Abstract
The purposes from this research is describing also analyzing the policy implementation of increasing investment as an effort to increase the target of local revenues through integrated one-stop service delivery, investment promotion exhibition and business gathering in Pasuruan. A regional area is expected to be able to explore the potential of existing area as capital for regional development and prosperity or social welfare. In line with the principle of regional autonomy now requires every local government to be independent and creative, looking for sources of financing , as well as actively seeking various opportunities that could be used as a source of local revenues. The potential sector of Pasuruan Regency is Investment sector. In line with the policy and program of central government, so it is expected of local government can promote development, independence and progress of the region in the investment sector. The amount of investment in Pasuruan Regency has increased, this results indicate that investment climate also contributed in creating a conducive economic growth in Pasuruan. This is make the local government made the various efforts such as promotion of regional potential, regulatory permitting, easy licensing service, the readiness of infrastructure until environment condition and also social-political condition for businesses in order to increase investment in Pasuruan. This research is descriptive qualitative research. The type of data of this research is primary data and secondary data with the source of the data comes from sources in the Licensing Service and Investment Agency (BP3M) and the Regional Financing Management (DPKD), also from books, reports, legal documents and internet data. Data collection techniques of this research are observation, interview and documentation with the qualitative analysis techniques. The research results obtained that the local government of Pasuruan Regency responsively realize the potential that exist to be able to continues to increase local revenue as a capital for regional development with efforts to attract and invite the investor come to Pasuruan. The responsive forms that made by local government of Pasuruan Regency are formulating policy of increasing investment with implementing of one-stop service delivery, organized an exhibition of investment peomotion and organizing business gathering. All of those is to provide information and the comfort aspects for investors without giving the negative effect to the society arround. vii There are inhibiting factors in the policy implementation of increasing investment such as judicial factors that still several local regulation of Pasuruan Regency that unsupported the investment growth or unfriendly investment. Such as the regulation of retribution nominal. Second is the regional spatial factors which is unappropriate location that investors want with the regional spatial of Pasuruan Regency (RTRW). The third is administration factors which is BP3M only serving 16 kinds of licenses, managing the permission out of those 16 kind of licenses did in the others agency that will make unefficient time. Beside that, there are supporting factors in the policy implementation of increasing investment such as regional potential, infrastructure condition, facilities and basic facilities, the conducive of social and political climate also the achievement of investment award by Pasuruan Regency that come from the central government through BKPM. During the policy implementation of increasing investment in Pasuruan regency also give the good enough impact in the development of investment in the Pasuruan Regency also the increasing of local revenues that derived from investment sector. The others impacts that occur is increased the absorption employment, community income and UMKM. In addition, there are negative impacts which is the road damage that caused the production activities involving large tonnage vehicles. If there are no further treatment and attention it will hamper the economic mobility because the access road is an important infrastructure factors in investment growth.
