Abstract
Penelitian ini dilakukan untuk menganalisis tentang: 1) Proses pelaksanaan program konservasi karang dengan skema pembayaran jasa lingkungan (Payment for Ecosystem Services/PES) milik perusahaan 2) dan menganalisis konflik yang terjadi antara perusahaan pariwisata dengan masyarakat desa. Penelitian ini merupakan penelitian kualitatif dengan analisis data menggunakan tipologi Miles dan Huberman. Hasil penelitian menunjukkan bahwa lewat pemberlakuan skema PES ini, perusahaan melakukan pemasaran konservasi dan perusahaan juga mempunyai rasa memiliki dari karang yang dijadikan area konservasi. Terlepas dari keuntungan lingkungan, perusahaan mendapatkan keuntungan ekonomi berupa mengamankan produk, memperoleh legitimasi dan lisensi sosial dan mendapatkan dukungan dari pemerintah desa untuk menerapkan peraturan mereka. Perbandingan kepada kelompok lain merupakan penyebab konflik ini. Konflik ini diekspresikan dengan berbagai macam agresi. Resolusi konflik yang dilakukan berupa melakukan negosiasi yang menghasilkan kesepakan dengan batas waktu yang ditentukan, namun kesepakatan yang sudah disepati itu tidak di lakukan oleh pihak perusahan.
English Abstract
This research was conducted to analyze about: 1) Implementation process of reef conservation program with payment for ecosystem services scheme by tourism company in Tomia 2) and to analyze conflict between local people and tourism company. This research is qualitative research with data analysis using Miles and Huberman typology. The results showed that, through implementation of PES scheme, the company doing their conservation marketing and they also have a sense of ownership to the reef that included in their area of conservation. Regardless of enviromental benefits, the company has economic benefits like protecting the product, obtaining legitymacy and social licence and gaining local goverment support to implement their rules. Comparing to other group is the cause of conflict. This conflict are expressed by various agression. Conflict resolution used in this conflict is by negotiation which result in a deal with time limits that has been agreed, however the aggrement that has been agreed are not done by the company.
