Abstract
Sektor pertanian merupakan salah satu sektor yang memberikan kontribusi penting untuk kemajuan perekonomian di Indonesia. Pada tahun 2013 sektor pertanian berada diperingkat kedua dengan kontribusi sebesar 15,04 persen. Kelompok sub sektor tanaman pangan yang mencakup komoditas padi, palawija, sayuran dan buah-buahan memberikan kontribusi sebesar 8,16 persen terhadap total Produk Domestik Bruto (PDB) Indonesia. Kontribusi sub sektor pertanian lainnya untuk masing-masing sebesar 1,41 persen untuk sub sektor perkebunan, 1,79 persen untuk sub sektor peternakan dan hasil-hasilnya, 0,57 persen untuk sub sektor kehutanan dan sub sektor perikanan sebesar 3,11 persen (BPS, 2013). Salah satu komoditas yang termasuk dalam sub sektor tanaman pangan yaitu ubi kayu. Ubi kayu atau singkong (Mannihot esculenta) merupakan sumber energi yang lebih tinggi jika dibandingkan dengan padi, jagung, ubi jalar, dan sorgum (Lies, 2005). Pada lokasi penelitian, ubi kayu banyak diolah menjadi tape. Agroindustri tape Bondowoso adalah salah satu industri makanan khas daerah yang telah dikenal, selain harganya yang murah, tape juga mudah dibawa sehingga hal ini menjadikan tape sebagai oleh-oleh khas dari Bondowoso. Salah satu agroindustri yang mengelola ubi kayu menjadi tape di daerah Bondowoso yaitu Agroindustri Tape 07 Agape yang terletak di desa Mengok, kecamatan Pujer. Permasalahan yang terjadi pada Agroindustri Tape 07 Agape yaitu pengiriman bahan baku yang tidak sesuai dari segi jumlah dan komunikasi yang kurang terbuka dengan pemasok mengenai jumlah bahan baku yang tersedia serta terjadinya keterlambatan pengiriman bahan baku yang tidak diinformasikan. Susahnya mendapatkan bahan baku terutama dalam jumlah besar dan berkualitas baik juga menjadi kendala bagi pihak Agroindustri Tape 07 Agape. Penelitian ini bertujuan (1) mempelajari rantai pasokan produk tape pada Agroindustri Tape 07 Agape, (2) menganalisis kepercayaan, komitmen, komunikasi, kepuasan dan ketergantungan antara Agroindustri Tape 07 Agape dengan pemasok serta (3) menganalisis tingkat performansi pemasok terhadap kinerja supply chain management. Metode penentuan lokasi berdasarkan purposive sesuai dengan pertimbangan peneliti. Responden dalam penelitian ini yaitu pemilik Agroindustri Tape 07 Agape dan pemasok bahan baku yang berjumlah 4 pemasok (pemasok ubi kayu, daun pisang, ragi dan besek). Metode analisis supply chain management ii pada Agroindustri Tape 07 Agape menggunakan supply chain operational reference untuk pengukuran performansi kinerja pemasok dengan Delivery performance. Kinerja Pengiriman meliputi Scheduled Order to Costumer Request (SOCR) atau jumlah untuk permintaan pelanggan, dan Delivery Performance to Request Date (DPRD) atau kinerja untuk permintaan pasokan yang diminta secara mendadak. Dalam penelitian ini juga dilakukan analisis variabel hubungan jangka panjang yang diukur dengan skala likert dengan dilihat berdasarkan penilaian pemilik Agroindustri Tape 07 Agape dan pemasok. Penilaian variabel hubungan jangka panjang akan digunakan untuk melihat keterkaitannya dengan tingkat performansi pemasok. Hasil penelitian ini meliputi proses rantai pasokan yang terjadi melibatkan Agroindustri Tape 07 Agape dan keempat pemasok bahan baku yang telah bekerjasama. Keempat pemasok yang dimaksud yaitu pemasok ubi kayu, daun pisang, ragi dan besek. Dalam prosesnya, aliran informasi antara kedua pihak kurang terbuka. Akibatnya terkadang terjadi keterlambatan pengiriman bahan baku terutama pengiriman ubi kayu yang tidak diinformasikan sehingga menghambat proses produksi. Penilaian variabel hubungan jangka panjang yang diberikan oleh pemilik Agroindustri Tape 07 Agape terhadap pemasok dapat disimpulkan bahwa pemilik merasa percaya, memiliki komitmen yang baik, merasa puas dan sangat tergantung terhadap pemasok bahan baku. Penilaian variabel jangka panjang yang diberikan pemasok bahan baku terhadap Agroindustri Tape 07 Agape dapat disimpulkan bahwa pemasok merasa percaya, memiliki komitmen yang baik, merasa puas dan tergantung terhadap Agroindustri Tape 07 Agape. Namun kedua pihak memiliki komunikasi yang tidak sering. Selama tahun 2013 nilai rata-rata Scheduled Order to Costumer Request (SOCR) sebesar 82,42% dan nilai rata-rata Delivery Performance to Request Date (DPRD) sebesar 80,61%. Terdapat keterkaitan antara hubungan kepercayaan, komitmen, komunikasi, kepuasan dan ketergantungan terhadap tingkat performansi pemasok. Komunikasi yang tidak sering diantara kedua belah pihak menyebabkan nilai performasi secara keseluruhan sebesar 79,88%. Saran yang diberikan untuk penelitian ini yaitu seharusnya pemasok dapat memberikan informasi mengenai jumlah bahan baku yang tersedia dan segera memberikan informasi jika terjadi permasalahan yang menyebabkan keterlambatan pengiriman bahan baku. Pihak Agroindustri Tape 07 Agape sebaiknya segera memberikan informasi jika terdapat perubahan jumlah bahan baku yang diminta. Kepercayaan dan komitmen antara Agroindustri Tape 07 Agape dan pemasok dapat terjalin lebih baik jika komunikasi antara kedua belah pihak lebih diperhatikan dengan cara melakukan sharing jika terjadi permasalahan sehingga dapat tercipta kepuasan bagi keduanya selama menjalin kerjasama. Masing-masing pemasok harus mampu mengatur jumlah bahan baku yang akan disediakan dengan melihat jumlah permintaan dari pemilik Agroindustri Tape 07 Agape setiap bulan dari tahun sebelumya.
