Abstract
Terminal Brawijaya merupakan terminal tipe B yang terletak di Kabupaten Banyuwangi. Terminal Brawijaya sebagai terminal yang menjadi pusat simpul pergerakan transportasi masih kurang maksimal dalam pelayanan fasilitas umum dan fasilitas penunjang yang diberikan. Penelitian ini bertujuan untuk mengetahui kinerja operasional Terminal Brawijaya, mengidentifikasi persepsi pengguna terhadap kinerja pelayanan Terminal Brawijaya, serta merumuskan arahan dalam meningkatkan kinerja operasional dan pelayanan Terminal Brawijaya. Analisis data dilakukan secara evaluatif normatif dengan membandingkan hasil kinerja operasional terminal, meliputi fasilitas umum dan penunjang, sirkulasi, headway, load factor dan waktu antrean dengan standar Permenhub No 31 tahun 1995, analisis data persepsi pengguna terminal dan angkutan umum menggunakan metode Importance Performance Analysis (IPA) dan arahan peningkatan kinerja pelayanan terminal menggunakan metode analisis Quality Function Deployment (QFD). Hasil analisis menunjukkan bahwa kondisi fasilitas terminal masih belum memenuhi persyaratan luas terminal tipe B, ruang sirkulasi yang masih tercampur, headway angkutan umum melebihi 10 menit, loadfactor angkutan umum di dalam terminal kurang dari 70%, serta waktu pelayanan angkutan umum di dalam terminal lebih dari 10 menit. Hasil analisis IPA yang berada di kuadran I menunjukkan atribut prioritas pelayanan terminal yang perlu diperbaiki di Terminal Brawijaya. Arahan peningkatan kinerja operasional dan pelayanan merujuk pada House of Quality (HoQ) yang menghasilkan atribut prioritas peningkatan berdasarkan target nilai absolute importance.
English Abstract
Brawijaya Terminal is type B terminal located in Banyuwangi Regency. Brawijaya Terminal as become central node of transportation movement is still insufficient service of public facilities and the supporting facilities should be provided at the Terminal of Brawijaya. This research aims to know the Terminal operational performance, identifying the user perception of Brawijaya Terminal Services performance Brawijaya, and formulating referral of improving operational performance and service Terminal Brawijaya. Data analysis is done by comparing the terminal’s operational performance result, which include general and supporting facilities, circulation, headway, load factor and queuing time, with the standard of Permenhub no 31/1995, data analysis perception of the user terminal and transportation method using Importance Performance Analysis (IPA) and the referral of terminal services performance improvements using the method of analysis of the Quality Function Deployment (QFD). The result of analysis indicates that the area of terminal does not meet the minimum requirement of a terminal type B, overlapping circulation routes, public transport headway exceeds 10 minutes, public transport loadfactor inside the terminal is less than 70%, and time of public transportation service within the terminal is more than 10 minutes. The result of IPA Analysis in quadrant 1 indicate’s priority attribute of the terminal service that needs to be fixed in Brawijaya terminal. Referral of improvement operational performance and service refers to the House of Quality (HoQ) which result an increased priority based on attributes of the target value of absolute importance.
