Abstract
Melihat kondisi garam di Madura maupun di daerah lain yang selama ini masih sangat memprihatinkan, maka pemerintah memutuskan untuk membuat kebijakan Program Pemberdayaan Usaha Garam Rakyat (PUGAR) yang diturunkan sejak tahun 2011 yang diatur dalam Peraturan Direktur Jenderal Kelautan, Pesisir, dan Pulau-Pulau Kecil Nomor 04A/PER-DJKP3K/2013 tentang Pedoman Teknis Pemberdayaan Usaha Garam Rakyat Tahun 2013. Penelitian ini dilakukan untuk melihat bagaimana implementasi program PUGAR di Desa Pangarengan Kecamatan Pangarengan Kabupaten Sampang. Dengan Rumusan masalah bagaimanakah proses implementasi program pemberdayaan usaha Garam rakyat dan apa sajakah faktor pendukung dan penghambat dari program pemberdayaan Usaha garam rakyat.Tujuan dari penelitian ini adalah untuk mendiskripsikan dan menganalisis program PUGAR di Desa Panagrengan Kecamatan Pangarengan Kabupaten Sampang dan mendiskripsikan dan Menganalisis faktor pendukung dan penghambat dari program PUGAR di Desa Panagrengan Kecamatan Pangarengan Kabupaten Sampang. Fokus dari penelitian ini adalah peran stakeholder dalam implementasi program PUGAR di Desa pangarengan Kecamatan Pangarengan Kabupaten Sampang; penyaluran Bantuan Langsung Masyarakat (BLM) PUGAR kepada masyarakat; hasil produksi garam sebelum dan sesudah adanya program PUGAR; faktor pendukung dan penghambat implementasi program PUGAR. Penelitian ini menggunakan metode kualitatif Teknik Pengumpulan data menggunakan interview, observasi, dan dokumentasi. Dengan menggunakan analisis data model interaktif dari Miles dan Huberman. Hasil penelitian ini dari masing-masing stakeholder sudah menjalankan program PUGAR ini sesuai dengan peraturan yang telah ditetapkan. Namun dilihat dari penyaluran BLM masih terkesan terlamabat untuk sampai kepada KUGAR. Dan untuk hasil produksi garam mengalami peningkatan meskipun belum signifikan dan harga garam yang sudah mencapai kenaikan meskipun belum sesuai dengan harga patokan dari pemerintah. Faktor pendukung dari implementasi program PUGAR ini yakni pemerintah desa, adanya sosialisasi yang dilakukan oleh Tenaga pendamping desa Pangarengan itu sendiri untuk mensukseskan program PUGAR ini. Sedangkan faktor penghambatnya adalah kurangnya sumber daya manusia pada masyarakat petambak garam, lambatnya penyaluran BLM untuk sampai kepada KUGAR. Saran terhadap dinas Kelautan dan Perikanan adalah sebaiknya penyaluran BLM dipercepat kepada masyarakat, perlunya untuk membentuk koperasi dengan tujuan untuk membantu masyarakat petambak garam bisa mandiri.
English Abstract
The condition of the salt in Madura and in other areas is still very poor, the government decided to create a policy that Program Business Empowerment Program Salt People (PUGAR) derived from 2011 that stipulated in the Regulation of the Director General of Marine, Coastal and Small Islands No. 04A / PER-DJKP3K / 2013 on Technical Guidelines for Empowerment salts of the People in 2013. Therefore, researcher interested in studying of Implementation Business Empowerment Salt People Program (PUGAR). This study is conducted to see how the implementation of the PUGAR program in the Pangarengan Village District of Sampang. With the issuance PUGAR program of Government whether implementation PUGAR program in the Village Pangarengan can help the community peoples salt farmers. Formulation of the problem in this thesis is how the program implementation process of people business Salt empowerment in the Pangarengan village of districts pangarengan and what are the factors supporting and inhibiting salt of empowerment efforts of the people in the Pangarengan village of District pangarengan. The purpose of this study describes and analyzes the program PUGAR in the Pangarengan Village of District Pangarengan Sampang and describe and analyze the factors enabling and inhibiting of PUGAR program in the Pangarengan Village of District Pangarengan Sampang. The focus of this research is the role of stakeholders in the implementation of the program in the Village pangarengan PUGAR Sampang District of Pangarengan; BLM PUGAR distribution to the public; salt production results before and after the program PUGAR; enabling and inhibiting factors PUGAR program implementation. This study uses qualitative techniques of data collection using interviews, observation, and documentation. By using an interactive model of data analysis from Miles and Huberman. From these results of each stakeholder PUGAR already run this program in accordance with the prescribed rules. But seen from the distribution of BLM still impressed KUGAR late to get to the BLM so that the intent of this goal has not been achieved. And for salt production has increased although not significant, and the price of salt has reached the rise although not in accordance with the reference price of the government. Factors supporting the implementation of the program in the Village Pangarengan PUGAR District of Sampang district pangarengan the village government, socialization is carried out by the assistant village itself Pangarengan PUGAR this program to succeed. While inhibiting factor is the lack of human resources in the public salt farmers, the slow distribution of BLM for up to KUGAR. Advice to the department of Marine and Fisheries was channeling BLM should be accelerated to the public, the need to form cooperatives with the aim to help people be self-sufficient salt farmers.
