Abstract
Kebijakan Alokasi Dana Desa (ADD) sangat relevan dengan perspektif yang menempatkan desa sebagai basis partisipasi. Potensi partisipasi yang tinggi dari warga juga dapat ditumbuhkan, masyarakat mempunyai modal sosial yang tinggi untuk mendukung dan mengontrol jalannya pemerintahan. Berkaitan dengan uraian tersebut dan untuk mengetahui lebih lanjut tentang pelaksanaan Alokasi Dana Desa di Desa Godean Kabupaten Nganjuk. Penelitian ini bertujuan untuk mendiskripsikan serangkaian proses kegiatan yang dilakukan dalam pengelolaan Alokasi Dana Desa pada pemerintahan desa Godean, disini peneliti juga menggunakan jenis penelitian kualitatif diskriptif, dan faktor pendorong dan penghambat yang dihadapi selama pengelolaan Alokasi Dana Desa di desa Godean Kecamatan Loceret Kabupaten Nganjuk. Dari hasil penelitian dapat diperoleh bahwa Proses partisipasi masyarakat di dalam Perencanaan dan Pelaksanaan Pengelolaan Alokasi Dana Desa Di Desa Godean dibuktikan dengan keterlibatan langsung masyarakat tersebut melalui Musrenbangdes maupun melalui forum-forum masyarakat yang ada di Desa Godean. Melakukan reformasi birokrasi dengan membuat Laporan Pertanggungjawaban Pengelolaan Alokasi Dana Desa di Desa Godean pada Tahun 2013 melakukan reformasi birokrasi, yang sebelumnya di Tahun 2012 Kepala Desa yang lama tidak membuat laporan pertanggung jawaban terhadap Pengelolaan Alokasi Dana Desa. Kendala internal pada pengelolaan Alokasi Dana Desa di Desa Godean Tahun 2012 yang berupa tidak terlaksananya akuntabilitas, transparansi dan tidak adanya pertanggungjawaban oleh Kepala Desa yang lama membuktikan ketidak efektifan dari Alokasi Dana Desa. Rekomendasi untuk mengatasi permasalahan yang terjadi adalah perlu mengoptimalkan peran aparatur desa dan meningkatkan peranserta masyarakat di dalam pengelolaan Alokasi Dana Desa di desa Godean.
English Abstract
Village Fund Allocation Policy (ADD) is very relevant to the perspective that puts the village as a base of participation . High participation potential of citizens can also be grown , people have high capital social to support and control the running of the government . In connection with the description and to find out more about the implementation of the Rural Fund Allocation in Rural Godean Nganjuk . This study aims to describe a series of processing operations performed in the management of the Village Fund Allocation Godean village and governance constraints faced during the management of the Village Fund Allocation District of Godean village Loceret Nganjuk . Researchers used a descriptive qualitative research , with a focus on ( 1 ) Managed Allocation Fund Godean rural village ; and ( 2 ) constraints encountered during the management of fund allocation in the village of Godean village . Interview data collection techniques ( interviews ) , documentation , observation ( observation ) . Data collection methods of data analysis , data reduction , Data Presentation , Draw Conclusions / Verification . From the research results can be obtained that the process of public participation in the Planning and Implementation Management Fund Allocation In Rural Villages Godean evidenced by the direct involvement of the community through MUSREMBANGDES or through public forums in the village of Godean . Reforming the bureaucracy by making Allocation Fund Management Accountability in Rural Village In Godean on reforming the bureaucracy , which earlier in the year 2012 the old village head did not make the accountability report to the Village Fund Allocation Management . Internal constraints on the management of the Village Fund Allocation in Rural Godean 2012 that a failure in accountability , transparency and lack of accountability by the village head long proven ineffectiveness of Village Fund Allocation . Recommendations to overcome problems that occur are necessary to optimize the role of village officials by increasing the ability ( capacity building ) of each apparatus in the management of fund allocation in the Godean village and increase community participation in the management of fund allocation in the Godean village
