Abstract

Banyuwangi have indigenous tribes who are indigenous people and commonly referred to as Osing tribe. Osing community as a native of Banyuwangi still maintaining the original character which is they do not eliminate one of the habit of their customs in the ceremonial process. Osing community in the Olehsari village clean up the village with traditional ceremonies commonly called Seblang Olehsari. Osing people in the Kemiren village clean up the village with traditional ceremonies called Barong Idher Bumi. In the customary ritual coming of age rituals that has been explained above is needed the participation active of community as an object of social capital either or as the owner of evolving norms and values in society. This case study explores the roles of community social capital to develop cultural tourism in the developing of traditional ceremony as cultural tourism in two villages in Banyuwangi. Patterns matching analysis is used to compare community social capital on developing of traditional ceremony as cultural tourism at the Olehsari and Kemiren villages in Banyuwangi. This research was conducted by an interview with the the key informans are Head of Culture and Tourism Department of Banyuwangi Regency, Head of Indigenous Culture Division in Culture and Tourism Department of Banyuwangi Regency, and traditional leaders in the Olehsari and Kemiren villages. The main document used in this study include Strategic plan of Culture and Tourism Department of Banyuwangi Regency. The results show community social capital had a positive impact in the development of cultural, such as existence of given help in a form of building facility to conduct the traditional ceremony in Olehsari. Besides that help, government as well has helped the marketing of this traditional ceremony tourism by promoting it through official website, and scheduled the traditional ceremony together with other annual agenda which is compiled in Banyuwangi Festival. Besides in the form of promotion, local government also has given help budget for the traditional ritual in those villages. The finding suggests the government should involve indigenous people in determining and coordinating government programs that related to Community Social Capital to Develop Cultural Tourism on Developing of Traditional Ceremony as Cultural Tourism both villages in Banyuwangi Region implemented for the indigenous people themselves.
