Abstract
Penetepan KHDTK UB Forest baru diresmikan pada tanggal 19 September 2016. Oleh karena itu, agar dapat mencapai visi-misi yang diinginkan untuk memenuhi kebutuhan pihak instansi maupun masyarakat setempat maka perlu kontribusi aktif dalam pengelolaaan hutan dari pengguna nya, dalam hal ini khususnya untuk kelompok tani Desa Tawangargo, Dusun Sumbersari yang hampir setiap hari berada di sekitar UB Forest. Adanya partisipasi dalam pengelolaan KHDTK UB Forest dari masyarakat yang tinggal di dalam kawasan hutan khususnya kelompok tani yang menggarap di lahan UB Forest akan sangat berpengaruh terhadap kelestarian hutan. Partisipasi ini dinilai sangat dibutuhkan agar UB Forest dapat memberikan hasil yang maksimal baik untuk petani maupun instansi. Tujuan penelitian ini yaitu : a) Mendesikripsikan bentuk partisipasi yang diberikan kelompok tani dalam pengelolaaan KHDTK UB Forest dari aspek sosial, ekonomi, dan lingkungan, dan b) Mendeskripsikan potensi dampak adanya bentuk partisipasi kelompok tani dalam pengelolaan KHDTK UB Forest dari aspek sosial, ekonomi, dan lingkungan. Jenis penelitian ini adalah deskriptif kualitatif. Lokasi penelitian di Dusun Sumbersari Desa Tawangargo Kecamatan Karangploso Kabupaten Malang, pada Desember 2017-Januari 2018. Teknik Penentuan Informan pada penelitian ini adalah menggunakan snowball sampling untuk menentukan informan. Hasil penelitian ini adalah fungsi dan pengelolaan UB Forest dapat dilihat dari tiga komponen utama yaitu ekonomi, sosial, dan lingkungan. Ditinjau dari fungsi ekonomi, masyarakat di sekitar hutan dapat menikmati hasil dari hutan yang mereka kelola dengan harapan ada peningkatan ekonomi yang stabil dan menciptakan lapangan kerja bagi generasi mendatang dengan pola peningkatan pengelolaan hutan. Ditinjau dari fungsi sosial yaitu tercipatanya solidaritas masyarakat sekitar hutan dan menghindari kesenjangan sosial di anatara kelompok masyarakat. Sedangkan jika ditinjau dari fungsi lingkungan UB Forest berfungsi sebagai konservasi, pengatur suhu lingkungan, pengatur kelembapan, pengatur cadangan air, tempat berlindung berbiaknya barbagai satwa liar, penyedia oksigen, dan prosedur bagi kehidupan kita menghambat angin, mencegah erosi, penghasil buah dan kayu serta sebagai paru paru bumi. Bentuk partisipasi petani Dusun Sumbersari dalam pengelolaan UB Forest yaitu (a) aspek sosial ialah berupa tenaga untuk ikut serta berkontribusi dalam kegiatan rapat dan sosialisasi yang diadakan, tanggapan dan saran yang diutarakan saat rapat dan sosialisasi. Selain itu membantu memberi informasi, tempat tinggal, dan kebutuhan air kepada mahasiswa yang melakukan penelitian atau praktikum; (b) aspek ekonomi ialah berupa uang (pembelian pupuk dan bahan bakar), alat kerja (cangkul, sabit, dan gunting), dan tenaga untuk perawatan ii kopi namun saat ini masih jarang dilakukan akibat kerusakan pada tanaman kopi, serta memberi tanggapan atau saran dan kehadiran dalam rapat yang diadakan untuk membahas mengenai harga jual kopi; (c) aspek lingkungan ialah berupa tenaga untuk membantu kegiatan pelebaran jalan dan memberi saran yang diutarakan saat proses pengerjaan pelebaran jalan. Potensi dampak yang timbul dengan adanya partisipasi petani Dusun Sumbersari dalam pengelolaan UB Forest yaitu : (a) aspek sosial ialah timbulnya pemahaman dari petani mengenai visi-misi UB Forest, struktur organisasi, dan manajemen pengelolaan hutan saat ini. Selain itu, para petani juga dapat menjaga sillaturahmi satu sama lain dengan berkumpul dalam rapat dan sosialisasi yang diadakan; (b) aspek ekonomi yaitu timbul dampak yang cenderung negatif akibat masih jarang dilakukan bentuk partisipasi dari petani untuk merawat tanaman kopi yang sudah rusak sehingga tanaman kopi belum menghasilkan nilai ekonomi yang tinggi; dan (c) aspek lingkungan ialah proses pengerjaan pelebaran jalan menjadi semakin mudah dan lancar. Hal lain yang ditimbulkan akibat adanya pelejebaran jalan ialah luas lahan beberapa petani menjadi berkurang akibat terpotong oleh jalan yang diperlebar. Saran dalam penelitian ini adalah pihak UB Forest diharapkan mengeluarkan kebijakan khusus terkait pengelolaan komoditas kopi yang sudah rusak akibat tertutup oleh naungan pohon pinus. Selain itu masyarakat di dalam kawasan UB Forest pun hendaknya lebih aktif memberikan tanggapan terkait hal-hal yang mempengaruhi kepentingan masyarakat seperti pengambilan keputusan pengelolaan UB Forest aspek ekonomi maupun lingkungan
