Abstract

Penelitian ini berangkat dari sebuah keprihatinan atas banyaknya pengangguran karena rendahnya kualitas Sumber Daya Manusia (SDM) yang disebabkan kurangnya keterampilan fungsional yang dibutuhkan dunia kerja. Sehingga dibutuhkan pengembangan SDM untuk meningkatkan keterampilan fungsional yang sesuai dengan kebutuhan dunia kerja, salah satunya melalui keterampilan fungsional bahasa inggris. Kabupaten Kediri memiliki 128 lembaga kursus bahasa inggris sebagai langkah untuk meningkatkan kualitas SDM agar terserap ke dunia kerja. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data berasal dari dokumen, informan dan peristiwa dan dari jenis data primer dan sekunder. Data dikumpulkan melalui teknik wawancara, observasi dan studi dokumentasi. Selanjutnya analisis data menggunakan Miles, Huberman and Saldana (2014) melalui tahap pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan/verifikasi. Pelaksanaan Pengembangan SDM di lembaga kursus Basic English Course (BEC) melalui (1) pelaksanaan kurikulum dengan membuka tiga program wajib dan dua program tambahan serta penilaian hasil belajar melalui tes lisan dan tes tulis, kelengkapan sarana dan prasarana lembaga kursus BEC, pengembangan SDM (guru) dengan pembentukan karakter melalui kedisiplinan dan kondisi kerja yang kondusif ; (2) Output (target) lembaga kursus BEC terdiri dari a). alumni yang melanjutkan pendidikan ke jenjang lebih tinggi, tujuan kursus sebagai bekal memasuki Perguruan Tinggi, b) alumni yang bekerja, tujuan kursus mudah terserap ke dunia kerja c) alumni yang mendirikan lembaga kursus sendiri, motivasi karena bekal keterampilan yang dimiliki dan dukungan dari pemilik lembaga kursus BEC; (3) Faktor pendukung dan penghambat terdiri dari a) faktor pendukung adanya komitmen warga lembaga kurus BEC untuk mempertahankan kedisiplinan dan lingkungan yang saling mendukung, b) Faktor penghambat terbatasnya sarana dan prasarana dan terbatasanya peran pemerintah. Berdasarkan penjelasan tersebut, peneliti menyarankan kepada lembaga kursus BEC agar mengevaluasi kurikulum lembaga karena terlalu padat, memberikan penghargaan baik materi atau non materi kepada guru nonformal serta melaksanakan pendidikan dan pelatihan untuk guru nonformal, bagi Pemerintah Kabupaten Kediri agar memberikan insentif baik materi atau non materi kepada lembaga kursus BEC untuk kelengkapan sarana dan prasarana lembaga kursus BEC.

English Abstract

Research background was a great concern with large unemployment due to the lower quality of human resource with lacking of functional skills that might be required in employment world. Human resource development must be needed to improve functional skills on the demand of employment world. One of those functional skills was English. Kediri Regency had 128 English course institutions and it was important step to improve the quality of human resource to help them to be absorbed into employment world. Research type was descriptive with qualitative approach. Data source included documents, informant, and events. Data type was primary and secondary. Data were collected through interview, observation and documentary study. Data analysis method was using Miles, Huberman and Saldana’s (2014) Interactive Model which involved data collection, data condensation, data presentation and conclusion. Human resource development at Course Institution Basic English Course (BEC) was implemented through (1) the implementation of curriculum by opening three mandatory programs and two additional programs, and also through the assessment of learning result through verbal and non-verbal tests, the completion of structures and infrastructures of BEC, and the development of human resource (tutors) through character building, discipline and favorable work condition; (2) Outputs (targets) of BEC were: (a) the alumni could continue their study into higher level of education while the aim of course was to prepare them into Higher Education; (b) the alumni could enter the employment while the aim of course was to facilitate them to be absorbed by employment world; and (c) the alumni could self-work by establishing their selfowned course institution because they had skill and support from the owner of BEC; and (3) The supporting and constraining factors were : (a) the supporting factor was the commitment of BEC stakeholders to maintain the discipline and the supporting environment; and (b) the constraining factors were the limited structure and infrastructure, and the lack of governmental support. Based on the explanation above, the author suggested that course institution BEC should evaluate the curriculum because it might be too dense. Material or non-material recognitions must be given to non-formal tutors. Training and education might be needed for non-formal tutors for their further development. The Government of Kediri Regency could provide material or non-material incentives for the completion of structures and infrastructures of course institution BEC.
