Abstract
Peraturan Daerah Kota Balikpapan Nomor 15 Tahun 2014 tentang Pengelolaan Kebun Raya Balikpapan merupakan peraturan daerah yang mengatur bagaimana seharusnya pengelolaan kebun raya Balikpapan yang berlaku mulai tahun 2014. Peraturan ini menjelaskan apa saja yang dilakukan dan menjadi pedoman pengelolaan kebun raya Balikpapan. Tujuan adanya kebun raya selain sebagai ruang terbuka hijau juga sebagai sarana pendidikan, penelitian dan wisata untuk masyarakat. Maka dari itu dibutuhkan pengelolaan yang tepat agar tujuan tersebut dapat tercapai. Permasalahan dalam penelitian ini antara lain : 1) Bagaimanakah implementasi kebijakan pengelolaan kebun raya di Kota Balikpapan; 2) Bagaimanakah konsep pembangunan berkelanjutan dalam implementasi kebijakan pengelolaan kebun raya di Kota Balikpapan; dan 3) Apa sajakah faktor pendukung dan penghambat implementasi kebijakan pengelolaan kebun raya di Kota Balikpapan Penelitian ini menggunakan jenis peneltian deskriptif dengan pendekatan kualitatif. Adapun fokus penelitian meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi yang terdapat dalam implementasi pengelolaan kebun raya. Lalu, aspek keberlanjutan meliputi aspek sosial/budaya, aspek ekonomi dan aspek lingkungan. Serta, faktor pendukung meliputi dasar implementasi yang kuat dan dukungan dari masyarakat, sedangkan faktor penghambat meliputi kurangnya keterampilan SDM dan kurangnya fasilitas penunjang. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan kebun raya di Kota Balikpapan dilihat dari indikator komunikasi, yaitu kejelasan dan konsistensi pesan sudah cukup baik namun penyaluranya terhambat oleh jarak kebun raya dan kantor UPT yang cukup jauh. Sumber daya cukup memadai dari segi wewenang, informasi, dan anggaran. Namun dari segi staf yang kurang keahlian lalu fasilitas yang masih kurang memadai. Terkait dengan disposisi pengankatan birokrasi yang dilakukan sudah sesuai peraturan sedangkan dari sisi insentif masih minim adanya insentif yang diberikan. Dari struktur aspek SOP telah dipahami dan fragmentasi yang ada dalam lingkup kecil. Dari konsep berkelanjutannya sudah cukup memenuhi syarat namun dari segi keberlanjutan sosial yang masih kecil, karena peran masyarakat masih minim di dalam kegiatan pengelolaan kebun raya Balikpapan. Dasar implementasi yang kuat serta dukungan dari masyarakat merupakan faktor pendukung, sedangkan kurangnya keterampilan SDM serta fasilitas yang kurang memadai merupakan faktor penghambat dalam implementasi kebijakan ini. Pemerintah sebaiknya lebih sering mengontrol langsung kegiatan kebun raya, serta mempercepat pembangunan infrastruktur yang ada di kebun raya Balikpapan.
English Abstract
Local Regulation of Balikpapan City No.15 Year 2014 about the management of Balikpapan Botanical Garden is the local regulation that arranges how the management of Balikpapan Botanical Garden should be. Which has been applied since 2014. This regulation defines the things that should be done and becomes the definitive guidance of Balikpapan Botanical Garden management. Besides of being the green open space, the purposes of Balikpapan Botanical Garden are also as educational facilitiy, research and as tourist attraction. Therefore, the precise management is needed so that all the purposes can be achieved. The following questions are the main issues of this research : 1) How is the implementation of the Botanical Garden management policy in Balikpapan city; 2) How is the concept of sustainable development in the implementation of the Botanical Garden management policy in Balikpapan city; dan 3) What are the supporting and the resisting factors of the implementation of the Botanical Garden management policy in Balikpapan city. This research use descriptive research with a qualitative approach. As for the focus of this research involves communication, resources, dispositions, dan bureaucratic structure which are contained in the implementation of Botanical Garden development. Afterwards, the aspects of sustainability involves the social, economic dan environmental aspects. And, the supporting factor involves the substantial fundamental of the implementation as well as the communitys support, whilst the resisting factor involves the lack of Human Resources skills dan the lack of supporting facilities. The result of the research of the implementation of Botanical Garden management policy in Balikpapan city as seen from the communication indicators shows that the clarity and the consistency are good enough while its distribution is rather obstructed by the far enough distance between the Botanical Garden and the technical implementation units office. The resources have been adequate enough in terms of authority, information, and budget. But still not satisfying enough in terms of humans skills and the facilities. As for the disposition of bureaucracy application has been according to the regulations, whilst from the financial side, still only a few incentives given. From the structural side, the SOP has been understood by staffs. The sustaining concept has been according to the requirements, but from the social sustainability side is still less, because the societys role in the Botanical Garden management activity is still minim. The substantial fundamental of implementation and the support of society are the supporting factors, while the lack of human resources skills and facilities are the resisting factors in this implementation policy. The Government should control the process of management more often, and accelerate the development of infrastructure in Botanical Garden.
