB-P2. The growth of the number of tax objects from 2014, 2015 and 2016 has increased the object of hotel taxes in 2014 amounted to 250, then to 267 in 2015, and 277 objects in 2016. The tax of object restaurant 624 in 2014, 1.043 in 2015, and 1.066 in 2016. For PBB-P2 there was an increase from 48.470 in 2014, then 49.170 in 2015 and last 5.175 in 2016. The development of the number of tax objects would have an effect on the PAD if done properly.This study focuses on the "management of tax areas in the Berau Regency, East Kalimantan the year 2014-2016 (Studies on the tax-hotel, restaurant,PBBP2)". The methods used in this research is descriptive qualitative. Framework of theory used in this research is the theory of decentralization of the Rodinelli consisting of 5 indicators. First, use the following commodity charactheristic. Second, alternative financing and Organizational in service providers. Third, The order of the institutions appropriate to a service provider. Fourth, The order of the institutions appropriate to a service provider. Fifth, intervention policies and instruments that give direction for Policy Formulation. As for the results of this study found that the tax management of hotel, restaurant and PBB-P2 in Berau Regency has been said quite well but is not running optimally. It is influenced by the supporting factor and inhibitor in the implementation of the operations.
