Abstract
The activity of Pasar Kembang Flyover Development has impacted positively toward the socio-economic life for the society around; it refers to the fact that this area has been becoming one of project activity alternatives that can increase the interconnected economic activity. That flyover development created so many risks for the people. One of the most important processes in risk management is that to identify the risk. This process is about determining the risks that possibly gives effect toward the project as well being continued to documenting those risks. This process is defined as important because in this process all the risk that potentially happens can be known to be taken forward. In this risk, all the risks that may happen should be recorded and cannot be left any of them, because if there is something left and in the future it happens then there will be readiness problem to resolve it. Risk analysis is really important to know how potential those risks in affecting the achievement of targeted activity and later to be given response to that risk. Research method in this writing is about to describe an event or phenomenon that may happen in accordance to the thing that is being researched. Through using qualitative approach which is for knowing the related internal or external factors to The Development Impact of Pasar Kembang Fly Over in The City of Surabaya (Case Study on Bina Marga Public Work Service East Java Province). Influence before and after the development of Pasar Kembang flyover toward the transportation condition in Surabaya generally and around Pasar Kembang generally is firstly considered really good, second of all it could have parsed the congestion even for now the traffic flow is smoother than before. Social change indicator from the development of Pasar Kembang flyover can be seen from how people can cross the roadway through zebra cross without any obstacle. That zebra cross really affects the activity of people which easier for them to go to school, to worship area or for the merchants, they are easier to reach the market. Another effect of this development is that the length of time is well cut so that they can reach everywhere shorter. The development of flyover really helps people to run their social life. There is also indicator of economic change of people before and after the development of Pasar Kembang fly over which we can see it from the few amount of people who visit market thus it decrease the revenue of small trader as well it is caused by most of vehicles now use the road on the flyover. However the revenue for big trader in SOHO is raising since small trader and street vendor now is being more well ordered.
