Abstract
The improvement of food-crops production in Batu City needs to be conducted to keep food needs for people. But, to improve food-crops production (rice) in Batu City it has the obstacles such as transfer function of agriculture land to the non-agriculture, the decrease of worker in agriculture sector, and more various plant disease. Thus, it needs the role of regional government, in this case is Agriculture and Forestry National Department of Batu City. The objective in this research is to describe and analyze strategy of Agriculture and Forestry National Department of Batu City in improving food-crops production. This research uses descriptive research type with qualitative approach. Analysis method that used in this research is interactive method of Miles and Huberman. In this analysis method, there are three research steps, data reduction, data display, and conclusion drawing/verification. Based the research result, it is found that there are 4 strategies to improve food-crops that conducted by Agriculture and Forestry National Department of Batu City. The strategies as follow: 1) Intensification, it is conducted through quality improvement of agriculture intensification; 2) Diversification, the realization of agriculture diversification that has competitiveness; 3) Rehabilitation, it is conducted by development program of organic and sustainable agriculture and also rehabilitation program of irrigation network; 4) Mechanism, it is conducted through agriculture tool and machine supply. It is proven that in 2012, rice production improves for 589.3 ton from 2011 with three times plant intensity a year and also the development of go-organic rice. That was a proof from strategy success that been implemented by Agriculture and Forestry National Department of Batu City in improving food-crops production. Although rice production improves, Agriculture and Forestry National Department of Batu City should always keep and conduct more improvement for rice production, it can be conducted by giving training and counseling, the continuity of agriculture program of organic rice, supplying agriculture tool and machine, and also keep the existence agriculture land by making regional law that will protect transfer function of agriculture land
