Abstract
Indonesia, dianugerahi sebuah kekayaan. Kekayaan ini berupa keanekaragaman hayati yang terdiri dari flora (tumbuhan) dan fauna (satwa). Namun kekayaan ini kian terancam keberlangsungannya dialam karena habitat alami yang berkurang, perburuan dan perdagangan ilegal. Permasalahan ini terjadi diseluruh Indonesia, termasuk di Jawa Timur. Berbagai kebijakan dibuat dan diimplementasikan untuk menanggulangi permasalahan ini. Kebijakan tersebut dituangkan dalam UU No 5 Tahun 1990 tentang Konservasi Sumber Daya Alam. Turunan dari kebijakan terkait penanggulangan permasalahan flora fauna salah satunya program penangkaran flora fauna skala masyarakat bersistem bapak angkat. Penangkaran pada dasarnya diartikan sebagai upaya perbanyakan melalui pengembangabiakan dan pembesaran dengan tetap mempertahankan kemurnian jenisnya. Kota Malang, salah satu kota diprovinsi Jawa Timur memiliki potensi untuk berbicara banyak dalam program ini. Masyarakat yang memiliki keseharian dengan satwa dan tumbuhan, dukungan tenaga akademis seperti LSM dan mahasiswa/i kedokteran hewan dan juga komunitas-komunitas pecinta satwa dan tumbuhan. Namun potensi ini belum membuat implementasi program penangkaran berjalan dengan baik di Kota Malang. Oleh karena itu, penelitian ini akan membahas bagaimana implementasi program penangkaran flora fauna skala masyarakat bersistem bapak angkat di Kota Malang dan faktor-faktor apa saja yang menghambat dan mendukung implementasi. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Situs penelitian adalah Balai Besar Konservasi Sumber Daya Alam Provinsi Jawa Timur. Data primer yang diperoleh dari hasil wawancara. Sedangkan data sekunder diperoleh dari dokumen-dokumen yang berhubungan dengan tema penelitian. Teknik pengumpulan data dengan cara wawancara, observasi dan dokumentasi. Metode analisa data yang dilakukan mulai dari reduksi data, penyajian data dan menarik kesimpulan. Implementasi program penangkaran di Kota Malang sudah berjalan. Beberapa masyarakat baik individu maupun kelompok sudah tergabung didalamnya. Akan tetapi implementasi program yang memang disasarkan kepada masyarakat ini belum dapat merangkul massa atau partisipan yang lebih banyak lagi. Sosialisasi kepada masyarakat telah dilakukan oleh pihak BBKSDA, tidak hanya itu sosialisasi juga dilakukan oleh penangkar yang telah tergabung dalam program. Regulasi yang mengatur juga dinilai kuat begitu juga dengan tujuan yang jelas. Hanya saja kurangnya SDM yang dimiliki BBKSDA Jawa Timur menyebabkan proses pengawasan kurang ketat, selain itu stigma masyarakat masih kuat bahwasanya satwa itu hidup dialam bukan disekitar mereka.
English Abstract
Indonesia was awarded a resources from Allah SWT. These resources is a biodiversity of plants and animals. But these resources is extremely threatened in nature because their natural habitas is reduced, animals hunting and illegal trading. These problems occur throughout Indonesia, including in East Java. Many policies made and implemented to overcome these problems. These policies based on Act no. 5 of 1990 concerning in conservation of natural resources. One of them is the plants and animals breeding program on the public with an adoptive father system. Breeding, defined as the propagation through the development of culture and enlargement while maintaining the purity of its kind. Malang, one of the city in East Java province has the potential to do a lot in this program. Malang’s society such as people who have a daily with animals and plants, and then support personnel like community institutions (NGO), students of veterinary and also the community of animals and plants lover can do a lot in this program. Even though, Malang has many potentials, it can not made the implementation of the program goes well in this city. Therefore, this research will discuss how the implementation of the program in Malang and what factors that hamper and support the implementation. This research uses descriptive research methods with qualitative approaches. The research site is institution conservation of natural resources (BBKSDA) in East Java province. The primary data were obtained from the results of the interview. While secondary data obtained from the documents that relate to the theme of research. Data collection techniques by means of interviews, observation and documentation. Methods of data analysis that is performed starting from the reduction of the data, the presentation of the data and draw conclusions. The implementation of the breeding program in Malang have been running. Some of the society either individuals or groups have been incorporated in it. But the implementation of the program is targeted to the society is not able to embrace the parcipants. The socialization to society has been done by BBKSDA, not only that, socialization is also done by people that has been incorporated in the program. Regulations that manage the program is also considered a strong as well as a clear sense of purpose. It’s just the lack of human resources which is owned by BBKSDA of East Java, causing the process of the less strict, as well as the society is still strong that animals and plants live in their natural habitat, not around them.
