Abstract
Pelabuhan Ketapang dan Pelabuhan Gilimanuk berperan penting di Indonesia sebagai penghubung antar Pulau Jawa dan Pulau Bali. Pelabuhan-pelabuhan ini berada dalam naungan ASDP Indonesia Ferry. Kedua Pelabuhan ini menjadi pilihan wisatawan yang menggunakan jalur darat untuk menyeberangi selat Bali. Dalam kinerjanya kedua pelabuhan ini menyediakan fasilitas bagi para pengguna. Kinerja pelayanan tersebut di lihat berdasarkan kepuasan pengguna. Kajian ini bertujuan untuk (1) mengetahui karakteristik penumpang pelabuhan Ketapang dan Gilimanuk, (2) mengetahui kinerja pelayanan pelabuhan yang diperoleh oleh penumpang kapal ferry pada pelabuhan Ketapang dan Gilimanuk, (3) mengetahui strategi peningkatan kinerja pelayan pada pelabuhan Ketapang dan Gilimanul, (4) mengetahui kesesuain tarif berdasarkan kemampuan (Ability To Pay) dan kemauan (Willingness To Pay) membayar jasa transportasi pelabuhan penyeberangan, dan menentukan kesesuaian antara pelayanan dan tarif yang berlaku saat ini. Peneliti melakukan analisis kinerja pelayanan dengan menggunakan beberapa metode yaitu metode Importance Performance Analysis (IPA) guna mengetahui gambaran persepsi penumpang terhadap kinerja pelayanan di pelabuhan Ketapang dan Gilimanuk, metode analisis teknis pelabuhan guna mendapatkan gambaran kondisi kelengkapan kedua pelabuhan dengan pengamatan langsung dan dibandingkan dengan Keputusan Menteri Perhubungan No. 54 Tahun 2002, serta analisis kesesuaian tarif menggunakan metode Abillity To Pay (ATP) dan Willingness To Pay (WTP) guna mengetahui tarif ideal berdasarkan kemauan dan kemampuan penumpang. Metode survei dilakukan dengan menyebarkan kuisioner dan wawancara sebanyak 300 responden ditujukan kepada penumpang dewasa non kendaraan. Pada penelitian ini didapatkan hasil (1) karakteristik responden sebesar 75,67% pria, pekerjaan responden sebagai karyawan sebesar 32%, pendapatan responden sebesar 44,67% berpendapatan Rp. 1.500.000,00 – Rp. 3.000.000,00, pengeluaran responden perbulan terbanyak sebesar 59,67% bepengeluaran Rp. 50.000,00 – Rp. 100.000,00, perjalanan respondrn untuk belanja/ dagang sebesar 54,67%, alasan responden menggunakan kapal laut sebesar 38% memilih kenyamanan, frekuensi perjalanan responden sebanyak 3 – 4 kali perjalanan sebesar 53%. (2) Berdasarkan metode Importance Performance Analysis (IPA) didapatkan nilai tingkat kesesuaian antara tingkat kinerja dengan tingkat kepentingan sebesar 82% untuk pelabuhan Ketapang sangat memuaskan. Sementara itu, pada pelabuhan Gilimanuk didapat tingkat kesesuaian sebesar 79% dengan predikat memuaskan. Hasil analisis teknis pada kondisi fasilitas di pelabuhan Ketapang dan Gilimanuk sudah baik dengan rata-rata skor keseluruhan sebesar 74,37 %. (3) Strategi peningkatan kinerja pelayanan untuk memenuhi kepuasan pengguna di pelabuhan Ketapang terdapat satu atribut pelayanan yang perlu ditingkatkan pada pelabuhan Ketapang yaitu, 1) ketersediaan tempat duduk dan toilet untuk penyandang difable. Sedangkan di pelabuhan Gilimanuk terdapat tiga atribut pelayanan yang perlu ditingkatkan 1) ketersediaan tempat duduk dan toilet untuk penyandang difable, 2) ruang tunggu, 3) musholla. (4) Berdasarkan analisis ATP diperoleh nilai ATP sebesar Rp.6.260,00 dan nilai WTP sebesar Rp.6.000,00. Nilai ATP > WTP yang berarti kemampuan membayar responden lebih besar daripada kemauan membayar responden, hal ini dikarenakan responden memiliki penghasilan yang relatif tinggi tetapi utilitas terhadap angkutan kapal ferry pelabuhan Ketapang dan Gilimanuk relatif rendah. Berdasarkan hubungan antara Ability to Pay dan Willingness to pay diperoleh nilai tarif ideal sebesar Rp.6.150,00. Tarif ideal yang didapat dari grafik hubungan antara ATP dan WTP masih berada dibawah tarif yang berlaku saat ini sebesar Rp.6.500,00.
