Abstract

Pelabuhan Tanjung Perak Surabaya adalah salah satu pelabuhan utama di Indonesia yang mempunyai peran sebagai pintu gerbang perekonomian kawasan timur Indonesia. Pengembangan transportasi laut di Pelabuhan Tanjung Perak perlu didukung oleh regulasi yang progresif, manajemen logistik yang profesional dan infrastruktur yang memadai. Dalam hal regulasi, rata-rata dwelling time Indonesia mencapai 3 hari untuk kegiatan ekspor dan 5 hari untuk kegiatan impor. Disisi lain regulasi yang ada harus didukung oleh manajemen logistik yang profesional oleh Logistics Service Providers (LSP), yaitu: perusahaan shipping line (PT. Samudera Indonesia) dan perusahaan freight forwarding (ALFI). Selama ini, pelayanan PT. Samudera Indonesia pada kriteria ketepatan waktu pengiriman dan ALFI pada kriteria akurasi pencatatan dokumen masih belum konsiten mencapai target yang ditentukan setiap bulan. Dalam hal infrastruktur, BOR atau tingkat penggunaan dermaga internasional di Terminal Petikemas Surabaya mencapai 60,07% yang mengindikasikan bahwa memiliki risiko kemancetan arus barang. Berdasarkan ketiga permasalahan diatas, diperlukan analisis sistem maritime logistics terkait proses bisnis, tingkat pelayanan LSP dan kapasitas dermaga. Pada penenilitian ini dilakukan analisis proses bisnis maritime logistics menggunakan pendekatan business process model. Analisis proses bisnis yang dilakukan meliputi analisis stakeholder maritime logistics, aktivitas proses bisnis, diagram proses bisnis, struktur biaya dan waktu penanganan barang. Penilaian tingkat pelayanan LSP dianalisis menggunakan analisis deskriptif untuk mengetahui tingkat pelayanan dan kriteria pelayanan yang menjadi sasaran perbaikan perusahaan shipping line dan freight forwarding dari data hasil kuesioner yang diperoleh. Analisis kapasitas dermaga dilakukan menggunakan pendekatan discrete event simulation untuk memodelkan sistem bongkar muat di dermaga internasional Terminal Petikemas Surabaya sehingga dapat diketahui rekomendasi perbaikan untuk mengantisipasi peningkatan volume bongkar muat peti kemas. Hasil dari penelitian ini menunjukkan bahwa faktor yang menjadi penyebab utama lamanya waktu penanganan barang adalah regulasi ekspor dan impor, infrastruktur, kompetensi LSP, sistem informasi, serta konektivitas maritime. Rekomendasi kemudian diberikan terhadap masing-masing penyebab potensial yang telah diidentifikasi. Berdasarkan hasil penilaian tingkat pelayanan diperoleh nilai 3,87 untuk perusahaan shipping line dan 3,79 untuk perusahaan freight forwarding dari skala satu sampai lima. Kriteria yang menjadi fokus perbaikan LSP (shipping line dan freight forwarding) adalah efektifitas, efisiensi, IT dan inovasi, serta kualitas layanan secara umum. Berdasarkan hasil simulasi diperoleh rekomendasi perbaikan melalui penambahan peralatan bongkar muat dalam empat tahapan perbaikan. Perbaikan ini memberikan hasil utilitas peralatan yang lebih ideal, penurunan waiting time dan peningkatan kapasitas dermaga untuk memenuhi peningkatan volume peti kemas selama 10 tahun ke depan.

English Abstract

Tanjung Perak Harbor is one of the main harbors in Indonesia which is the gate of the economy in eastern part of Indonesia. The development of sea transportation in Tanjung Perak Harbor needs to be supported with progressive regulations, professional logistical management and adequate infrastructure. In the case of the regulations, the average dwelling time in Indonesia reaches 3 days for export activities and 5 days for import activities. On the other side, the existing regulations must be supported with professional logistical management by Logistics Service Providers (LSP), the shipping line company (PT. Samudera Indonesia) and freight forwarding company (ALFI). So far to some extent, the service of PT. Samudera Indonesia on delivery time criteria and ALFI on accuracy criteria for recording documents is not consistent to reach the determined monthly target. In the case of the infrastructure, BOR or level of the use of the international mooring of Terminal Petikemas Surabaya is 60.07%, which indicates possible jams of the flow of goods. Based on the three problems above, an analysis on maritime logistics system related to business process, the service level of LSP and mooring capacity are needed. This research uses the analysis of business process of maritime logistics with business process model approach. The analysis of business process includes analyses of stakeholder maritime logistics, business process activities, business process diagrams, tariff structure and time of handling of goods. The assessment of LSP service levels are analyzed using descriptive analysis to determine the level of service and find the criteria of the service which should be improved by shipping line and freight forwarding company from the questionnaire. The analysis of the mooring capacity is done using discrete event simulation approach to make a model of loading and unloading system in the international mooring of Terminal Petikemas Surabaya better understood, so that we know the system recommendation to anticipate the volume increase of loading and unloading containers. The result of this research shows that the factors that cause the slowness of the handling of goods are the export and import regulations, infrastructures, LSP competence, information systems and maritime connectivity. Recommendations are then given to each potential cause that has been identified. Based on the results of the service level assessment, shipping line service level is 3.87 and freight forwarding is 3.79 from a scale of one to five. The criteria that become the focus of LSP (shipping line and freight forwarding) improvements are effectiveness, efficiency, IT innovation, and overall service quality. Based on the result of the simulation some improvements are recommended. The recommendation is adding loading and unloading equipment in four stages of improvement. This improvement gives the utility of the tools more ideal, decreasing waiting time and increasing of the mooring capacity to accommodate the volume of containers in the next 10 years.
