Abstract
Implementasi dari kegiatan manajemen rantai pasok bisa diterapkan dalam rantai pasok pupuk organik. Setiap tahunnya pupuk organik mengalami peningkatan permintaan dari konsumen (petani), namun jumlah pupuk organik yang diminta oleh konsumen belum seluruhnya terpenuhi. Penelitian ini bertujuan mengukur kinerja manajemen rantai pasok pupuk organik sehingga diharapkan akan memperoleh data mengenai kinerja yang telah dilaksanakan para pelaku rantai pasok pupuk organik. Metode yang digunakan dalam penelitian ini adalah purposive sampling dengan respondennya adalah manajer produksi, manajer teknik & logistik dan pemilik pemasok kotoran ayam, sementara alat analisisnya menggunakan SCOR (Supply Chain Operations Reference) yang mengukur kinerja rantai pasok pupuk organik dengan menggunakan lima atribut, yaitu Reliability, Responsiveness, Agility, Costs dan Assets Management Efficiency. Hasil penelitian menunjukkan bahwa aliran rantai pasok berawal dari konsumen (petani) yang terlebih dahulu menentukan jumlah kebutuhan pupuk organik dengan RDKK (Rencana Definitif Kebutuhan Kelompok). Lalu mengalir ke distributor dan PT. PG untuk dikaji kembali mengenai jumlah kebutuhan pupuk organik, lalu ke CV. DIL dan kemudian ke pemasok. Selanjutnya, dari pemasok ke CV. DIL untuk mengolah bahan baku, selanjutnya dikirimkan PT. PG untuk mendistribusikan ke daerah yang membutuhkan, lalu distributor untuk mendistribusikan ke konsumen. Kelima atribut kinerja yang diukur menunjukkan CV. DIL unggul di 3 atribut, yaitu reliability, costs dan assets management efficiency. Sementara, pemasok kotoran ayam unggul pada atribut kinerja responsiveness dan agility. Nilai reliability CV. DIL mencapai 100% dibandingkan dengan pemasok kotoran ayam yang bernilai 95,8%. Pada atribut responsiveness, CV. DIL membutuhkan waktu 10 hari untuk sekali pemenuhan pesanan sementara pemasok kotoran ayam hanya 1 hari. Atribut agility hanya menghitung nilai resiko, resiko pada CV. DIL bernilai 50% lebih tinggi dari pemasok kotoran ayam yang bernilai 30%. Atribut costs menunjukkan bahwa CV. DIL mengeluarkan biaya sebesar Rp 5.221.250.000 dan pemasok kotoran ayam sebesar Rp 3.438.000.000, namun dengan menggunakan R/C rasio CV. DIL memiliki nilai lebih tinggi sebesar 1,44 dibandingkan pemasok kotoran ayam sebesar 1,04. Pada atribut assets management efficiency, siklus cash to cash CV. DIL bernilai 6 hari dibandingkan pemasok kotoran ayam 28 hari, rentang waktu hari yang lebih kecil berarti lebih baik. Pengembalian aset tetap CV. DIL 1,59% dan pemasok kotoran ayam 2,49%, nilai yang lebih besar pada indikator ini berarti menunjukkan nilai yang lebih baik. Pada pengembalian modal kerja, CV. DIL 4,89% dibandingkan pemasok kotoran ayam 3,6%. Semakin besar nilai pengembalian modal kerja maka akan semakin baik.
English Abstract
Implementation of supply chain management activities can be applied in the supply chain of organic fertilizer. Every year organic fertilizer has increased demand from consumers (farmers), but the amount of organic fertilizer demanded by consumers has not been fully met. This study aims to measure the performance of supply chain management of organic fertilizer so it is expected to obtain data on the performance that has been implemented by the perpetrators of organic fertilizer supply chain. The method used in this study was purposive sampling with the respondents are production manager, technical & logistics manager and chicken manure supplier owner, while the analysis tool uses SCOR (Supply Chain Operations Reference) which measures the performance of organic fertilizer supply chains using five attributes, namely Reliability , Responsiveness, Agility, Costs and Assets Management Efficiency. The results showed that the flow of supply chain originated from consumers (farmers) who first determine the amount of organic fertilizer needs in a RDKK (definitive plan needs of the group). Then flow to the distributor, PT. PG for review on the amount of organic fertilizer needs, then to CV. DIL and then to the supplier. Next, from supplier to CV. DIL to process raw materials into finished goods, then sent PT. PG to distribute to areas in need, then distributors to distribute to consumers and end up to consumers. The five performance attributes measured indicate CV. DIL excels in 3 attributes, namely reliability, costs and assets management efficiency. Meanwhile, chicken excrement suppliers excel at attributes of responsiveness and agility performance. Reliability value CV. DIL reaches 100% compared to chicken manure supplier with a value of 95.8%. At the responsiveness attribute, CV. DIL takes 10 days for once order fulfillment while chicken manure supplier is only 1 day. The agility attribute only calculates the value of risk, the risk on the CV. DIL is 50% higher than chicken manure suppliers with a value of 30%. The attribute costs indicate that CV. DIL costs Rp 5,221,250,000 and chicken manure suppliers amounting to Rp 3,438,000,000, but when viewed from business feasibility with R / C ratio CV. DIL has a higher value of 1.44 than chicken manure suppliers of 1.04. In the attributes of assets management efficiency there are 3 other indicators, namely the cash to cash cycle, fixed asset return and working capital return. Cash to cash cycle CV. DIL is worth 6 days compared to chicken chicken suppliers that are worth 28 days, smaller day time span means more. Return of fixed asset CV. DIL is worth 1.59% and chicken poultry supplier is worth 2.49%, greater value in this indicator means showing better value. On return of working capital, CV. DIL has a value of 4.89% compared to chicken poultry suppliers of 3.6%. The greater the return on working capital, the better.
