Abstract
Masyarakat Ekonomi ASEAN (AEC) adalah program yang disampaikan oleh ASEAN yang bertujuan untuk meningkatkan lingkungan ekonomi melalui mempromosikan perdagangan bebas di Asia Tenggara. Dalam mekanisme perdagangan bebas, ada beberapa elemen akan mengambil manfaat lebih. Namun di samping ini, ada juga beberapa elemen yang harus dirugikan, salah satunya adalah perusahaan menengah kecil (UKM). Sebagai perusahaan terpadat di Asia Tenggara, UKM mewakili bisnis mayoritas masyarakat ASEAN. Dalam mekanisme perdagangan bebas, salah satu kekhawatiran SME adalah suguhan dari perusahaan multi-nasional yang dapat menjual produk mereka dengan harga lebih rendah karena menurunkan penghalang tarif. Memang, dalam cetak biru AEC ada beberapa program yang dimaksudkan untuk meningkatkan pengembangan UKM itu sendiri. Salah satu program menarik dalam pengembangan UKM adalah upayanya untuk melibatkan kerja sama sub-regional untuk membantu pengembangan UKM. Namun, masih belum ada deskripsi detail tentang tindakan tertentu yang menyampaikan kerja sama sub-regional. Oleh karena itu dengan alasan ini, penelitian ini dimaksudkan untuk mengungkap peran kerja sama sub-regional dalam membantu pengembangan UKM yang disampaikan oleh ASEAN. Penelitian ini menggunakan model kualitatif dengan menggunakan pendekatan fenomenologis serta ditulis oleh John W. Creswell. Selanjutnya, untuk menggambarkan fokus penelitian, teori Donald Van Meter dan Carl Van Horn tentang implementasi kebijakan akan diterapkan. Penting untuk mengukur implementasi kebijakan dengan melihat enam elemen yang disediakan oleh Van Meter dan Van Horn terdiri dari, standar dan obyektif, sumber daya pendukung, komunikasi organisasi, disposisi di antara pelaksana kebijakan, karakteristik lembaga pelaksana, dan respons dari lingkungan. Hasilnya telah menunjukkan bahwa ada hubungan yang unik antara tujuan kerja sama ASEAN dan sub-regional dan standar terutama di Indonesia Malaysia Thailand-Growth Segitiga (IMT-GT) sebagai kerja sama sub-regional tertua di ASEAN. Selain itu, sumber daya pendukung terdiri dari sumber daya manusia, dana, waktu dan geografis yang saling mendukung. Kemudian, komunikasi organisasi terjadi pada dua cara yang top-down sebagai tugas koordinasi dan bottom up sebagai tugas pelaporan. Selanjutnya, karakteristik organisasi mencakup peran dan cadangan terkait dengan tanggung jawab dan otoritas, dan temuan terakhir telah menunjukkan bahwa di samping implementasi kebijakan itu sendiri, partisipasi juga mengambil peran penting untuk mendukungnya.
English Abstract
The ASEAN Economic Community (AEC) is the program delivered by ASEAN purposed to enhance economic environment through promoting free trade in Southeast Asia. In free trade mechanism, there are some of elements will taking more benefits. However beside this, there are also some elements to be aggrieved, one of them is Small Medium enterprise (SME). As the most populated enterprise in Southeast Asia, the SME represent the majority business of ASEAN society. In free trade mechanism, one of the worries of SME is the treat from Multi National Company that can sell their product in lower prices due to lower of tariff barrier. Indeed, in AEC Blueprint there are some programs that is intended to enhance the development of SME itself. One of the interesting program in SME development is its efforts to involve the sub-regional cooperation to assist the SME development. However, there are still no detail descriptions about certain action delivering to sub-regional cooperation. Therefore by this reason, this study is intended to uncover the sub-regional cooperation’s role in assisting the SME development delivered by ASEAN. The study uses qualitative model by using phenomenological approach as well as written by John W. Creswell. Furthermore, to describe focus of the study, the theory of Donald Van Meter and Carl Van Horn about Policy Implementation will be applied. It is important to measure the policy implementation by seeing the six element provided by Van Meter and Van horn consist of, standard and objective, supporting resources, organizational communication, disposition among policy implementer, characteristic of implementing agency, and response from environment. The result has shown that there is a unique relation between ASEAN and Sub-regional cooperation objective and standard especially in Indonesia Malaysia Thailand-Growth Triangle (IMT-GT) as the oldest sub-regional cooperation exist in ASEAN. Beside that, supporting resources are consists of human, funding, time and geographical resources that supporting each other. Then, the organizational communication occurs in two ways which are top-down as coordinating task and bottom up as reporting task. Furthermore, the organization characteristic covers the role and back up related to responsibility and authority, and the last the finding has shown that beside implementation of policy itself, the participation also takes important role to support it.
