Abstract
Penyediaan jaringan listrik pedesaan merupakan kegiatan yang memiliki peran sebagai pemerataan energi, penerangan untuk masyarakat dan pemberian infrastruktur secara vital bagi masyarakat. Pelaksanaan pembangunan penyediaan jaringan listrik pedesaan di Kabupaten Bojonegoro belum berjalan secara optimal dan belum mencapai rasio elektrifikasi sempurna, masih banyak terdapat Desa yang benar-benar terisolir belum mendapatkan akses penerangan. Hal ini karena, ada beberapa faktor yang mempengaruhi pembangunan penyediaan jaringan listrik seperti minimnya anggaran dana, ijin pinjam pakai kawasan dari Perhutani dan kurangnya pemanfaatan energi alternatif seperti PLTS. Tujuan penelitian ini adalah untuk mengetahui, mendiskripsikan dan menganalisis implementasi penyediaan jaringan listrik pedesaan dalam upaya mengurangi masalah isolasi daerah terpencil dan faktor-faktor pendorong dan penghambatnya. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian pada Bagian SDA Kabupaten Bojonegoro menunjukkan bahwa implementasi penyediaan jaringan listrik pedesaan belum berjalan maksimal, hal ini dapat dilihat dari pemenuhan kebutuhan fasilitas jaringan listrik yang belum menciptakan keadilan secara merata untuk masyarakat. Konsentrasi pembangunan dilakukan masih pada wilayah perkotaan atau sentra pedesaan. Selain itu, masih banyaknya jumlah dusun yang masih gelap membuat Kabupaten Bojonegoro belum mencapai rasio elektrifikasi sempurna, hal itu terjadi karena masih banyak kendala dalam proses pembangunan penyediaan jaringan listrik pedesaan. Berdasarkan hasil penelitian saran yang dapat diberikan adalah perlu meningkatkan energi alternatif seperti pengembangan dalam pembangunan instalasi jaringan listrik dengan PLTS yang menjadi energi baru terbarukan. Pembangunan infrastruktur pendukung seperti jalan untuk mempermudah proses pembangunan, sehingga Bagian SDA Kabupaten Bojonegoro perlu bekerja sama dengan Dinas Pekerjaan Umum. Selain itu juga perlu adanya kemudahan dalam perijinan pinjam kawasan kepada pihak terkait terutama Perhutani untuk penanganan Desa terpencil pada kawasan hutan. Tujuannya yaitu, agar tidak menghambat pemenuhan pelayanan sarana dan prasarana bagi masyarakat dalam mengatasi permasalahan isolasi daerah.
English Abstract
The provision of rural electricity network supply is an activity that has a role as an energy equalization, lighting, and provide vital infrastructure for the public. The implementation of development of rural electricity network supply in Bojonegoro has not work optimally and under perfect electrification ratio. There are many villages still completely isolated and have not gotten lighting access. This is caused, there are several factors that influence the development of the electricity networks supply such as lack of budget funds, use permit from the Forestry (Perhutani) areas and the lack of utilization of alternative energy such as Solar Installations (PLTS). The purposes of this research is to known, describe and analyze the implementation of rural electricity network supply to reduce isolated area problem, and factor support and inhibitors. This research used a descriptive research with a qualitative approach. The result of this research in SDA District Bojonegoro show that implementation of rural electricity network supply not maximized, it is known from compliance the needs of the electric network facilities electricity networks have not given fairness evenly to the public. concentration of development still be done in the area of urban or rural centers. Furthermore, still large number of villages that are still dark make Bojonegoro electrification ratio has not reached perfect, it caused there are still many obstacles in the process of development of rural electricity supply networks. Based on the results of research advice that can be given is the need to enhance the development of alternative energy such as in the construction of the power grid with Solar Installations (PLTS) that become new renewable energy. Construction of supporting infrastructure such as roads to facilitate the development process, so that the SDA Bojonegoro need to work closely with the Department of Public Works (Dinas PU). Beside it, also needs the ease in the area of loans permission to related parties mainly Forestry (Perhutani) for handling remote village in the forest. The goal is, so as not to hinder the fulfillment of the service facilities and infrastructure for the community in addressing the problems of isolation.
