Abstract
PT. Kansai Prakarsa Coatings, merupakan salah satu perusahaan yang bergerak dalam bidang produksi cat serta bahan baku cat. PT. Kansai Prakarsa Coatings memiliki sekitar 600 karyawan namun belum memiliki sistem manajemen keselamatan dan kesehatan kerja (SMK3) secara terstruktur dan tertulis walaupun beberapa personel dari PT. Kansai Prakarsa Coatings telah mengikuti pelatihan SMK3. Permasalahan yang terdapat pada perusahaan ialah terdapat potensi kecelakaan kerja dan kejadian yang dapat menimbulkan gangguan kesehatan di lingkungan gedung PT. Kansai Prakarsa Coatings yang dapat menghambat atau bahkan menghentikan proses produksi cat. Selain itu, risiko yang dimiliki perusahaan dapat merugikan manusia maupun fasilitas yang membuat para pekerja tidak merasa nyaman dan aman Penelitian ini dilaksanakan dengan metode Hazard Identification Risk Assessment Risk Control (HIRARC). Sebelum melakukan identifikasi bahaya dengan metode ini, dilakukan klasifikasi aktivitas kerja, kemudian melakukan identifikasi hazard dengan wawancara dan diskusi secara langsung serta kuisioner dilanjutkan dengan melakukan penilaian risiko atas severity dan likelihood dengan mengacu pada Australian Standard/New Zealand Standard 4360 terkait manajemen risiko. Pada tahap akhir dilakukan pengendalian risiko dengan mengacu kepada lima hierarki pengendalian risiko Occupational Health and Safety Assessment Series 18001 (OHSAS 18001). AS/NZS 4360 dan OHSAS 18001 dipilih sebagai acuan karena merupakan standar yang diterima secara luas dan sering digunakan dalam penelitian K3. Terdapat tujuh risiko dengan high rate dalam penelitian ini. Ketujuh risiko tersebut ialah risiko kebakaran, risiko infeksi paru-paru, risiko pusing dan batuk akibat bau kimia, risiko timbul listrik statis, risiko luka bakar operator, risiko iritasi mata serta risiko gangguan pernapasan. Hasil dari penilaian severity dan likelihood terhadap risiko kebakaran mendapat nilai 5 dan 1 secara berturut-turut, risiko infeksi paru-paru mendapat nilai 4 dan 1 secara berturut-turut, risiko pusing dan batuk akibat bau mendapat nilai 2 dan 4 secara berturut-turut, risiko timbul listrik statis mendapat nilai 3 dan 3 secara berturut-turut, risiko luka bakar operator mendapat nilai 4 dan 1 secara berturut-turut serta risiko gangguan pernapasan mendapat nilai 4 dan 2 secara berturut-turut. Untuk menindaklanjuti hasil dari penilaian terhadap risiko yang terdapat pada perusahaan diberikan rekomendasi perbaikan dengan mengacu pada lima hierarki pengendalian risiko OHSAS 18001 yaitu eliminasi, substitusi, rekayasa teknis, administratif serta alat pelindung diri (APD) yang disesuaikan pada kondisi yang terjadi. Perbaikan dengan memasang alat-alat baru seperti smoke detector, water sprinkler, penutup wadah cat, perangkat suara, termometer, pelindung luar wadah cat. Perbaikan dengan substitusi dilakukan dengan mengganti sumber aliran air dan alat grounding menjadi lebih sederhana. Perbaikan dengan cara administratif dilakukan dengan cara membuat prosedur, peringatan sampai memberikan sanksi bagi karyawan. Perbaikan dengan menambahkan APD dilakukan dengan menambahkan baju lengan panjang tahan panas dan safety goggles sebagai APD bagi seluruh pekerja.
English Abstract
PT. Kansai Prakarsa Coatings is one of the companies working in the production of paints and paint materials. PT. Kansai Prakarsa Coatings has about 600 employees but does not yet have a structured and written safety management and healthy work system (SMK3) although some personnel from PT. Kansai Prakarsa Coatings has followed SMK3 training. Problems that exist in this company were potentially caused work accidents and incidents that can cause health disturbances in PT Kansai Prakarsa Coatings environment that can inhibit or even stop the paint production process. Moreover, the risks that the company owned may harm human beings and facilities that make workers feel uncomfortable and unsafe. This research was conducted with Hazard Identification Risk Assessment Control (HIRARC) method. Before identifying danger using this method, the classification of work activities were done, then hazard identified with direct interviews and discussions as well as questionnaire, followed by risks assessment of severity and likelihood with referring to the Australian Standard/New Zealand Standard 4360 related to risk management. On the final stages, risk control is performed with reference to the five Occupational Health and Safety Assessment Series 18001 (OHSAS 18001) risk control hierarchies. AS/NZS 4360 and OHSAS 18001 were chosen as references because they are widely accepted and are often used in K3 research. There are seven risks with high rate in this research. The seven risks are wildfire risk, lung infection risk, dizziness and cough due to chemical odor risk, emerged static electricity risk, operator burns risk, eye irritation risk and respiratory disorders risk. The results of severity and likelihood assessment toward wildfire risk were scored 5 and 1 respectively, lung infection risk was 4 and 1 consecutively, dizziness and cough due to chemical odor risk was 2 and 4 consecutively, static electricity risk was scored 3 and 3 consecutively, operator burns risk 4 and 1 consecutively and respiratory disease risk was 4 and 2 consecutively. To follow up on the results of the risk assessment owned by the company, it is given improvement recommendations referring to the five OHSAS 18001 risk control hierarchies, namely elimination, substitution, technical engineering, administrative and personal protection equipment (PPE) that are adjusted to the conditions occurred. Improvements by installing new tools like smoke detector, water sprinkler, paint container cover, sound device, thermometer, protector outside paint container. Improvement by substitution is done by replacing the water flow source and grounding tool with simpler tools. Improvement by administrative way is done by making procedures, warnings and giving sanctions to the employees. Improvement by adding PPE is done by adding long-sleeve heat resistant armor and safety goggles as PPE for all workers.
