Abstract
Dewasa ini, sektor pertanian mulai dipandang sebagai kesatuan utuh dalam sistem agribisnis. Cara pandang yang lebih sistemik dan holistik ini memberikan fungsi yang lebih besar pada peran agroindustri sebagai sub-sistem pengolah hasil pertanian. Salah satu agroindustri pengolahan hasil pertanian adalah agroindustri kerupuk tradisional. Kerupuk adalah jenis makanan yang dibuat dari adonan tepung yang dicampur bahan perasa seperti lumatan udang, ikan dan bawang putih. Khusus untuk kerupuk tradisional merupakan kerupuk yang menggunakan tepung tapioka sebagai bahan utamanya. Sementara tepung tapioka merupakan hasil ekstraksi pati ubi kayu yang telah mengalami proses pencucian secara sempurna serta dilanjutkan dengan pengeringan. Salah satu tempat yang terdapat agroindustri kerupuk tradisional berada di Desa Mulyoarjo, Kecamatan Lawang, Kabupaten Malang. Usaha agroindustri kerupuk tradisional di Desa Mulyoarjo berpotensi untuk dikembangkan lebih lanjut. Kerupuk merupakan produk yang popular dan memiliki segmentasi yang luas. Kondisi ini membuat permintaan kerupuk akan selalu ada. Selain itu, agroindustri kerupuk tradisional memerlukan tenaga kerja yang cukup banyak dalam proses produksinya sehingga berpeluang untuk terbukanya lapangan pekerjaan. Terdapat beberapa kendala dalam pengembangan usaha agroindustri kerupuk tradisional ini. Pertama, usaha ini dimiliki oleh perorangan dengan pengelolaan secara kekeluargaan. Kondisi ini membuat para pekerja secara leluasa untuk masuk kerja maupun tidak tanpa ijin. Kedua, agroindustri kerupuk tradisional rentan terhadap perubahan biaya produksi terutama kenaikan harga bahan baku utama tepung tapioka. Banyak unit usaha lain yang menggunakan tepung tapioka sebagai bahan bakunya. Kondisi ini membuat harganya cenderung naik dan berakibat meningkatkan biaya produksi. Kendala penting yang terakhir mengenai harga jual kerupuk tradisional. Harga kerupuk tradisional di tingkat konsumen cenderung tetap. Posisi produk kerupuk sering difungsikan sebagai makanan pendamping maupun camilan yang membuat harganya sulit untuk dinaikkan. Uraian diatas dapat disimpulkan bahwa biaya produksi kerupuk tidak menentu dan cenderung meningkat, disisi lain harga jual kerupuk sulit untuk dinaikkan. Situasi tersebut membuat usaha agroindustri kerupuk tradisional sulit untuk dijalankan. Akan tetapi, agroindustri kerupuk masih mampu bertahan mengingat permintaan kerupuk yang selalu ada. Penelitian ini menganalisis kelayakan agroindustri kerupuk Mulia dan Kuda Mas mulai dari mendeskripsikan aspek-apek kelayakan usaha, analisis arus uang tunai, kelayakan finansial dan tingkat sensitivitas. Diharapkan nantinya dapat diketahui kelayakan usahanya. Penelitian dilaksanakan di desa Mulyoarjo kecamatan Lawang Kabupaten Malang pada bulan Juni sampai Agustus 2013. ii Metode analisis yang digunakan antara lain Analisis deskriptif digunakan untuk mendeskripsikan lokasi penelitian dan aspek-aspek dalam evaluasi proyek meliputi aspek pasar, aspek teknis, aspek manajemen dan hukum, aspek sosial ekonomi budaya dan aspek lingkungan. Metode analisis arus uang tunai digunakan untuk mengetahui penerimaan, biaya dan keuntungan pada agroindustri kerupuk tradisional. Analisis kelayakan finansial dengan menggunaan beberapa kriteria investasi yaitu Net Present Value, Net B/C ratio, Internal Rate of Return dan payback period. Analisis sensitivitas digunakan untuk mengetahui besar perubahan merugikan maksimal yang dapat diterima oleh agroindustri kerupuk tradisional. Hasil analisis kelayakan finansial agroindustri kerupuk Mulia dan Kuda Mas diuraikan sebagai berikut. 1. Pada agroindustri kerupuk Mulia nilai NPV sebesar Rp 160.410.434,-. Nilai Net B/C ratio sebesar 1,563. Nilai IRR sebesar 19,92 persen dan hasil payback period selama 4 tahun, 11 bulan, 6 hari 2. Pada agroindustri kerupuk Kuda Mas nilai NPV sebesar Rp 1.187.554.800,-. Nilai Net B/C ratio sebesar 1,605. Nilai IRR sebesar 21,47 persen dan hasil payback period selama 4 tahun 8 bulan 10 hari. Hasil analisis sensitivitas agroindustri kerupuk Mulia dan Kuda Mas diurakan sebagai berikut: 1. Pada agroindustri kerupuk Mulia nilai penurunan maksimal 3,38 persen. Variabel kenaikan harga tepung tapioka sebesar 5,71 persen. Variabel kenaikan harga kayu bakar sebesar 25,89 persen dan variabel kenaikan upah tenaga kerja sebesar 42,80 persen. 2. Pada agroindustri kerupuk Kuda Mas nilai penurunan maksimal 6,25 persen. Variabel kenaikan harga tepung tapioka sebesar 11,83 persen. Variabel kenaikan harga kayu bakar sebesar 66,26 persen dan variabel kenaikan upah tenaga kerja sebesar 84,87 persen.
