Abstract
Proyek pembangunan Gedung Balai Nikah dan Manasik Haji ini dikerjakan oleh CV. MAMA dengan nilai kontrak sebesar Rp 777.995.000,- dengan waktu pelaksanaan yaitu selama 150 hari kerja. Dalam pelaksanaan pembangunan Gedung Balai Nikah dan Manasik Haji ini, berdasarkan laporan keuangan dan laporan progres pekerjaan mingguan proyek terhitung dari minggu ke-1 sampai dengan minggu ke-19, terdapat selisish antara besarnya pengeluaran dan bobot pencapaian dengan perencanaan. Berhubungan dengan adanya selisih tersebut khususnya dalam hal anggaran / biaya dan waktu, maka perlu dilakukan analisis terhadap kinerja biaya dan waktu pada proyek ini. Analisa tersebut dilakukan dengan menggunakan metode Earned Value. Analisa tersebut dilakukan untuk mengetahui kinerja biaya dan waktu proyek, estimasi biaya proyek, estimasi waktu proyek, serta pedoman pelaksanaan proyek kedepannya. Earned Value Analysis (EVA) adalah salah satu metode yang digunakan untuk menganalisa kinerja proyek. Terdapat beberapa parameter di dalam EVA untuk melakukan analisa kinerja yang akan menghasilkan kesimpulan tentang kondisi proyek saat tanggal pelaporan. Metode EVA juga dapat digunakan untuk memprediksi biaya akhir proyek secara keseluruhan, biaya untuk pekerjaan yang tersisa, total waktu untuk menyelesaikan proyek secara keseluruhan, total waktu yang dibutuhkan untuk menyelesaikan proyek yang tersisa, serta memberikan pedoman yang harus dipenuhi sehingga proyek dapat diselesaikan sesuai dengan hasil evaluasi kinerja proyek saat ini Hasil dari penelitian ini menunjukan bahwa secara umum proyek mengalami percepatan pada saat pelaksanaan dengan biaya di bawah biaya rencana (under budget). Kinerja biaya bisa dikatakan baik karena total biaya yang dikeluarkan selama berjalannya proyek tidak melebihi biaya yang dianggarkan. Over Budget hanya terjadi pada minggu-minggu awal pelaksanaan, sementara untuk minggu-minggu selanjutnya biaya yang dikeluarkan selalu mengalami under budget. Hal ini tergambar dari nilai indikator earned value yaitu cost varians (CV) dan cost performance indeks (CPI). Kinerja waktu juga bisa disimpulkan baik, karena waktu pelaksanaan proyek mengalami percepatan dari jadwal yang direncanakan semula. Hal ini terlihat dari nilai indikator schedule varians (SV) dan schedule performance indeks (SPI). Selain analisa kinerja seperti yang dijelaskan di atas, hasil yang diperoleh dari medote earned value juga berupa prediksi proyek kedepaannya. Prediksi ini terlihat dari nilai-nilai yang ditunjukan oleh indikator-indikator seperti estimate at completion (EAC), estimate to complete (ETC), to complete performance index (TCPI), estimate temporary schedule (ETS) dan estimate all schedule (EAS). Dari pengolahan data, didapatkan nilai EAC terbesar adalah Rp 787.378.621,-. Nilai ETC selalu mengalami penurunan seiring berjalannya proyek. TCPI juga menunjukan nilai yang mengalami penurunan yang menunjukan adanya indikasi kemajuan pada proyek dari segi pekerjaan. Nilai EAS terbesar adalah 22 minggu.
English Abstract
The construction project of the Balai Nikah and Manasik Hajj Building was carried out by CV. MAMA with a contract value of Rp 777,995,000, - with the execution time of 150 working days. In the construction of the Hajj and Manasik Hajj Building, based on financial reports and work progress reports from week 1 to week 19, there is a difference between costs and costs with planning. In connection with this matter is needed in terms of budget and costs, it is necessary to analyze the costs and time of this project. Analysis is done using the Earned Value method. The analysis is conducted to determine the performance of costs and work time, estimated project costs, estimated project time, and also in the future. Earned Value Analysis (EVA) is one method used to analyze project performance. There are several parameters within EVA to perform performance analysis that will result in conclusions about project conditions at the reporting date. The EVA method can also be used to predict the overall cost of the entire project, the cost for the remaining work, the total time to complete the project as a whole, the total time required to complete the remaining project, and provide guidance that must be met so that the project can be completed in accordance with the results evaluation of current project performance The results of this study show that in general the project accelerated at the time of implementation at a cost below the cost of the plan (under budget). Cost performance can be said to be good because the total costs incurred during the course of the project do not exceed the budgeted costs. Over Budget occurs only in the early weeks of implementation, while for the following weeks the cost is always under budget. This is reflected from the value of earned value indicator that is cost variance (CV) and cost performance index (CPI). Performance time can also be concluded either, because the time of project implementation has accelerated from the original planned schedule. This can be seen from the indicators of variance schedule (SV) and schedule performance index (SPI). In addition to performance analysis as described above, the results obtained from the medieval earned values are also in the form of future project predictions. This prediction can be seen from the values indicated by indicators such as estimate at completion (EAC), estimate to complete (ETC), to complete performance index (TCPI), estimate temporary schedule (ETS) and estimate all schedule (EAS). From data processing, the largest EAC value is Rp. 787,378,621. ETC values always decrease as the project progresses. TCPI also showed a declining value indicating an indication of progress on the project in terms of work. The largest EAS value is 22 weeks.
