Abstract

Kartu Jakarta Pintar (KJP) adalah program strategis untuk memberikan akses bagi warga DKI Jakarta dari kalangan masyarakat tidak mampu untuk mengenyam pendidikan minimal sampai dengan tamat SMA/SMK. Implementasi Program Kartu Jakarta Pintar tersebut diatur dalam Peraturan Gubernur Provinsi DKI Jakarta No. 174 Tahun 2015 Tentang Bantuan Biaya Personal Pendidikan Bagi Peserta Didik Dari Keluarga Tidak Mampu Melalui KJP. Program KJP ini diterapkan diseluruh wilayah Provinsi DKI Jakarta termasuk di Kecamatan Duren Sawit, Jakarta Timur. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif dan dibatasi oleh dua fokus penelitian yaitu: (1) Implementasi program Kartu Jakarta Pintar (KJP) pada Jenjang Sekolah Dasar (SD) di Wilayah Kecamatan Duren Sawit Jakarta Timur, (2) Faktor pendukung dan penghambat dalam Implementasi Program Kartu Jakarta Pintar (KJP) pada jenjang Sekolah Dasar (SD) di Wilayah Kecamatan Duren Sawit Jakarta Timur. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Data-data yang telah diperoleh tersebut kemudian dilakukan kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan implementasi program KJP pada jenjang SD di kecamatan duren sawit Jakarta timur sudah terlaksana. Struktur organisasi pada program KJP sudah terbentuk, yaitu mulai dari tingkat provinsi hingga satuan pendidikan, tetapi sumberdaya manusia dalam pengelolaan program KJP tersebut yang masih belum memadai. Sosialisasi dan koordinasi program dilakukan secara berjenjang dan mekanisme pelaksanaan program KJP sudah sesuai dengan SOP program, tetapi kurang optimalnya pengawasan dalam penggunaan dana KJP, sehingga masih terjadinya pelanggaran dana KJP. Alur penyeleksian calon peserta telah terjadwal sesuai prosedur, tetapi masih adanya ketidaktepatan sasaran pada penerima bantuan dana KJP. Faktor pendukung program yaitu komunikasi antar aktor pelaksana program, ketegasan dalam sanksi, serta kerjasama antar aktor pelaksana. Faktor penghambat program yaitu sumberdaya manusia, pengawasan, dan ketepatan sasaran. Implementasi program KJP agar berjalan lebih baik diperlukan peningkatan jumlah dan kualitas sumberdaya manusia yang memiliki kompetensi. Kemudian perlu adanya peningkatan sistem pengawasan di lapangan dalam penggunaan KJP. Selain itu diperlukan peningkatan ketelitian dan kecermatan dalam menyeleksi calon peserta KJP agar program ini berjalan sesuai sasaran

English Abstract

Kartu Jakarta Pintar (KJP) is a strategic program to provide access for Jakarta residents of the community can not afford to get an education of at least up to finish high school/vocational school with a fully funded from budget funds Jakarta. Implementation of the Kartu Jakarta Pintar (KJP) program, Jakarta Governor Regulation No. 174 2015 About Personal Cost of Education for Students of Needy Families Through KJP. KJP program is implemented in all regions of Jakarta, including in the District of Duren Sawit, East Jakarta. This research uses descriptive research with qualitative approach and is bounded by two focus of research are: (1) The program implementation Kartu Jakarta Pintar (KJP) in the Study of Elementary School (SD) in the Regional District of Duren Sawit, (2) supporting factors and inhibitors in Kartu Jakarta Pintar (KJP) Program Implementation on the level of elementary School (SD) in the Regional District of Duren Sawit. The technique of collecting data through interviews, observation, and documentation. The data that has been obtained is then carried to condensation, data presentation, and conclusion. The results showed KJP program implementation in elementary schools in the district Duren Sawit has been implemented. The organizational structure has been formed KJP program, starting from the provincial level to the education unit, but the human resources in the management of the KJP program is still inadequate. Socialization and coordination of programs carried out in stages and implementation mechanisms KJP program are in accordance with the SOP program, but the lack of supervision of the use of funds KJP, so there are still violations KJP funds. Flow of selecting candidates has been scheduled according to the procedure, but still the inaccuracies of beneficiaries targeted in KJP. Factors supporting the program is communication between actors implementing the program, the firmness of the sanctions, as well as cooperation between executive actors. Inhibiting factors, namely human resources programs, surveillance, and target accuracy. Implementation of the program to be run better KJP is necessary to increase the number and quality of human resources with competence. Then the need to improve the supervision system in the field in the use of KJP. In addition, the necessary increase in precision and accuracy in selecting KJP candidates for this program to run on target.
