Abstract
Inpres No. 9 tahun 1975 tentang Tebu Rakyat Intensifikasi (TRI) membawa perubahan yang besar bagi kehidupan petani tebu rakyat. Peraturan ini mengarah pada perubahan sistem sewa menjadi sistem tebu rakyat, sehingga menempatkan petani sebagai mitra kerja dari pabrik gula. Keadaan tersebut menuntut petani tebu untuk lebih aktif dan mandiri dalam mencari informasi dan inovasi pertanian, sehingga menjadikan perubahan pola komunikasi di PG yaitu dari pola komunikasi Latihan dan Kunjungan (LAKU) menjadi pola komunikasi Layanan dan Konsultasi (LAKON). Tujuan Penelitian adalah (1) Untuk mengidentifikasi perbedaan dan mendeskripsikan proses perubahan pola komunikasi LAKU menjadi LAKON dalam program TRI, (2) Untuk mendeskripsikan respon petani tebu terhadap perubahan pola komunikasi dalam program TRI, (3) Untuk menganalisis hubungan respon petani tebu terhadap pola komunikasi LAKON dalam program TRI. Penelitian ini tergolong penelitian yang menggunakan jenis explanatory research dan dengan metode survey. Penelitian dilakukan secara sengaja (purposive) yaitu di Desa Jamsaren Kecamatan Pesantren Kabupaten Kediri wilayah kerja PG Pesantren Baru Kediri. Pengambilan sampel responden dilakukan secara Simple Random Sampling, dengan alasan memiliki keragaman latar belakang pendidikan. Dari populasi 35 orang didapat sampel 18 orang. Pengumpulan data dilaksanakan dengan wawancara mendalam (In-depth Interview), wawancara terstruktur (Kuisioner), observasi, dan dokumentasi . Analisis data yang digunakan analisis deskriptif kualitatif dan analisis Rank Spearman. Hasil dari penelitian ini adalah: 1. Bahwa perubahan pola komunikasi Latihan dan Kunjungan (LAKU) menjadi Layanan dan Konsultasi (LAKON) dalam program Tebu Rakyat Intensifikasi (TRI) disambut dengan baik oleh petani tebu, karena dengan pola komunikasi LAKON ini petani tebu mendapat layanan untuk berkonsultasi dengan sinder tentang permasalahan usahatani tebunya. 2. Dalam pelaksanaan pola komunikasi LAKON tersebut dapat dilakukan oleh petani tebu secara langsung atau tatap muka dengan sinder maupun dengan menggunakan HP / Telepon sebagai media komunikasinya. Telepon genggam (HP) sebagai media komunikasi antara petani dengan sinder atau dengan petani lain sangat banyak digunakan oleh petani tebu. Hal tersebut terjadi karenapetani merasa HP lebih menguntungkan dan efektif digunakan untuk menghubungi sinder dan petani lain. 3. Pada dasarnya pola komunikasi LAKON adalah modifikasi dari pola komunikasi LAKU, hal tersebut dibuktikan dari indikator SMCRE (sumber, pesan, saluran, penerima dan efek) dari kedua pola komunikasi tersebut tidak terdapat perbedaan yang prinsip diantara kedua pola komunikasi dalam Program TRI tersebut. Proses perubahan dan perbedaan antara pola komunikasi LAKU menjadi LAKON tersebut terjadi karena dipengaruhi oleh faktor dari Pabrik Gula (PG), faktor dari petani, faktor perkembangan teknologi dan faktor perubahan budaya, sehingga pola komunikasi LAKON sangat cocok diterapkan di PG Pesantren Baru Kediri. 4. Respon petani tebu terhadap perubahan pola komunikasi LAKU menjadi LAKON dalam Program TRI ini dikategorikan tinggi dengan skor rata-rata 803,5 dari skor maksimal 850,5 atau sebesar 94,474 %. Hal ini disebabkan partisipasi petani yang cukup tinggi pada pola komunikasi LAKON. Sedangkan untuk skor pada masing-masing variabel adalah sebagai berikut: a. Tingkat pengetahuan petani terhadap perubahan pola komunikasi LAKU menjadi LAKON dalam Program TRI tinggi, hal ini dapat diketahui dari persentase skor maksimal di lapang mencapai 93,724 % terhadap skor maksimal yang seharusnya dicapai. b. Tingkat sikap petani terhadap perubahan pola komunikasi LAKU menjadi LAKON dalam Program TRI juga tinggi, hal ini dapat diketahui dari persentase skor maksimal di lapang mencapai 96,296 % terhadap skor maksimal yang seharusnya dicapai. c. Tingkat ketrampilan petani terhadap perubahan pola komunikasi LAKU menjadi LAKON dalam Program TRI tinggi, hal ini dapat diketahui dari persentase skor maksimal di lapang mencapai 93,333 % terhadap skor maksimal yang seharusnya dicapai. d. Tingkat persepsi petani terhadap perubahan pola komunikasi LAKU menjadi LAKON dalam Program TRI tinggi, hal ini dapat diketahui dari persentase skor maksimal di lapang mencapai 94,691 % terhadap skor maksimal yang seharusnya dicapai. 5. Terdapat hubungan antara respon petani tebu terhadap pola komunikasi LAKON dalam Program TRI, dapat diketahui dari hasil analisis data yang menunjukkan bahwa respon petani tebu (X) terdapat hubungan dengan pola komunikasi LAKON (Y) karena dari hasil perhitungan dengan analisis Korelasi Rank Spearman diketahui bahwa t hitung sebesar 2,626 sedangkan t tabel (0,05) sebesar 0,399 pada taraf kepercayaan 95 %, sehingga diperoleh t hitung lebih besar daripada t tabel, yang berarti tolak Ho atau terdapat korelasi antara variabel X dan variabel Y, yang artinya terdapat hubungan antara respon petani tebu terhadap pola komunikasi LAKON. Hal tersebut terjadi karena pengetahuan, sikap, ketrampilan dan persepsi petani tebu terhadap pola komunikasi LAKON menunjukkan kategori tinggi, sehingga mudah untuk menerima perubahan sumber, pesan, saluran, penerima dan efek dalam pola komunikasi LAKON.