English Abstract
Port of Ketapang and Gilimanuk Harbour plays an important role in Indonesia as a liaison between Java and Bali. These ports are in the shadow of ASDP Indonesia Ferry. The second port is becoming the choice of travelers who use the road to cross the Straits of Bali. In the performance of the second port provides facilities for the users. The performance of the services mentioned in the view based on user satisfaction. This study aims to (1) find out the characteristics of the passenger port of Ketapang and Gilimanuk, (2) know the performance of the service port obtained by passenger ferry at the port of Ketapang and Gilimanuk, (3) knowing the strategy improvements to the service at the port of Ketapang and Gilimanul, (4) find out compatibility rates based on ability (Ability To Pay) and the will (Willingness To Pay) pay transport services harbour crossings, and determining conformity between services and the rates in force at this time. Researchers doing performance analysis services by using several methods, namely the method of Importance Performance Analysis (IPA) in order to find out the image of the passenger's perception on performance of service in the port of Ketapang and Gilimanuk, method technical analysis of the port in order to get an idea of the condition of completeness both ports with direct observations and compared to the decision of the Minister of transport no. 54 Year 2002, as well as an analysis of the suitability of the method using rates Abillity To Pay (ATP) and the Willingness To Pay (WTP) to find out the ideal rate based on the willingness and ability of the passengers. Method of the survey done by disseminating a detailed questionnaire and interview as many as 300 respondents addressed to adult non-passenger vehicles. In this study the results obtained (1) characteristics of the respondents amounted to 75.67% of men, the job the respondent as an employee of 32%, the income of the respondent of 44.67% income Rp. 3,000,000.00 –Rp. 1,500,000.00 –, spending on average respondents most of 59.67% spending money Rp. 50,000.00 – Rp. 100,000.00, travel respondrn for shopping/ Commerce of 54.67% of the respondents, the reason for using a ship as big as 38% chose comfort, travel frequency respondents as much as 3-4 times the trip amounted to 53%. (2) based on the method of Importance Performance Analysis (IPA) obtained the value of the degree of conformity between the performance levels with level of interest amounted to 82% for the port of Ketapang is very satisfying. Meanwhile, in the port of Gilimanuk obtained the conformity level of 79% with predicate satisfactory. The results of the technical analysis on the condition of facilities at the port of Ketapang and Gilimanuk's been good with an overall average score of 74.37%. (3) the strategy of performance improvement services to meet users ' satisfaction in the port of Ketapang there is one attribute of service needs to be improved at the port of Ketapang, namely, 1) availability of seats and a toilet for the disabled difable. While in the port of Gilimanuk there are three attributes that need to be improved Ministry 1) availability of seating and toilets for the difable, 2) waiting room, 3) lounge small mosque. (4) based on the analysis of ATP obtained ATP value Rp. 6260 and WTP values amounting to Rp. 6,000. The value of ATP > WTP which means the ability to pay respondents more than willingness to pay to the respondent, this is because the respondents have a relatively high earnings but utilities against freight ferry port of Ketapang and Gilimanuk relatively low. Based on the relationship between the Ability to Pay and Willingness to pay the tariff value ideal acquired of Rp. 6.150. The ideal rate obtained from the graph of the relationship between ATP and WTP still was under the current rate of Rp.6,500.
