Abstract
Adanya otonomi daerah memberikan kewenangan Pemerintah Daerah untuk bertanggung jawab atas setiap daerahnya. Slogan Tri Bina Cita menjadikan pendidikan sebagai salah satu tujuan rencana pembangunan kota Malang.Pengelolaan Dana BOS menjadi tanggung jawab setiap sekolah yang dikelola oleh Kepala Sekolah, Bendahara Sekolah, dan Komite Sekolah. Pengelolaan dana BOS sangat diperlukan agar Dana BOS yang diberikan dapat menyelesaikan persoalan pendidikan di Kota Malang. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dan dibatasi oleh dua fokus penelitian yaitu (1) Implementasi Kebijakan Bantuan Operasional Sekolah dengan rincian, Prosedur dalam kebijakan bantuan Operasional Sekolah, Sasaran, Pelaksana atau Implementator, dan Penggunaan Dana Bantuan Operasional Sekolah; (2) Faktor-faktor yang mempengaruhi Implementasi Kebijakan BOS dengan rincian, Komunikasi, Sumber Daya, Disposisi, Struktur Birokrasi. Sedangkan analisa data yang digunakan adalah analisa data model Miles dan Huberman dengan tahapan pengumpulan data, reduksi data, penyajian data, dan kesimpulan. Dana BOS di Kota Malang diberikan kepada seluruh SD yang terdaftar dalam Dinas Pendidikan.Mekanisme yang dilakukan oleh Dinas Pendidikan Provinsi Jawa Timur dalam mengelola dana BOS sudah diatur dalam Petunjuk Teknis dalam Penggunaan dan Pertanggungjawaban Keuangan Dana Bantuan Operasional Sekolah. Namun, dalam kenyataannya masih terdapat permasalahan dalam pengelolaan dana BOS seperti kurangnya dana BOS yang diterima beberapa sekolah, kurang tepat waktu pihak sekolah dalam memberikan laporan penggunaan dana BOS, kurangnya kemampuan guru yang menjadi bendahara atau pengelola dana BOS, serta kurang jelasnya informasi yang diterima masyarakat terkait Sekolah Gratis. Dari hasil penelitian, peneliti dapat memberikan saran adanya sanksiyang diberikan untuk keterlambatan waktu penyalur dana BOS dan kurang tepat waktu pihak sekolah dalam memberikan laporan penggunaan dana BOS. Perlu adanya komunikasi yang bersifat dua arah antara dinas pendidikan kota Malang dan sekolah sebagai obyek kebijakan agar dana BOS dapat mencukupi. Dilakukannya pelatihan atau upgrading kemampuan bagi petugas-petugas yang terlibat pelaksanaan BOS. Adanya transparansi dalam penggunaan dana BOS melalui media yang tersediaLebih jelasnya informasi yang diberikan pemerintah dan pihak sekolah kepada masyarakat yang belum mengetahui dan mengganggap adanya sekolah gratis dan dijelaskan mengenai Bantuan Operasional Sekolah (BOS) melalui media televisi, radio, ataupun media cetak dengan menyeluruh dan berkelanjutan.
English Abstract
Regional autonomy authorizes local governments to be responsible for each region. The slogan Tri Bina Cita make education as one of the goals of development plan in Malang. Fund management School Operational Assistance is the responsibility of each school run by the Head of School, School Treasurer, and the School Committee. Fund management School Operational Assistance is needed so fundsSchool Operational Assistance given to solve problems in education in the city of Malang. This research is descriptive research with a qualitative approach and bounded by two research focus is (1) Policy Implementation School Operational Assistance with details procedure in policy School Operational Assistance, target executor or implementator, and use of School Operational Assistance funds. (2) Factors affecting the implementation of policy School Operational Assistance in detail, communication resources, disposition, bureaucratic structures. Meanwhile, data analysis used is the model miles and huberman with a step, the reduction data, presentation of data, and conclusions. School Operational Assistancefunds in Malang given to all elementary school enrolled in the Department of Education. Mechanism conducted by the East Java Provincial Education Office in managing School Operational Assistance fund is set in the Technical Guidelines on the Use and Financial Accountability School Operational Assistance Fund. However, in reality there are still problems in the management of School Operational Assistance funds such as the lack of School Operational Assistance funds received by some schools, the school is less timely in reporting use of the funds, the lack of ability of teachers who became treasurer or School Operational Assistance fund managers, as well as the lack of clarity of the information received by the society about Free Schooling. From the result of research, researcher can give advice sanction given for the delay time for the School Operational Assistance funds and less timely schools in reporting use of the funds. There needs to be a two way communication between department of education malang and the school as a policy object that School Operational Assistance funds can be sufficient. The conduct of training or upgrading capabilities for officers involved in the implementation of the School Operational Assistance. Lack of transparency in the use of the funds available through the media Clearly the information provided by the government and the school to the society who do not know and assume the existence of a free schooling and explained about the School Operational Assistance through a television, radio, or print media with a thorough and ongoing.