English Abstract
Inpres No. 9 year 1975 on the order of Citizens Sugar Cane of Intensification or Tebu Rakyat Intensifikasi (TRI) have bring the big of citizens sugar cane farmer’s live. This rules about change of rent system become to citizens sugar cane system, so sugar cane farmer become Sugar Mill partner. That situation have to sugar cane farmer more active to searching for information and agriculture inovation, so make a change pattern of communication in Sugar Mill, from pattern of communicusefull by sugar cane farmer. This is because the farmer fill that HP more advantage and efective used to calling sinder and other farmer. 3. On the basic pattern of communication LAKON are modification from pattern of communication LAKU, this thing’s prove from indicator of SMCRE (source, message, channel, receiver dan effect), from that second pattern of communication does not princip different between both pattern of communication on this TRI Program The Proces of Change and The different between pattern of communication LAKU become to LAKON because is happen by influence with factor from Sugar Mill (PG), factor from sugar cane farmer, increasing of technology factor and the culture changing factor, so pattern of communication LAKON match up in PG Pesantren Baru Kediri. 4. Respon of sugar cane farmer about change pattern of communication LAKU become LAKON inside this TRI Program high category with average score 803,5 from maximal score 850,5 or 94,474 %. This is couse partisipation of farmer is high enough to the pattern of communication LAKON. for each score variable is : a. The farmer knowledgeable level to the pattern of communication LAKU Become LAKON in this TRI Program is high , this can find from percentation maximal score work place to be 93,724 % to the maximal score must recieved b. The attitude farmer level to the changing pattern of comunication LAKU become LAKON in this TRI Program is high, this is can know from percentation maximal score in the fill up to 96,296 % to the maximal score must recieved c. The skill farmer level to the changing pattern of comunication LAKU become LAKON in this TRI Program is high, this is can know from percentation maximal score in the fill up to 93,333 % to the maximal score must recieved d. The preseption farmer level terhadap perubahan pattern of comunication LAKU become LAKON in this TRI Program is high, this is can know from precentation maximal score in the fill up to 94,691 % to the maximal score must recieved 5. There is correlationship between the respon of sugar cane farmer to the pattern of communication LAKON in this TRI Program, can know from result of data analisys show that sugar can farmer respon (X) correlationship with pattern of comunication LAKON (Y)becouse from acount result with correlation rank spearman analyse can know that t count 2,626 and t table (0,05) is 0,399, so t count > than t table, that mean turn down Ho or find correlation between variable X and variable Y, it’s mean’s relation between sugar cane farmer to pattern of comunication LAKON. The aims of the research are: (1) To differences identificate and to describe of the changing process of the pattern of communication LAKU become to LAKON on TRI program; (2) To describe and measure the respon of sugar cane farmer to the changing of the pattern of communication on TRI program; (3) To analize relations between between the respon of sugar cane farmer of the pattern of communication LAKON on TRI program. This is an explanatory research. It was done purposively in Jamsaren Village, District of Pesantren, Kediri Regency, Building from Sugar Mill of Pesantren Baru, Kediri Regency. The respondents taken by Simple Random Sampling by the reason of having of homogen education background. In the population of 35 people, it was taken 18 samples. The data collection was done by In-depth Interview, quisioner, observation, and documentation. Data analysis was used deskriptif kualitatif and Rank Spearman correlation analysis. The results of the research are: 1. The change pattern of communication Training and Visiting or Latihan dan Kunjungan (LAKU) become Service and Consultation or Layanan dan Konsultasi (LAKON) in Citizens Sugar Cane of Intensification or Tebu Rakyat Intensifikasi (TRI) program, have good respon by sugar cane farmer, because with this pattern of communication LAKON, sugar cane farmer can have service to consultation with sinder about the problem of sugar cane agriculture working. 2. In the real pattern of communication LAKON can do it by sugar cane farmer a live or face to face with sinder or use Mobile Phone to be media of comunication.
