Abstract
Usaha Mikro, Kecil dan Menengah (UMKM) telah menjadi aktor penting dalam perekenomian Indonesia, oleh karena itu diperlukan pengembangan terhadap UMKM. Pemerintah daerah diberikan kewenangan dalam pengembangan UMKM yang ada di daerah masing-masing. Kabupaten Mojokerto merupakan salah satu daerah yang aktif dalam pengembangan UMKM yang ada. Industri Kerajinan Cor Kuningan merupakan salah satu UMKM unggulan Kabupaten Mojokerto. Kerajinan Cor Kuningan ini sudah merambah pasar mancanegara. Hal tersebut menunjukkan bahwa kerajinan cor kuningan sudah memenuhi standar ekspor yang memiliki peluang untuk dikembangkan. Akan tetapi merambahnya kerajinan cor kuningan ke mancanegara merupakan hasil ekspor agen yang ada di Bali. Oleh karena itu, diperlukan suatu sinergi antara pemerintah daerah daerah dengan pengrajin dalam pengembangan ekspor secara mandiri. Pertama-tama harus mengetahui terlebih dahulu praktika penjualan yang ada saat ini. Setelah itu menganalisis sinergi dari kedua belah pihak dan terakhir akan disusun sebuah alternative sinergi dalam pengembangan ekspor secara mandiri. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian ini diantaranya peran aktor dalam pengembangan yang terdiri dari peran administrasi, pemasaran, pengembangan kerjasama, permodalan dan perlindungan usaha serta koordinasi antar aktor dalam pengembangan ekspor. Lokasi penelitian di Kabupaten Mojokerto dengan situs penelitian di Sentra Industri Kerajinan Cor Kuningan Desa Bejijong Kecamatan Trowulan Kabupaten Mojokerto. Data diperoleh melalui observasi, wawancara dan dokumentasi di lapangan. Analisis data yang digunakan adalah analisis data spiral dari Cresswell. Hasil penelitian ini menunjukkan bahwa sinergi antara pemerintah daerah dan pengrajin cor kuningan dalam pengembangan ekspor saat ini masih belum dilakukan secara optimal. Hal ini disebabkan ada beberapa aktor yang belum melaksanakan peran yang seharusnya dilakukan serta masih terdapat koordinasi yang masih lemah dari tiap aktor. Oleh karena itu peran dan koordinasi aktor perlu ditingkatkan. Berdasarkan hal tersebut, penulis merumuskan alternatif pengembangan baik dilihat dari keterlibatan pemerintah daerah maupun dari keterlibatan pengrajin. Ketika hal tersebut dilakukan maka akan mempermudah pengembangan ekspor secara mandiri.
English Abstract
Micro, Small and Medium Enterprises (UMKM) have become important actors in the Indonesian economy, therefore, it requires the development of UMKM. The local government is given an authority in the development of UMKM in their regions. Mojokerto regency is one area that is active in the development of UMKM. Cast Brass Craft Industry is one of the featured UMKM in Mojokerto regency. This Cast Brass Craft is already go to the foreign markets. It shows that the cast brass craft has already meet export standards which has a chance to develop. However the encroachment of cast brass craft to foreign countries is the result of export agent in Bali. Therefore, it needs a synergy between local government with the craftsman in developing export independently. First of all they should know in advance the practice of existing sales. Afterward, they should analyze the synergies from both of them and finally they will drawn up a synergy in the development of alternative export independently. This study uses descriptive method with a qualitative approach. The focus of this research include the role of the actors in the development which is consist of the role of administration, marketing, development cooperation, capital and business protection and coordination among actors in the development of exports. The location of this study is in Mojokerto with research sites in central industry of Cast Brass Craft in Bejijong village, Trowulan district, Mojokerto Regency. The Data are obtained through observation, interviews and documentation. For the Analysis of data the author used spiral data analysis of Cresswell. The results of this study shows that the synergy among the local government and cast brass craftsmen in export development is still not optimal. This is due to several actors who do not carry out the role that should be done by them and there is still a weak coordination of each actor. Therefore, the role and coordination of actors need to be improved. Based on this, the authors formulate an alternative development both of the involvement of local governments and involvement of craftsmen. When it is done, it will facilitate the development of export independently.