English Abstract
Nowadays, the agriculture sector is seen as the start of unity intact in agribusiness systems. A more way of looking systemic and holistically provide greater functionality in the role of agro-industries for processing agricultural output subsystem. One of the agro-industries processing agricultural output is the traditional kerupuk agro-industries. Kerupuk is a kind of food made from dough of flour which is mixed the ingredients taste like shrimp, fish and garlic. Specially for the traditional kerupuk are use tapioca flour as the main ingredient. While flour tapioca is the result of the extraction of cassava starch been subjected to the process of leaching perfectly as well as continued with a drying up. One of the places that are the traditional kerupuk agro-industries in Mulyoarjo village, district Lawang, Malang Regency. Business traditional kerupuk agro-industry in the village of mulyoarjo potentially to be developed. Kerupuk are popular and having broad segmentation products. This condition make a request of kerupuk there will always be. In addition, agro-industry crackers traditional requiring labor quite a lot in the process of production that had a chance to transparency of jobs stable. There are several problems in the development of this business traditional kerupuk agro-industry. First, the business was owned by individuals with familial management. This condition make the workers in freely to go to work and not without permission. Second, agro-industry kerupuk traditional susceptible to change production cost especially the increase price of raw materials main flour tapioca. Many other business units that use tapioca flour as raw material. This condition makes the rise price and cause increased production costs. The last Important constraint about traditional kerupuk selling price. The price of kerupuk traditional in the level of consumer likely constant. Position products as complementary foods and snacks that make kerupuk price difficult to rise. The explanation above can be concluded that kerupuk production costs increase, on the other side the kerupuk selling price was constant. The situation makes traditional kerupuk agro-industries difficult to run. However, the traditional kerupuk agro-industries in Mulyoarjo village still able to survive because the demand of traditional kerupuk has always and segmentation broad market. The purpose research to analyze the feasibility of traditional kerupuk agro-industries Mulia and Kuda Mas ranging from described aspects, cash flow, financial feasibility and sensitivity levels. Expected to known feasibility of traditional kerupuk agro-industry business. The research was carried out in Mulyoarjo village, sub-district Lawang, Malang regency in June to August 2013. The analysis methods used descriptive methods, cash flow analysis, financial feasibility analysis and sensitivity analysis. Descriptive analysis used to describe the location of research and aspects in the project evaluation with market aspect, the technical aspects, management and legal aspect, the cultural and socio-economic aspects and environmental aspects. Cash flow analysis method is used to determine admissions, costs and profit on the traditional kerupuk agro-industries. Financial feasibility analysis using by investment criteria that is Net Present Value, Net B/C ratio, Internal Rate of Return and payback period. Sensitivity analysis is used to determine adverse change of maximum acceptable at traditional kerupuk agro-industry. The result of financial feasibility analysis at kerupuk agro-industry Mulia and Kuda Mas is feasible, described as follows: 1. The result at kerupuk agro-industry Mulia that NPV value was Rp 160,410,434.- and Kuda Mas was Rp 1,187,554,800.-. Net B/C ratio value was 1.563. IRR value was 19.92 persen and the payback period value during 4 years, 11 month, 6 days. 2. The result at kerupuk agro-industry Kuda Mas that NPV value was Rp 1,187,554,800.-. Net B/C ratio value was 1.605. IRR value was 21.47 persen. and the payback period value during 4 years, 8 month, 10 days. The result of sensitivity analysis at kerupuk agro-industry Mulia and Kuda Mas described as follows: 1. The result at kerupuk agro-industry Mulia that a decrease of selling variable of 3.38 percent. Flour tapioca price increase variable of 5.71 percent. Firewood price increase variable of 25.89 percent. Wages price increase variable of 42.80 percent. 2. The result at kerupuk agro-industry Kuda Mas that a decrease of selling variable of 6.25 percent. Flour tapioca price increase variable of 11.83 percent. Firewood price increase variable of 66.26 percent. Wages price increase variable of 84.87 percent.