English Abstract
Agriculture is one sector that had important contributions to economic progress in indonesia. In 2013, the agricultural sector was ranked second with contributions amounting to 15,04 %. Food crop sector sub group which includes commodity rice, crops, vegetables and fruits contributes of 8,16 % of the total gross domestic product in Indonesia. Other sub sectors contribution to each of 1,41 % to sub sectors of plantation, 1,79 % to sub sectors of the farm and its results, 0,57 % to sub sectors of forestry and fishery amounted to 3,11 % (BPS, 2013). Cassava is a commodity that is included with the sub sectors of food crops. Cassava or Mannihot esculenta is a source of higher energy compared to rice, corn, sweet potato, and sorghum (Lies, 2005). On the location of research, a lot of cassava processed into tape. Agroindustry tape Bondowoso is one of typical regional food industry has known, in addition to the price are cheap, easy to carry so that it makes a tape as souvenirs typical of Bondowoso. One of industrial agriculture that manages the cassava into a tape in the area of agroindustry, namely Tape 07 Agape which is located in the village of Mengok, district Pujer. Problems occurred in agroindustry Tape 07 Agape such as delivery of raw materials which are not appropriate in terms of the number and a less open communication with suppliers about the number of available raw materials as well as the occurrence of the delay in delivery of the raw materials are not informed. Its difficult getting raw materials mainly in large quantities and good quality is also a constraint on behalf of agroindustry Tape 07 Agape. Research is intended to (1) study supply chain products tape on agroindustry tape 07 agape, (2) analyze trust, commitment, communication, satisfaction and dependence between the agroindustry Tape 07 Agape with suppliers of raw materials and (3) analyze the performance level of the supplier against the performance of supply chain management. A method of determining the location based on purposive in accordance with consideration researchers. Respondents in research is owner agroindustry tape 07 agape and suppliers raw materials which totaled 4 suppliers (supplier of cassava, banana leaf, yeast and besek). A method of supply chain management analysis on agroindustry tape 07 agape use supply chain operational reference for measurements suppliers performance with delivery performance. Delivery performance includes scheduled order to costumer request (SOCR) and delivery performance to request date (DPRD). In this study also conducted an analyze of iv long term relationship variables as measured by likert scale with views based on an assessment of owner agroindustry Tape 07 Agape and suppliers. Assessment of long-term relationship variables will be used to view the dependencies with the level of performance of the supplier. The research result included the process of the supply chain that occurs involving two business players namely agroindustry tape 07 agape and fourth supplier of raw material. The four suppliers is that suppliers of cassava, banana leaf, yeast and besek. In the process, the flow of information between the owner and suppliers. Consequently sometimes occurs delay in delivery of raw materials especially delivery cassava not informed so as to hinder the production process. Assessment variable of the long term relationship given by owner of agroindustry Tape 07 Agape to suppliers can be concluded that the owner feel trust, have a good commitment, feel satisfied and highly dependent on suppliers of raw materials. Assessment variable of the long term relationship given the supplier of raw materials for agroindustry Tape 07 Agape can be concluded that the suppliers feel trust, have a good commitment, feel satisfied and depending on the agroindustry Tape 07 Agape. But both partner have a communication that is not often. During 2013, the average value of Scheduled Order to Customer Request (SOCR) of 82,42% and the average value of Delivery Performance to Request Date (DPRD) of 80,61%. There is a link between the relationship of trust, commitment, communication, satisfaction and dependence of the level of performance of the supplier. Communication not often among both partner led to the overall performasi value of 79,88%. The advice given to this research that is supposed to be suppliers can provide information on the number of available raw materials and immediately provide information in case of problems that cause delays in shipping raw materials. The agroindustry Tape 07 Agape should immediately provide information if there is a change in the amount of materials requested. Trust and commitment among agroindustry Tape 07 Agape and suppliers could be promoted better if communication between the two sides more aware by sharing in case of problems so it can be created for satisfaction both during the partnership. Each supplier should be able to regulate the amount of raw materials that will be provided by looking at the number of requests from owners of agroindustry Tape 07 Agape each month of the previous year.
