Abstract
Skripsi ini berjudul “Kualitas Pelayanan Rawat Jalan Berbasis Sistem Informasi Administrasi (Studi pada Penerapan Computerized Billing System di RSUD Dr. Saiful Anwar Malang). Laar belakang dari penelitian ini adalah bahwa kesehatan merupakan hak mendasar masyarakat dan pemerintah iut bertanggungjawab atas pemenuhan hak tersebut melalui penyediaan pelayanan kesehatan dan rumah sakit. Salah satu rumah sakit milik Pemerintah Provinsi Jawa Timur adalah RSUD Dr. Saiful Anwar Malang, sebagai rumah sakit Tipe A maka dijadikan rumah sakit rujukan bagi pasien khususnya dari Jawa Timur bagian selatan. Salah satu pelayanan yang harus ada di sebuah rumah sakit adalah pelayanan rawat jalan, sehingga kualitas pelayanan rawat jalan harus diperhatikan. Salah satu upaya pihak rumah sakit untuk meningkatkan kualitas pelayanan di instalasi rawat jalan adalah dengan menerapkan computerized billing system sebagai sistem informasi yang membantu kegiatan administrasi seperti registrasi dan pembayaran pasien. Sejak diterapkannya sistem ini sejak 1997, masih ditemui beberapa masalah salah satunya penggunaan sistem ini yang masih terpusat sehingga penyampaian data informasi pasien masih dilakukan secara manual meskipun ada sistem terkomputerisasi yang menaunginya dan ada beberapa permasalahan lainnya. Permasalahan ini dapat mengakibatkan beberapa indikator kualitas pelayanan tidak terpenuhi, seperti waktu pelayanan, kurang nyamannya toilet dan ruang tunggu serta beberapa petugas yang kurang disiplin, kurang ramah, dan kurang sopan dalam memberikan pelayanan. Kualitas pelayanan yang tidak terpenuhi berakibat pada kepuasan pasien rawat jalan sebagai pengguna layanan. Tujuan dari penelitian ini adalah untuk mengetahui, mendeskripsikan dan menganalisis penerapan sistem informasi administrasi (omputerized billing system) dan pelaksanaan pelayanan rawat jalan berbasis sistem informasi administrasi (computerized billing system) di instalasi rawat jalan RSUD Dr. Saiful Anwar Malang perlu memaksimalkan penggunaan sistem informasi tersebut untuk mendistribusikan data informasi pasien sehingga proses pelayanan menjadi lebih cepat dan rekomendasi lain adalah terkait indikator kualitas pelayanan seperti pemberian sanksi bagi petugas yang kurang disiplin, kurang ramah, kurang sopan, dan kurang bertanggungjawab dalam memberikan pelayanan sehingga kesalahan dalam pemberian pelayanan dapat dimimalisir.
English Abstract
This research is entitled the Quality of Outpatient Services with Administrative Information System (Study on the Application of Computerized Billing System at Dr. Saiful Anwar Public Hospital in Malang). The background of this research was that health becomes a fundamental right of the people, and the government should be responsible in the fulfillment of this right through the provision of adequate public health services and hospitals. One public hospital owned by the Provincial Government of East Java is Dr. Saiful Anwar Public Hospital, as Type A hospital which is as a referral hospital for the patients, especially in the southern part of East Java. One of the services that must exist in a hospital is outpatient services; therefore, the quality of outpatient services becomes specific concern of the management of the health services. The policies by the hospital to provide quality outpatient service installation are one through the implementation of computerized billing system which is an information system that assists the administration such as registration and payment activities. Since the implementation of this system in 1997, there have been some problems namely the centralization of the use of a unified registration system so that the delivery of patients’ data information has been done manually even though there has been computerized system exists, and the other problems. The existence of these problems may influence on some indicators of the quality of services have not met, such as the time of service comfortable toilet and waiting area as well as the persistence of some officers who are less disciplined, less polite and less friendly in providing services. The quality of services that has not been fulfilled may have impacts on the satisfaction of outpatient service users. The purpose of this study was to determine, describe, and analyze the implementation of the administrative information system (computerized billing system) and the implementation of outpatient services with the administrative information system (computerized billing system) at outpatient service installation in Dr. Saiful Anwar Public Hospital in Malang. This study employed descriptive research with qualitative approach. There were some recommendations by the researcher related to the implementation of computerized billing system in outpatient service installation at Dr. Saiful Anwar Public Hospital in Malang such as the need to maximize the use of the system so that the delivery of information can be done and integrated through the existing systems so that the service process can be faster, and the other recommendation related to the indicators of quality of service such as the sanction for the persistence of the officers who are less disciplined, polite, friendly, and responsive in providing services so that the errors in delivering services can be minimized.
