Abstract
Berkurangnya ruang publik dan semakin pesatnya pertumbuhan suatu kota, memberikan dampak terhadap proporsi penurunan luas lahan ruang terbuka hijau di wilayah perkotaan, khususnya di Kota Mojokerto. Sesuai dengan UUPR No.26 Tahun 2007, telah ditetapkan batas luas minimum RTH wilayah perkotaan yang terdiri dari RTH Publik 20 % dan RTH Privat 10 % dari luas wilayah. Adapun RTH Publik Kota Mojokerto sebesar 4,33 % seluas 71,284 Ha. Maka, dari itu dengan luas RTH Publik yang belum memenuhi standar luas minimum yang telah ditetapkan menjadi permasalahan dalam perencanaan ruang terbuka hijau Kota Mojokerto. Penelitian ini bertujuan untuk mengetahui dan menggambarkan bagaimana perencanaan ruang terbuka hijau Kota Mojokerto dan untuk mengetahui maupun mengidentifikasi bagaimana faktor pendukung dan faktor penghambat dalam perencanaan ruang terbuka hijau Kota Mojokerto. Dalam penelitian ini peneliti menggunakan pendekatan kualitatif dengan metode deskriptif. Berdasarkan hasil penelitian yang telah peneliti lakukan, diperoleh bahwa perencanaan ruang terbuka hijau Kota Mojokerto, dirasa masih kurangnya proses pelibatan masyarakat dalam perencanaan maupun perawatan khususnya RTH Publik Kota Mojokerto, kemudian sumber pembiayaan perencanaan RTH Kota Mojokerto sudah optimal dengan adanya program bantuan dana dari pihak swasta melalui program CSR (Corporate Social Responsbility). Selain itu diperoleh faktor pendukung dan faktor penghambat dalam perencanaan RTH Kota Mojokerto, faktor pendukung yang berasal dari pihak swasta yang ikut berperan aktif dalam perawatan RTH Publik Kota Mojokerto khusunya, dan faktor penghambat yang menjadi kendala RTH Kota Mojokerto, berasal dari kurangnya milik lahan pemerintah Kota Mojokerto untuk lahan RTH Publik, dan kurangnya kerjasama antar instansi pemerintah Kota Mojokerto dalam perawatan RTH Publik Kota Mojokerto. Saran dari peneliti untuk perencanaan ruang terbuka hijau Kota Mojokerto, Pemerintah Kota Mojokerto secepatnya membuat kebijakan maupun peraturan daerah yang secara langsung mengatur tersedianya Ruang Terbuka Hijau agar sesuai dengan perencanaan yang telah disusun. Selain itu, masyarakat Kota Mojokerto agar lebih ditingkatkan lagi untuk melaksanakan kegiatan aksi peduli lingkungan dengan langkah nyata dalam perawatan RTH Publik Kota Mojokerto. Kemudian diperlukan kerjasama antar instansi pemerintah Kota Mojokerto dalam perawatan RTH Publik.
English Abstract
Reduced public space and getting the fast growth a city had an impact on the proportion a widespread decline in the land of green open space in urban areas, particularly in Mojokerto city. In accordance with UUPR No.26/2007, has defined limits minimum broad green open space urban areas which consisting of public green space 20 % and the private green space 10 % of the area. As for public green space Mojokerto city areas as much as 4,33 % covering on area 71,284 ha. Then, from it with broad public green space who do not meet minimum broad standard that has been made has been a problem in planning green open space Mojokerto city areas. This research aims to understand and illustrate how Mojokerto city green open space planning and to know and to identify how barrier and the factors supporting factor in the green open space planning Mojokerto city. In this study researchers used a qualitative approach with descriptive method . Based on the results of research has researchers do , obtained that planned Mojokerto city areas of green open space, felt to be a lack of public involvement in the process of planning and care especially public green space Mojokerto city areas , then the financing source of green open space Mojokerto city areas planning has been optimal with the implementation of the assistance funds from the private sector through CSR (Corporate Social Responsbility). In addition and obtained by factors in support in the planning of green open space factors that hampers areas Mojokerto city, factors supporters that comes from private party who had a role in the treatment of active public green space Mojokerto city areas especially, and that becomes an obstacle factors that hampers areas Mojokerto city of green open space , derived from a lack of government land areas Mojokerto city belonging to the city for the land public green space , and lack of cooperation between government agencies Mojokerto city areas in the treatment of public green space areas Mojokerto city. Advice from researchers to planning green open space areas Mojokerto city , the government areas Mojokerto city immediately policy making or regional regulation which directly control the availability of green open space to fit the planning that had been developed. Besides, people Mojokerto city areas to further enhanced activities to implement the action of care about the environment with the concrete steps in the care of public green space areas Mojokerto city. Then necessary cooperation between government agencies areas Mojokerto city in the care of public green space.
