Abstract
Dengan adanya Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah pada pasal 120 ayat 2 yang menyebutkan bahwa kelurahan merupakan perangkat daerah, maka diperlukan peningkatan kemampuan dari pemerintah kelurahan terutama pemimpin kelurahan yaitu lurah. Lurah harus dapat menumbuhkan kepercayaan kepada masyarakat di daerah yang dipimpinnya dengan gaya kepemimpinan yang sesuai dengan keinginan masyarakatnya. Di Kelurahan Jatimulyo, Kota Malang terdapat sebuah Gabungan kelompok tani (Gapoktan) yang bernama Gapoktan Kembang Kertas. Gapoktan Kembang Kertas merupakan satu-satunya Gapoktan di Kecamatan Lowokwaru yang mendapatkan dana dan menjalankan program PUAP. Diperlukan peran kepemimpinan Lurah Jatimulyo untuk menjalankan program PUAP ini. Dengan gaya kepemimpinan yang sesuai diharapkan dapat meningkatkan pertisipasi anggota Gapoktan pada program Pengembangan Usaha Agribisnis Perdesaan (PUAP).Penelitian ini bertujuan untuk mengetahui, mendiskripsikan dan menganalisis bagaimana gaya kepemimpinan lurah untuk meningkatkan partisipasi Gabungan Kelompok Tani (Gapoktan) dalam program Pengembangan Usaha Agribisnis Perdesaan (PUAP) dan mengetahui partisipasi Gabungan Kelompok Tani (Gapoktan) dalam program Pengembangan Usaha Agribisnis Perdesaan (PUAP). Dalam penelitian ini peneliti menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif dan menggunakan metode analisis Miles HubermanBerdasarkan hasil penelitian yang telah dilakukan, gaya kepemimpinan yang digunakan oleh Lurah Jatimulyo untuk meningkatkan partisipasi dari Gapoktan Kembang Kertas dalam program PUAP adalah gaya kepemimpinan demokratis. Sedangkan partisipasi Gapoktan Kembang Kertas dalam program PUAP relatif aktif. Hal ini dapat dilihat dari 30% dari jumlah anggota yang aktif dalam pertemuan rutin di setiap bulan. Jumlah anggota Gapoktan Kembang Kertas berdasarkan Rencana Usaha Bersama (RUB) dan SK Wali Kota Malang No. 188.45/191/35.73.112/2012 tentang Pengukuhan Gabungan Kelompok Petani-Nelayan Se-Kota Malang Tahun 2012 adalah berjumlah 110 orang.Saran dari peneliti terhadap gaya kepemimpinan lurah untuk meningkatkan partisipasi gabungan kelompok tani (Gapoktan) dalam program PUAP adalah perlunya upaya lurah untuk tetap mewujudkan visi dan misi kepada masyarakat agar memiliki semangat berpartisipasi dalam setiap program di Kelurahan Jatimulyo. Dan saran peneliti kepada Gapoktan Kembang Kertas untuk lebih memperhatikan, menjaga dan meningkatkan kualitas dari hasil produk olahan pertanian yang dijual agar dapat bersaing secara maksimal di dunia usaha
English Abstract
In accordance to the Law No. 32 Year 2004 on Local Government in Article 120 paragraph 2, which states that the kelurahan is a governmental sub system, so it is necessary to increase the ability and performance of the kelurahan government, especially to the leaders which called as lurah. Lurah must be able to generate trust to the people in the area of his authority with the appropriate leadership style to the community desires. In the Kelurahan Jatimulyo, Malang, there is a farmer groups (union) which called as Gapoktan Kembang Kertas. Gapoktan Kembang Kertas is the only Gapoktan in Lowokwaru District which got funds and run the PUAP program. It is necessary and needed a Lurah Jatimulyo leadership to run the PUAP program. With an appropriate leadership style of Lurah, it is expected to increase the active participation of Gapoktan members in the Rural Agribusiness Development Program (PUAP).The research aims are to determine, describe and analyze how the leadership style of the lurah in order to increase the participation of the Farmers Group Association (union) in Rural Agribusiness Development Program (PUAP) and also to know the participation of Farmers Group Association (union) in Rural Agribusiness Development program (PUAP). In this study, researcher prefer to use a qualitative method research with a descriptive approach and also use a Miles Huberman methods of analysis.Based on the research that has been done, the leadership styles which used by the Lurah Jatimulyo to enhance participation from the Group, Kembang Kertas PUAP program is a democratic leadership style. While participation in the program Gapoktan Paper Flower PUAP relatively active. It can be seen from the 30% of the number of active members at the regular meeting in each month. The number of members Gapoktan Kembang Kertas by the Joint Business Plan (RUB) and Mayor of Malang Decree Letter No. 188.45 / 191 / 35.73.112 / 2012 on Confirmation Fishermen-Farmers Group Association in Malang City Year 2012 is numbered 110 people.A suggestion from the researcher on the leadership style of the Lurah to increase the participation of the Gapoktan Kembang Kertas (union) in the PUAP program is to concrete the vision and mission of the community as well as to keep the spirit of participation. And a suggestion from the researcher to Gapoktan Kembang Kertas to maintain and improve the quality of the agricultural products which are marketed in order to get an optimal business opportunity at the business world.
