Abstract
Sinergi dalam peningkatan sektor unggulan daerah penting karena ekonomi lokal dapat berkembang dengan melibatkan berbagai pihak yang terkait. Salah satu sektor unggulan Kota Blitar adalah Kampung Wisata Tanggung. Obyek wisata tersebut termasuk dalam pariwisata minat khusus budaya masyarakat yang terfokus pada kerajinan sehingga menyajikan atraksi wisata berupa proses pembuatan kerajinan kayu khususnya kendang. Dalam pengembangannya merupakan perwujudan dari misi Kota Blitar untuk meningkatkan kesejahteraan masyarakat dengan mengembangkan potensi ekonomi terutama dibidang pariwisata, perdagangan dan jasa, dilakukan terpadu baik program maupun pelakunya. Penelitian ini bertujuan untuk mengetahui, menganalisis dan menggambarkan sinergi pemerintah daerah dan kelompok pelaku usaha dalam mengembangkan perekonomian lokal di Kampung Wisata Tanggung Kota Blitar Sehingga disini penulis tertarik untuk mengetahui lebih jelas mengenai aktor pelaksana, program dan sinergi pemerintah dan kelompok pelaku usaha serta mengatahui faktor pendukung dan penghambat dalam pengembangan Kampung Wisata Tanggung Kota Blitar. Dalam penelitian ini peneliti menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif dan metode analisis data dengan cara pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian yang telah dilakukan, aktor pelaksana pengembangan Kampung Wisata Tanggung adalah Disperindag Kota Blitar, Disporabudpar Kota Blitar dan Paguyuban Pengrajin Bubut Kayu Kelurahan Tanggung. Program yang telah dilakukan adalah workshop, bimbingan manajerial, pemberian hibah barang, pemberian dana stimulan dan studi banding. Sinergi yang telah dilakukan dikatakan kurang efektif sesuai dengan prinsip koordinasi, integrasi dan sinkronisasi karena prinsip koordinasi kurang berjalan. Faktor pendukung dalam pengembangan Kampung Wisata Tanggung adalah kapabilitas sumber daya manusia, pemasaran dan promosi, atraksi wisata. Faktor penghambat adalah lemahnya implementasi program, bahan baku dan sarana prasarana. Saran dari peneliti adalah untuk melakukan kerjasama antar SKPD terkait untuk bersatu dalam mencapai tujuan sehingga tidak terjadi SKPD yang menjalankan programnya sendiri-sendiri. Selain itu program-program yang telah diberikan harus memiliki control dari semua stakeholder sehingga tidak terjadi penyimpangan dan mengakibatkan adanya hambatan pengembangan Kampung Wisata Tanggung.
English Abstract
The synergy of the increase of superior local sector is really important because local economy can be developed by involving all of relevant parties. The one of Blitar’s superior sector is Tanggung Tourist Area. This tourism object is belonging to the tourism of society’s culture that is focused on woodcraft. This tourist area shows the tourist attraction such as the making of woodcraft, especially Kendang. This process of development is a realization of Blitar’s mission, to increase the social welfare of Blitar’s people by developing the economy potential, especially in sector of tourism, trade and service. Those are held corporately by the program itself and the subject. The aim of this research is to find out, to analyze, and to describe the synergy of local government and the businessman in developing the local economy of Tanggung tourist area, Blitar. The writer is interested in finding out the subject, the program, and the synergy of government and businessmen and also the support factor and obstacle factor of the development of Tanggung Tourist Area, Blitar. The researcher uses the qualitative research with descriptive approach and data analysis method by collecting data, reducing data, presenting data and summarizing. Based on the result of research that have been done, the subject of development of Tanggung Tourist Area are Disperindag (the Ministry of Industry and Commerce) of Blitar, Disporabudpar (the Ministry of Youth, Sport, Culture and Tourism) of Blitar and The Association of Craftsman of Tanggung. The Programs that have been done are workshop, management coaching, grant giving, stimulant fund conferral and comparative study. The synergy, that have been done, is not so effective, according to principle of coordination, integration and synchronization, because the principle of coordination didn’t run well. The support factors in the developing of Tanggung Tourist Area are the capability of human resource, marketing and promotion, tourism attraction. The obstacle factors are the poor implementation of program, the materials, the medium and the infrastructure. The suggestion from the researcher is to do the cooperation with SKPD, together to achieve the aim. So, SKPD will not work individually to run the programs. Besides, those programs, that have been given, must have a control from all of the stakeholder, so the divergence, that can cause the obstacle in the development of Tanggung Tourist Area, won’t be happened.