English Abstract
KHDTK UB Forest was inaugurated on September 19th. Therefore, in order to achieve the desired vision and mission to meet the needs of the agency and the local community it is necessary to actively contribute in managing the forest from its users, in this case especially for farmer groups The village of Tawangargo, Dusun Sumbersari which almost every day around UB Forest. Participation in the management of KHDTK UB Forest from communities living in forest areas, especially farmer groups working on UB Forest land will greatly affect the forest sustainability. This participation is considered very necessary for UB Forest to give maximum results for both farmers and institutions. The objectives of this research are: a) Describe the participation of farmer groups in KHDTK UB Forest management from social, economic, and environmental aspects, and b) Describe the potention of impact from participation of farmer groups in UB Forest KHDTK management from social, economic and environment. The type of this research is descriptive qualitative. Location of research in Sumbersari Village Tawangargo Village Karangploso Sub-district Malang Regency, in December 2017-January 2018. Determination of Informants in this research is to use purposive sampling to determine Key Informant. Then proceed with snowball sampling to determine other informants. The result of this research is the function and management of UB Forest can be seen from three main components namely economic, social, and environment. From economic functions, communities around the forest can enjoy the results of the forest they manage in the hope that there will be a stable economic growth and create jobs for future generations with improved patterns of forest management. From the social function is can make solidarity of the community around the forest and avoid social inequality among the community groups. From environmental aspect, UB Forest functions as conservation, environmental temperature regulator, humidity regulator, water reservoir, breeding place for wildlife, oxygen provider, and procedure for our life inhibits wind, prevents erosion, fruit and wood producers as well as lungs of the earth. Participation of farmers group in Sumbersari village in the management of UB Forest is (a) social aspect is in the form of personnel to participate to contribute in the meeting and socialization activities held, responses and suggestions expressed during the meeting and socialization. In addition it helps provide information, residence, and water requirements to students conducting research or practicum; (b) economic aspects are money (fertilizer and fuel purchases), work tools (hoes, sickles, and scissors), and energy for coffee treatment but are currently rarely done due to damage coffee plants, as well as providing feedback or suggestions and attendance at meetings held to discuss the selling price of coffee; (c) environmental aspect is in the form of personnel to iv assist road widening activities and give suggestions expressed during the process of road widening. The potention of impact from participation of farmers group in UB Forest management are: (a) social aspect is the understanding of farmers about UB Forest's vision and mission, organizational structure and management of forest management. In addition, farmers are also able to keep their relationship with one another by gathering in meetings and socialization held; (b) the economic aspect is the impact that tends to be negative due to the rarely done form of participation from the farmers to care for the damaged coffee plant so that the coffee plant has not produced high economic value; and (c) environmental aspect is the process of widening the road becomes easier and smoother. Another thing that resulted from the widening of the road is the area of some peasants' land being reduced due to being cut by the widened road. Suggestion in this research is UB Forest is expected to issue a special policy related to the management of coffee commodities that have been damaged due to covered by shade of pine trees. In addition, the community within the UB Forest should also be more active in providing responses related to matters affecting the interests of the community such as UB management decision making on the economic and environmental aspects
