Abstract
Potensi-potensi pengembangan ekonomi berbasis sumberdaya lokal atau LERD (Local Economic Resource Development)diperlukan untuk meningkatkan pendapatan masyarakat dan daerah.Kedelai merupakan salah satu sumberdaya ekonomi lokal yang dimiliki oleh Kabupaten Banyuwangi dan menjadi penghasil kedelai terbesar di Jawa Timur.Sentra kedelai di Kabupaten Banyuwangi salah satunya berada di Kecamatan Tegaldlimo karena produktivitas tanaman kedelai dapat mencukupi kebutuhan komoditas dan pangan nasional setiap tahunnya.Upaya untuk menggali potensi ekonomi unggulan diperlukan dukungan dari segala pihak, baik dari pemerintah, masyarakat maupun dunia usaha.Dari dasar inilah Public Privat Partnership(PPP) diperlukan dalam penerapan LERD pada Kecamatan Tegaldlimo,selain itu PPP diharapkan mampu memberikan kesejahteraan masyarakat kelompok tani.Penelitian ini berfokus pada pelaksanaan PPP dalam pengembangan kedelai dan peran masyarakat serta tingkat kesejahteraan masyarakat Kecamatan Tegaldlimo Kabupaten Banyuwangi setelah pelaksanaan PPP dalam pengembangan kedelai berbasis LERD. Jenis penelitian deskriptif dengan pendekatan kualitatif.Dimana Pengumpulan data dilakukan dengan menggunakan wawancara, observasi, dan teknik dokumentasi. Sumber data dalam penelitian ini melibatkan Dinas Pertanian, Kehutanan dan Perkebunan Kabupaten Banyuwangi, PT.Pertani serta kelompok tani Kecamatan Tegaldlimo.Analisis data dilakukan dengan model interaktif Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa Pelaksanaan PPP dalam pengembangan kedelai berbasis LERD ditunjukkan pada peran masing-masing stakeholder,yaitu peran Dinas Pertanian, Kehutanan dan Perkebunan yang secara rutin memberikan sekolah lapang (SLPTT) dan penyuluhan kepada para petani, Dan peran swasta PT.Pertani yang memberikan pupuk, benih serta obat kepada petani dengan harga murah dan kualitas baik.Hasilnya terjadi peningkatan yang sebelumnya pada tahun 2012 terjadi penurunan produktivitas tanaman kedelai sebesar 12.537 kuintal/ha ditahun 2013 produktifitas tanaman kedelai meningkat pesat sebesar 17.724 kuintal/ha dan 20,18ton produksi tanaman kedelai.Diharapkan stakeholder lebih meningkatkan koordinasi seperti musyawarah antar kelompok tani agar dapat menyesuaikan pendapat atas pemikiran yang berbeda-beda.Koordinasi ini diharapkan meminimalisir hambatan yang dapat merugikan masyarakat.
English Abstract
The potential of economic development based on local resources or LERD (Local Economic Development Resource) required to increase the income of the people and the area. Soybean is one of the local economic resources owned by Banyuwangi and become the largest soybean producer in East Java.Soybean centers in Banyuwangi one of them located in the District Tegaldlimo because productivity of soybean plants can meet the needs of commodities and national food each year. Efforts to explore the economic potential of seed needed support from all stakeholders, including government, civil society and the business world.From this basis of Public Private Partnership (PPP) is required in the application at the District Tegaldlimo LERD in improving the productivity of soybean plants, besides the PPP is expected to provide the welfare of the farmer.This study focuses on the implementation of PPP in soybean development and the role of society and the welfare of society Tegaldlimo District of Banyuwangi district after implementation of PPP in the development of soy-based LERD. Type a descriptive study with a qualitative approach. Where data was collected through interviews, observation, and documentation techniques. Sources of data in this study involving the Department of Agriculture, Forestry and Plantations Banyuwangi district, PT.Pertani and farmer groups Tegaldlimo sub-district. Data analysis was performed with an interactive model of Miles and Huberman. The results of this study indicate that the implementation of PPP in the development of soy-based LERD shown in the role of each stakeholder, namely the role of the Department of Agriculture, Forestry and Agriculture are routinely provide field school (SLPTT) and extension to farmers, and the role of the private PT.Pertani provide fertilizer, seed and drugs to farmers at a low price and good quality. The result is an increase in 2012 that the previous decline in the productivity of soybean plants at 12.537 quintal / ha in the year 2013 soybean crop productivity have increased by 17.724 quintal / ha and 20,18 tons of soybean production. It is expected that more stakeholders such as improving coordination meetings between farmer groups in order to adjust an opinion on different thoughts. Coordination is expected to minimize the barriers that may harm the public.
