Abstract

Penelitian dengan judul “Kualitas Pelayanan Perizinan Berbasis EGovernment di BAdan Penanaman Modal dan Perizinan Kabupaten Gresik”, ini bertujuan untuk mengetahui kualitas pelayanan perizinan yang ada di Badan Penanaman Modal dan Perizinan Kabupaten Gresik. Penelitian ini merupakan penelitian deskriptif dengaan pendekatan penelitian kualitatif. Sumber data yang digunakan peneliti yaitu sumber data primer dan sumber data sekunder. Teknik pengambilan datanya berupa observasi, wawancara, dan dokumentasi. Aspek yang menjadi fokus penelitian ini adalah bentuk dan mekanisme/alur pelayanan perizinan, kualitas pelayanan perizinan berbasis e-government yang meliputi dimensi tangibles, reliability, responsiveness, assurance, emphatic dan faktor penghambat dalam pelayanan perizinan yang berbasis e-government. lokasi penelitian berada di Kantor Penanaman Modal dan Perizinan Kabupaten Gresik. Hasil penelitian menunjukkan bahwa penerapan kualitas pelayanan perizinan berbasis e-government yang ada di Badan Penanaman Modal dan Perizinan Kabupaten Gresik masih belum dapat dilakukan secara optimal dikarenakan belum dapat diterapkannya pelayanan berbasis e-government sehingga penerapan pelayanan yang ada BPMP kurang optimal dan masih banyak mengalami kekurangan-kekurangan. Apabila pelayanan perizinan yang diterapkan di Badan Penanaman Modal dan Perizinan Kabupaten Gresik berbasis egovernment, maka pelayanan yang diberikan akan bermutu/berkualitas. Dan selain itu dalam pelaksanaannya masih terdapat faktor penghambat yang perlu diperhatikan oleh Badan Penanaman Modal dan Perizinan Kabupaten Gresik. Kesimpulan penelitian adalah kualitas pelayanan perizinan berbasis e-government di Badan Penanaman Modal dan Perizinan Kabupaten Gresik belum berkualitas dan belum bisa menerapkan pelayanan perizinan berbasis e- government. peneliti berharap selanjutnya kualitas pelayanan perizinan berbasis e-government di Badan Penanaman Modal dan Perizinan dapat dilaksanakan.

English Abstract

The study titled "The Quality of Licensing Service Based on EGovernment in the Board of Investment and Licensing Gresik", aimed to find quality licensing services in Investment Board and Licensing Gresik. This research is a descriptive research along with qualitative research approach. The data source used by researcher is primary data and secondary data. Data retrieval techniques used are observation, interviews, and documentation. Aspects that are the focus of this research is the shape and mechanism / groove licensing services, quality of service-based permissions e-government which includes the dimensions of tangibles, reliability, responsiveness, assurance, emphatic and inhibiting factors licensing service based e-government. research site located in the Office of Investment and Licensing Gresik. The results show that the application of the licensing service quality based on e-government in the Investment Board and Licensing Gresik still cannot be performed optimally due to the e-government based service is not applicable therefore, the implementation of service in Investment Board and Licensing Gresik is not optimum and still experiencing manydeficiencies If the licensing service used by the Board of Investment and Licensing Gresik is e-government based, then the quality of services provided will be great. Besides, in practice there are factors that need to be considered by the Agency for Investment and Licensing Gresik. This research concludes that the quality of service based on e-government in the Board of Investment and Licensing Gresik is not good enough and cannot implement the e-government based service. Researcher hopes that the quality of the service based on e-government in the Board of Investment and Licensing Gresik can be implemented well.
