Abstract
In this thesis, the author raises the issue of implementation of Control Credit Unions / Unit Savings and Loans By Controlling Commission Credit Unions East Java Province (KPKS). The choice of background themes are deviations law by some savings and credit cooperatives in East Java. In response to this the Governor of East Java formed partner institutions East Java Provincial Government which serves as the controlling credit unions called KPKS. Based on the above, this paper raised the formulation of the problem: (1) How is the implementation of the East Java Governor Regulation No. 20 Year 2012 on Technical Guidelines Commission for Control of Credit Unions / Unit Savings and Loans and Cooperative Financial Services Sharia / Islamic Financial Services Unit Cooperative Java east-related control KSP and USP Cooperative by KPKS? (2) What factors are inhibiting KPKS in implementing control KSP and USP Cooperative in East Java? (3) How KPKS Efforts to overcome obstacles in implementing the control KSP and USP Cooperative in East Java? Then the writing of this paper uses the method of juridical empirical sociological juridical approach. Primary and secondary data obtained by the authors analyzed with descriptive analysis techniques. From the research, it was found that in terms of reporting KPKS there are shortcomings, that control aspects of the product and service KSP/USP. In addition there is an error in the printing and legal obscurity KPKS legal basis. KPKS had problems of HR KPKS quantity that is not proportional to the amount of KSP/USP in eastern Java. There is also some KSP/USP less cooperative with KPKS making it difficult to control. Several attempts were made KPKS is doing coordination meetings to improve performance in order to achieve the objectives KPKS. In addition to implementing internal coordination KPKS also continue to make efforts to disseminate to the KSP/USP with the aim of improving cooperation KSP/USP against KPKS task.
