Abstract

Terminal Batu Ampar merupakan satu-satunya terminal penumpang tipe A di Kota Balikpapan. Permasalahan yang terjadi di termrinal yaitu kondisi terminal dan kelengkapan terminal yang belum memadai, kurangnya atribut pelayanan, system pelayanan yang kurang baik serta masih adanya sopir yang menaikkan dan menurunkan penumpang diluar terminal. Maka kajian ini dilakukan untuk mengetahui kinerja operasional terminal pada saat ini dan mengetahui kinerja tingkat pelayanan terminal. Pada kajian ini, data primer didapatkan melalui survei langsung, meliputi survei kedatangan dan keberangkatan bus dan fasilitas terminal. Pelaksanaan survei lalu lintas dilakukan pada hari senin dan hari minggu selama 12 jam. Analisis kinerja operasional terminal yang dikaji yaitu kelengkapan fasilitas terminal berdasarkan standar terminal penumpang tipe A dan analisis antrian dengan menggunakan metode teori antrian. Sedangkan untuk analisa tingkat pelayanan terminal menggunakan metode analisa IPA berdasarkan persepsi penumpang dan Analisa QFD. Dari hasil analisis, pada kinerja operasional terminal, diperoleh bahwa untuk fasilitas terminal masih perlu dilengkapi karena masih ada beberapa fasilitas yang belum tersedia berdasarkan standar terminal penumpang tipe A, sedangkan untuk antrian pada terminal diketahui bahwa pada saat ini tidak terjadi atau tidak terdapat adanya antrian bus di terminal. Pada tangka pelayanan terminal berdasarkan analisis IPA diketahui terdapat 7 atribut pelayanan yang perlu ditingkatkan, yaitu loket penjualan tiket, ruang tunggu, toilet, area dengan jaringan internet (hotspot area), ruang baca, fasilitas pengisian baterai (charging corner) dan tempat parkir kendaraan umum dan pribadi. Selanjutnya untuk analisa dengan metode QFD didapatkan prioritas penanganan berdasarkan wawancara dengan pihak pengelola terminal,yaitu memasang jaringan internet/wifi di dalam terminal, menambah jumlah kursi pada ruang tunggu, menambah slot-slot untuk tempat pengisian baterai, membuat fasilitas/tempat khusus untuk pengisian baterai di terminal, menyediakan ruang baca bagi penumpang ataupun pengunjung terminal, memperluas lahan untuk parkir kendaraan, mewajibkan kepada setiap penumpang untuk membeli tiket pada loket atau counter yang telah disediakan, khusus penumpang yang memiliki tiket yang bisa masuk ruang tunggu, menyediakan layanan tiket online, menambahkan jumlah toilet pada lantai 1 dan 2 dan membedakan tempat parkir bagi kendaraan umum dan kendaraan pribadi.

English Abstract

Batu Ampar terminal is the only type A passenger terminal in Balikpapan City. The problems that occur in terminals are terminal conditions and terminal completeness is not adequate, the lack of service attributes, service systems are less good and still there is a driver who raise and lower passengers outside the terminal. So this study was conducted to determine the terminal operational performance at this time and to know the performance of terminal service level. In this study, primary data were obtained through direct surveys, including arrival and departure bus surveys and terminal facilities. Implementation of traffic surveys conducted on Monday and Sunday for 12 hours. Terminal operational performance analysis which is examined is the completeness of terminal facilities based on passenger terminal type A standard and queue analysis by using queuing theory method. While for terminal service level analysis using IPA analysis method based on passenger perception and QFD Analysis. From the analysis, on the terminal operational performance, it is found that for terminal facilities still need to be equipped because there are still some facilities that are not available based on standard of passenger terminal type A, while for queue at terminal known that at this moment not happened or there is no bus queue In the terminal. In the terminal service lift based on IPA analysis, there are 7 service attributes that need to be improved, they are ticket booth, waiting room, toilet, area with internet network (hotspot area), reading room, charging corner and public car park And personal. Furthermore, for analysis with QFD method got priority of handling based on interview with terminal management, that is installing internet / wifi network inside terminal, increasing number of seats in waiting room, adding slot to place charging battery, making facility / special place for battery charging In the terminal, providing a reading room for passengers or visitors to the terminal, expanding the land for parking vehicles, requiring every passenger to buy tickets at counter or counter that has been provided, specifically passengers who have tickets that can enter the waiting room, provide online ticketing services, Number of toilets on the 1st and 2nd floors and differentiates parking for public and private vehicles.
