Abstract
Penduduk Kecamatan Kedungkandang hingga saat ini belum seluruhnya terlayani oleh pengelolaan sampah. Penduduk yang tidak terlayani oleh pengelolaan sampah sebesar 37% atau 152,2 m3/hari dari total volume sampah yang ada di Kecamatan kedungkandang. Kondisi tersebut tidak sesuai dengan target pelayanan persampahan pemerintah Kota Malang sebesar 100% yang mendukung Kementrian Pekerjaan Umum dan Perumahan Rakyat yang memuat program 100-0-100 yang artinya 100% akses air minum aman, 0% permukiman kumuh dan 100% sanitasi layak pada tahun 2015 – 2019. Penelitian ini membahas tentang kondisi kinerja operasional TPS di Kecamatan kedungkandang dan rekomendasi peningkatan kinerja operasional TPS di Kecamatan Kedungkandang. Analsis yang digunakan dalam penelitian ini yaitu analisis kinerja operasional TPS, analisis kesesuaian TPS dan alat pengumpul sampah, analisis overlay, network analysis, analisis operasional pengangkutan. Kondisi kinerja operasional dilihat dari beberapa aspek sepertis sistem pengumpulan, sistem pemindahan, sistem pengolahan, dan sistem pengangkutan. Aspek tersebut dibandingkan antara kondisi eksisting dengan standart pengelolaan sampah seperti SNI 19-2454-2002, SNI-3242-2008, PERMEN PU No 3 Tahun 2013 tentang sarana dan prasarana pengelolaan sampah, Rencana Induk Persapahan Tahun 2016. Hasil penelitian tersebut menunjukkan bahwa 7 TPS (TPS Arjowinangun, TPS Buring, TPS Kota Lama, TPS Kedungkandang, TPS Lesanpuro, TPS Danau Bratan, TPS Cemorokandang) yang berada pada kategori kurang sesuai dan tidak sesuai. Kemudian rekomendasi yang dilakukan pada 7 TPS tersebut yaitu penambahan kapasitas TPS, penambahan TPS baru, dan peningkatan sarana prasarana TPS seperti kebutuhan alat pengumpulan sampah, kelengkapan prasarana TPS dan sarana pengangkutan untuk mendukung optimalisasi kinerja operasional suatu TPS.
English Abstract
The community of Kedungkandang District has not been served fully by the waste management service. Only 37% of the Kedungkandang Disctrict Community that is served by waste management service or only 152,2 m3 / day from the total volume of waste production. This is not appropriate with the target of waste service in Malang City which is 100% , this target supports the program of Public Work and Housing Ministry which is 100-0-100 that means 100% access to safe drinking water, 0% slum settlement and 100% access to sanitation service in 2015-2019. This study discusses the performance of waste management in Kedungkandang District. Then compile the recommendation of transfer point's operational. The analyzes used in this study are the operational performance of transfer point analysis, the analysis of transfer point and waste collection tools conformity, overlay analysis, network analysis, operational waste transport analysis. The existing condition of operation performance consists of collection system, removal system, processing system and transport system. These aspects are compared between the existing condition and SNI 19-2454-2002, SNI 3242-20008 and PERMEN PU No (3) 2013 about the waste management infrastructure and Masterplan of Waste Management 2016. The results of this study shows that 7 transfer points (TPS Arjowinangun, TPS Buring, TPS Kota Lama, TPS Kedungkandang, TPS Lesanpuro, TPS Danau Bratan, TPS Cemorokandang) are categorized as less compatible and incompatible then the recommendation that will be applied to these 7 transfer points are expanding the transfer points capacity, adding the new transfer points and upgrading the transfer points infrastructure such as the addition of waste collection tools, complete the infrastructure of transfer points and the waste transport to support the optimum of each transfer points.
