Abstract
Penelitian ini dilakukan atas dasar banyaknya industri gula yang saat ini sedang mengalami penurunan dalam proses produksinya. Padahal komoditas gula merupakan salah satu kebutuhan pokok yang kebutuhannya selalu bertambah setiap tahunnya baik kebutuhan gula konsumsi langsung (GKP) maupun kebutuhan gula mentah untuk insutri makanan dan minuman (GKR). Berdasarkan estimasi kebutuhan gula tersebut, maka pemerintah memiliki keinginan untuk dapat mencukupi kebutuhan gula sendiri melalui industri gula dalam negeri tanpa memerlukan impor gula dari luar negeri atau disebut swasembada. Dalam program swasembada gula tahun 2014 diupayakan untuk dapat berproduksi dengan target yaitu total produksi gula 5,70 juta ton yang terdiri dari gula GKP sebesar 2,96 juta ton dan gula GKR sebesar 2,74 juta ton. Untuk dapat mencapai target swasembada gula, pemerintah mengeluarkan kebijakan revitalisasi industri gula yang terangkum dalam Peraturan Menteri Perindustrian No 11/M-IND/PER/1/2010. Peraturan tersebut bertujuan untuk menghidupkan kembali pabrik gula dalam negeri agar dapat meningkatkan produksi gulanya sehingga dapat mendorong tercapainya program swasembada gula tahun 2014. Dalam peraturan berisi program-program baik dari sisi on farm, off farm maupun program pendukung lainnya yang harus diimplementasikan di pabrik-pabrik gula seluruh Indonesia. PTPN XI PG Pagotan merupakan salah satu pabrik gula di Indonesia yang mengimplementasikan kebijakan revutalisasi industri gula tersebut agar dapat mendukung tercapainya swasembada gula. Hasil dari penelitian ini menunjukkan bahwa program revitalisasi industri gula yang diimplementasikan pada PTPN XI PG Pagotan telah cukup konsisten dengan Permenperin No 11/M-IND/PER/1/2010. Pada program On farm telah dilakukan inovasi pembibitan yang lebih menguntungkan. Dalam program Off farm telah dilakukan restrukturisasi permesinan, pada program penelitian dan pengembangan telah dilakukan diklat SDM dan pada program pendukung lainnya yaitu dengan menjalin kemitraan yang lebih intens lagi dengan petani. Namun dalam proses implementasi terdapat kendala yang menyebabkan produksi gula di PTPN XI PG Pagotan tidak dapat mendukung program swasembada gual. Salah satunya yaitu tidak adanya SOP yang diketahui oleh pihak PG Pagotan sehingga implementasinya hanya sekedarnya saja. Hal ini berdampak pada rendahnya produktivitas gula yakni hanya mencapai 28.247 ton dan kemampuan produksi PTPN XI seharusnya yaitu 18% dari produksi GKP nasional atau minimal 33.255 ton untuk PG agar dapat mendukung swasembada. Selain itu produksi nasional gula GKP tahun 2014 hanya 2,579 juta ton dan belum memenuhi target swasembada yakni sebesar 2,96 juta ton, sehingga dapat dikatakan bahwa program swasembada gula di tahun 2014 belum dapat tercapai.
English Abstract
This research was conducted on the basis of the amount of the sugar industry which is currently experiencing a decline in their production processes. Whereas sugar commodity is one of the basic needs that needs are always increasing every year either need direct consumption sugar (GKP/white crystal sugar) and the need for raw sugar for food and beverage industry (GKR/raw crystal raw). Based on the estimates needs of the sugar, then the government has the desire to be able to suffice the needs of the sugar itself through the sugar industry in the country without the need for sugar imported from abroad or the so-called self-sufficiency. In the self-sufficiency program in 2014 strived to be able to produce the target of a total production of 5.70 million tons of sugar consisting of sugar GKP $ 2.96 million tons and sugar GKR of 2.74 million tons. In order to achieve the target of self-sufficiency, the government issued a sugar industry revitalization policies are summarized in the Regulation of the Minister of Industry Number 11 / M-IND / PER / 1/2010. The regulation aims to revive the sugar mills in the country in order to increase the production of sugar so as to encourage the achievement of self-sufficiency program in 2014. The regulation contains programs both in terms of on-farm, off-farm and other support programs that implemented in factories sugar throughout Indonesia. PTPN XI PG Pagotan is one sugar factory in Indonesia that implements policies revitalize the sugar industry in order to support the achievement of self-sufficiency. The results of this study indicate that the sugar industry revitalization program that is implemented on PTPN XI PG Pagotan been quite consistent with the Regulation of the Minister of Industry Number. 11 / M-IND / PER / 1/2010. On the farm program has done more favorable seeding innovation. In the program has done restructuring Off farm machinery, the program has conducted research and development of human resources training and other support programs is to establish a more intense partnership with farmers. However, there are obstacles in the implementation process which led to the production of sugar in PTPN XI Pagotan PG cannot support the sugar self-sufficiency program. One of them is the lack of standard operating procedures that are known by the PG Pagotan so that its implementation only in moderation. This resulted in low productivity of sugar which only reached 28 247 tons and production capabilities PTPN XI supposed that 18% of national production or minimal GKP 33,255 tons for PG in order to support self-sufficiency. In addition, the national production of sugar GKP in 2014 only 2,579 million tons and yet meet the target of self-sufficiency which amounted to 2.96 million tons, so it can be said that the self-sufficiency program in 2014 cannot be achieved.
